    FEDERAL BUDGET 2006-07

    The Federal budget 2006-2007 presented in the National Assembly is totaled at PKR 1315 billion. This is 19.7% higher than the Federal Budget 2005-2006. For FY06, the revised fiscal deficit was PKR 328 billon. This is expected to increase to about PKR 394 billion in FY07. This, it is estimated will approximate 4.5 percent of the GDP. It is assumed that the government will achieve a growth rate target of 7 percent and inflation target of 6.5 percent during FY 2006 – 2007

    Devolution of government financial authority has been an important component of the fiscal reforms implemented by the Musharraf government on the advice of the IMF, the World Bank and the Asian Development Bank since 2000. Devolution of fiscal authority has been integrated into the scheme for the establishment of local government in Sindh. The legal framework for this devolution of fiscal authority is provided by the Sindh Local Government Ordinance (SLGO) of 2001. The fiscal responsibility of Taluka and Town Municipal Authorities (TMAs) have been significantly enhanced by this legislative act

    Prof. Dr. Asad Zaman’s note on Islamic economics is a very useful effort at self criticism. I am generally in agreement with his plea to adopt a more problem oriented approach and give priority to operationalisation of Islamic concepts and goals, particularly establishment of social justice, elimination of poverty and tangible reduction in economic disparities. He is however, not the first person who has highlighted these aspects and almost every major writer on Islamic economics, particularly, the first generation writers have emphasized these points again and again 1. I welcome his forthright approach and plea for bringing this issue into the centre of the debate on research, teaching and policy making
