PROBLEMS AND OPPORTUNITIES FOR THE BUSINESS ENVIRONMENT IN THE REZEKNE SPECIAL ECONOMIC ZONE
Purpose and aim of the study: The present research aims to identify and analyse problems and opportunities for the business environment in the Rezekne Special Economic Zone.Design / Methodology / Approach: The research employed the following methods: descriptive and graphic, analysis, an expert survey, as well as SNW (strengths, neutrals and weaknesses) analysis and the SNW typological index. Main Findings: The most important problems for the business environment in the Rezekne SEZ, which, according to the experts, were as follows: a lack of suitable land plots and buildings for starting production; a lack of qualified labour; rare and poor communication between Rezekne SEZ businesspersons (etc.), as well as opportunities such as additional tax relief for companies from the Rezekne SEZ; additional advantageous criteria for national, EU, ALTUM etc. project evaluation for businesses having Rezekne SEZ company status; opportunities for cooperation with Rezekne Academy of Technologies (etc.).Originality: Based on an expert survey, an SNW analysis and the SNW typological index, the research identified the most important problems for the business environment in the Rezekne SEZ.Implications: An analysis of the situation in Rezekne city and Rezekne municipality regarding the national business environment reveals regional differences, which makes it necessary to perform an analysis of the business environment in the Rezekne SEZ in order to identify the main problems that hinder the creation of a favourable
BUSINESS DIVERSIFICATION OPPORTUNITIES FOR SMALL AND MEDIUM ENTERPRISES IN LATGALE REGION
Purpose and aim of the study: The present research aims to identify and assess business diversification opportunities for small and medium enterprises in Latgale region.Design / Methodology / Approach: The research also conducted an expert survey, and all the experts indicated that the introduction of new products/services is an important and very important opportunity for small and medium enterprises to grow. In addition, most of the experts indicated that implementing a diversification strategy by a company would contribute to reducing/diversifying risks thereto. Main Findings: The research identified the following disadvantages that could arise from business diversification: a decrease in quality (all available resources and attention are redistributed to several industries/products of diversification) and a lack of resources (human, technical and financial), depending on the kind of diversification strategy and the specifics of the company’s economic activities.Originality: The research gives insight into the theoretical aspects of diversifying the economic activities of enterprises and analysed development opportunities for small and medium enterprises in Latgale region.Implications: With the rapid growth of the market, small and medium enterprises need be able to effectively adapt to changing conditions, and consequently business diversification becomes important for such enterprises
AGRARIAN REFORM AND CHANGES IN THE CULTURAL HERITAGE LANDSCAPE OF RURAL LATGALE IN 1920S AND 1930S
In the 20th century, Latvia underwent several rapid rearrangements of social and economic system. One of them were the Latvian Agrarian Reform (1920–1937) due to the implementation of which also the Latgalian rural cultural heritage landscape changed. In Latgale, there were established farmsteads instead of compactly inhabited locations (villages, in Latvian – sādžas). The rural landscape of Latgale became similar to rural landscape in other regions of Latvia. The aim of the article is, studying the economic and social aspects of life in Latgalian villages, to find out the outcomes of dividing villages into farmsteads during the Latvian Agrarian Reform, their influence on changes in the Latgalian rural cultural heritage landscape
ADMINISTRATIVE LIABILITY OF LEADER OF THE CONGREGATION
The subject of the article is administrative liability of leader of the congregation. The influence of the church on the affairs of the state has decreased, which means that society is becoming secular, one in which the churches separate from the state, but in any case, church exists but does not dominate over the state. So, the responsibility of the church leader must also be separated from religious affairs. The liability of the leader of the congregation should not be considered as religious movement specified in the statutes of the congregation, but as complying of the duties delegated by the state. The research aim is to analyse the duties of the leader of the congregation and the basis of administrative liability, define in which cases the normative regulation provides for administrative liability, offer solutions in the normative regulation where the type of liability is not specified. Propose amendments to the existing regulatory framework. The conclusions of the research work shows that if the administrative liability of the leader of the congregation for incomplete comply or failure of the duties delegated by the state is provided for in the normative regulation, then the existing polity is protected and the relations between the state and the church are more precisely regulated
ANALYSIS OF CHANGES IN KEY MACROECONOMIC INDICATORS OF THE EUROPEAN UNION COUNTRIES DURING THE DIFFERENT PERIODS OF ECONOMIC CYCLES
The article delves into the changes in the main macroeconomic indicators of the European Union (EU) countries in the different periods of economic cycles. The research problem is formulated by raising a problematic question: what are the changes in the main macroeconomic indicators of the European Union countries (Lithuania, France, Sweden and Greece) in the different periods of the economic cycles? The aim is to analyse the main changes in the macroeconomic indicators of the European Union countries in the different periods of economic cycles. Research methods: analysis of scientific literature, analysis of statistical data, grouping of variables, graphical representation. After analysing the changes in gross domestic product in Lithuania, France, Sweden and Greece, it can be stated that the largest positive change in gross domestic product (GDP) is observed in Lithuania, when it almost doubled at the end of the analysed period. The analysis of the statistical data revealed that the highest unemployment rate was recorded in 2010, during the global financial crisis and declining trend until 2020. It can be observed that changes in the unemployment rate during the period under review were affected not only by the global financial crisis in 2008, but also by the effects of the global health crisis in 2020. The analysis data on the dynamics of the inflation rate revealed that the highest inflation was observed in Lithuania. The data showed that in Lithuania in 2015 deflation was observed, possibly due to the introduction of the euro in the country. IMPLEMENTATION OF THE RIGHTS OF ACCESS
Family disarmament is a painful process for all members of the family, but especially for young children. There is an increasing trend in Latvia when divorced parents are unable to mutually agree on the rights of access to a common child. The aim of the research work was to explore the legal aspects of the implementation of the rights of access. Seeking an effective solution in the case of parental divorce better protect the rights of the child and ensure his or her interests. Exploratory tasks: 1) to explore the substance of the right of access. 2) to analyse legal aspects of the determination of the procedures for contact. 3) to identify the best interests of the child in the process of determining and implementing the rights of contact. The conclusions of the study: The right of access to the rights of access must be determined, primarily taking into account the interests of each child. The child must be given the right to express his or her views and be given the opportunity to participate in decision making. The representation of a professional child in civil proceedings must be developed. An effective outside court dispute settlement mechanism should be established. Provision should be made for compulsory mediation for the settlement of family disputes, based on the best interests of the child.
