What the Engineers Studied in 19th Century UK University:The case of Oyatoi railway engineers in Meiji Japan
During the Meiji period, 24 Oyatoi Gaikokujin (hired foreigners) engineers from the UK
were employed by Japanese Government to construct and manage its railways. Here, focus is
placed on four railway engineers who received university education in the middle of the 19th
century at universities in the UK. This study introduces important documentation, such as
University Calendars and school records, which provide information concerning their curricula,
professors, and tuition fees.
At the time, engineers in traditional UK universities, for instance Cambridge University
and Trinity College Dublin, were required to receive a solid liberal arts education. In contrast
at younger universities, for example in the Department of Applied Science of King’s College,
London, engineering students were provided theoretical and practical instruction.
When considering the contributions they made to the development of Japan’s modern
railway system, the above information concerning their education is significant. Although
civil engineers wishing for membership in the Institution of Civil Engineers were required to
have grounding in the liberal arts, the Institution did not consider their school careers until
the beginning of the 20th century. The first Engineer-in-chief, Edmund Morel, advised to the
Meiji government to establish the Kobu Daigakko (the Imperial College of Engineering). But
there is no evidence of the four engineers’ contribution to the curriculum, partly because they
engaged in Japan very short period (24 months on average), and three of them were in poor

Characteristics of Tax Consciousness and Direction of Tax Administration Systems
Characteristics of tax consciousness for income tax, consumption tax and local income
tax are many and various. The features of this paper are to clarify characteristics of tax
consciousness for income tax, consumption tax and local income tax, and compare these
tax consciousness, and in addition, consider what influence tax consciousness. This paper
clarifies characteristics and direction of tax administration systems for income tax,
consumption tax and local income tax, and also elucidate features of tax consciousness
for income taxpayers, withholding income taxpayers, local income taxpayers, employers
who are obliged to withholding income tax, consumption tax payers, and consumers( who
pay taxes) .
Tax consciousness and tax compliance costs influence each other. That is to say, tax
consciousness and tax compliance costs are closely and deeply related to each other.
Furthermore this paper clarifies factors of tax consciousness, and in addition, considers
the process of clarification of tax consciousness and tax compliance costs from various

Amplitude Modulation in Audible Frequency Bands
我々は,可聴周波数帯域での振幅変調に基づく信号伝送システムの設計と実装について述べる。典型的な振幅変調に基づく信号伝送システムでは,信号は,非常に高い周波数によって変調される。我々のシステムは,2から20000Hzの間の可聴信号のような非常に低い周波数を用いる。我々は,可聴帯域で信号を伝送可能であることを実験で示した。We describe a design and an implementation of a signal transmission system based on the amplitude modulation in audible frequency bands. In conventional signal transmission system based on the amplitude modulation, signal is modulated by very high frequency.
Our system uses very low frequency, such as audible signal between 2 and 20000Hz. We experimentally show that it is possible to transmit based on the audible bands.departmental bulletin pape
