競争と分断の共進化から連帯と協同の共進化へ─関西生コンの社会闘争が切り開いた地平
Get PDF20世紀末から急進展したグローバル化は深刻な危機に直面している。グローバル化は，
所得格差，地域格差を拡大し，中産階級を崩壊させ，大量の移民・難民を創出し，宗教紛争・
民族紛争を激化させることによって，ついに反グローバリゼーションの反動を呼び起こし
た。イギリスのEU 離脱，米国におけるトランプ大統領の誕生，ヨーロッパ諸国における
極右政党の台頭は，グローバル化の隘路に直面した諸国の反動を物語っている。この反動
は，グローバル化の隘路を主権国家の強化によって打開しようとする。保護貿易を強化す
る，流入する移民・難民を排除し厳しく取り締まる，自国民の雇用確保を優先する，といっ
た排外主義的な政策が強化される。
日本も同じ流れに棹さしている。経済の新自由主義的進展がもたらした雇用の不安定化，
貧困の増大，所得格差と資産格差の拡大は，社会の監視の強化，治安の強化，そして国家
の軍事化と排外主義への動きを強化し，立憲主義の危機，神権的国体論を触発している。
新自由主義とは，社会を市場の競争原理に委ねるシステムであり国家の非介入を原則と
するにもかかわらず，新自由主義の行き詰まりが国家の軍事化および治安の強化と連動し，
ひとびとの市民的自由を抑圧する動きが高まっている。本論では，このように一見すると
逆説的にみえる経済と国家の動向を，市民社会の共進化という視点から再考する。この再
考によって，経済における市場原理の進展と，国家における権威主義の台頭と，市民社会
におけるポピュリズムという大衆的熱狂が相乗効果をともなって増幅する新自由主義の社
会危機の動態を究明する。その究明を踏まえて，この社会危機を乗り越える連帯と協同の

Local Government Finance and Municipal Bond Rating:With Focus on the Transition from Rants and Ratings to R & I
Get PDFPrivate sector funding was used in the government’s economic stimulus package after the
collapse of the Bubble economy （1991-1993）. As a result, outstanding local bonds increased,
and differentials expanded due to erosion of borrower credibility in the market.
In March 1999, Japan Rating and Investment Information Inc. reported for the first time the
Japanese municipal bond rating. In November 2006, Yokohama City obtained R & I. With
this Japan has rapidly facilitated the use of municipal bond rating. Accordingly, much previous
research has predicted that the acquisition of municipal bond rating will increase. However,
this is not the case at present.
Here the municipal bond rating is examined, and the following three issues are discussed.
The first is the relationship between implicit security and municipal bond rating. I show that
for local governments ratings are not essential, because of the macro and micro revenue
protection under the Ministry of Internal Affairs. The second is that municipal bond ratings
done for local governments do not properly reflect financial benchmarks, resulting in a lack
of confidence for these ratings. The third is that investor’s trust in municipal bond rating is
questionable.
The discussion clarifies the need for rating companies to disclose accurate information,
and the necessity for dialogue with the parties concerned for higher evaluation from local

Get PDFこの研究は，東部インドネシアにおいて主要な交易都市として発展したテルナテ市の歴史的形成過程を明らかにしようとするものである。これまで，このテーマについてインドネシア国内では史料が限られていたため，オランダの大学，博物館等に所蔵される史料も含み，歴史的な文献，絵図，地図，および写真を幅広く収集し，調査した。その結果，テルナテの旧市街は，オランダ植民地の広域的な拠点であった要塞を中核として，海岸沿い，さらに山麓に発展したこと，当初よりオランダの植民都市と現地のスルタン王国の２つの支配と領域によって構成され，また国内外からの多様な民族によるコミュニティが形成され継承されてきたことを明らかにすることができた。今後，さらに詳細な現地調査等を実施し，テルナテ市の歴史的特徴と文化的多様性を反映させた文化遺産の保全基準の策定を進めることが求められる。departmental bulletin pape
Influences of Autobiographical Remembering of Experiences of Success or Failure on Learning Motivation
Get PDFThis study examined the influence of autobiographical memory of experiences of success or failure on learning motivation. Participants （N = 216） completed a scale that assessed their degree of learning motivation. They were asked to recall autobiographical memory of experiences of success or failure and to rate these memories based on 6 items pertaining to memory characteristics （e.g., vividness）. Participants then completed the learning motivation scale again. Participants obtained higher post-test scores on the motivation scale, compared to the pre-test scores. In addition, autobiographical memories of successful experiences were more emotional, positive, vivid, and frequently remembered than were memories of failure experiences. Autobiographical memory pertaining to effortful experiences as a facilitator of learning motivation will be examined in future research.departmental bulletin pape
An Approach to Phrasal Verbs
Get PDFNative speakers of English prefer using blow out, come in, get around, instead of extinguish, enter, circumvent in conversation. These are called phrasal verbs, which are remarkable features from the second half of the eighteenth century（1）. Smith （1933, p. 172） adopted the term“phrasal verb” in the twentieth century（2）. I adopt the term phrasal verb from Smith purely for convenience. Other grammarians’terms would serve just as well: Henry Sweet’s “group-verb” （A New English Grammar, § 256）, Kruisinga’s “compound verb”（A Handbook of Present-day English, §§ 2204-2211）, or Arthur Kennedy’s “verbal combination” （Current English, p. 299）.
During the latter half of the twentieth century, combinations of verbs with adverbs or prepositions were widely studied by many linguists, and now the term “phrasal verbs” is commonly and generally used for these collocations. The bounds of phrasal verbs are defined by meaning, function, or form.
