Current Situation of Public-Private Partnerships Related to Mobile Sales in Kawachinagano City, Osaka Prefecture
Get PDFIn recent years, agreements have been established between municipalities and convenience stores（CVS）, and mobile sales have been implemented. It is necessary to understand in which regions these efforts are being conducted. A search of convenience store mobile sales confirmed from the official websites of three major CVS companies that mobile sales is implemented by Family Mart in 12 districts, Lawson in 33, and Seven-Eleven in 34. Seven-Eleven’s mobile sales effort is the most significant. Seven-Eleven started mobile sales in Ibaraki prefecture in May 2011, and implemented it outside the metropolitan Osaka area. They have started operations in Hyogo Prefecture in 2017 and in Kyoto Prefecture, Aichi Prefecture, Osaka Prefecture and Tokyo Prefecture in 2018, and mobile sales have been developed in the larger metropolitan areas in recent years. Looking at efforts in the metropolitan areas, there are many areas that are mountainous. Seven-Eleven started mobile sales in Kawachinagano City, Osaka Prefecture in October 2018. In Kawachinagano City, mobile sales have been conducted by Co-op since 2012. As such, it is suggested that there may be more cases where convenience stores have entered areas where other operators have already established mobile sales operations. It is necessary to observe mobile sales activities to foresee future trends.近年，基礎的自治体とコンビニエンスストア（CVS）との間で協定を結び，移動販売が実施されている。これらがいかなる地域で行われているか把握していくことが必要である。CVS大手三社の公式HPから移動販売の取組み状況を確認した。その結果，ファミリーマートでは１都11県，ローソンでは33都道府県，セブン−イレブンでは１道１都２府30県となっており，セブン−イレブンの取組みが最も多い。セブン−イレブンは，2011年５月の茨城県を皮切りに移動販売を開始し，大都市圏以外で実施されてきた。2017年になると兵庫県で，2018年になると京都府，愛知県，大阪府，東京都で実施されており，近年，大都市圏で移動販売が展開されている。大都市圏での取組みをみると，山間部を抱える地域が多い。セブン−イレブンは，2018年10月から大阪府河内長野市において移動販売を開始している。河内長野市では，2012年から生協による移動販売が行われている。このように，他の事業者が既に移動販売を行っている地域にコンビニエンスストアが新たに参入するケースが多くなる可能性が示唆される。今後の動静を注視していく必要がある。departmental bulletin pape

The Obituaries Dedicated to Edmund Morel
Get PDFEdmund Morel, the first engineer-in-chief of the Imperial Railways of Japan, arrived at Yokohama on 9th April, 1870, and died on 5th November, 1871. His devotion to constructing Japan’s railway is to be noted. When he met the Japanese officials on 19th April, he proposed several conditions for its development, such as the establishing of the Department of Public Works and the founding of the Imperial College of Engineering. The former proved to be a systematic and effective method for the Meiji Government for building necessary infra-structures, and the latter contributed to nurturing talented engineers. Because the Government adopted his proposals, Japan’s socio-economic development was rapid and substantial. Therefore, he was much appreciated by Japanese people.
In order to clarify his accomplishments in Japan, it is necessary to trace his career in detail. The outline of his life history can be informed by the obituaries found in The Japan Weekly Mail（ JWM） and The Proceedings of the Institution of Civil Engineers（ PICE）.
I summarize these articles and compare the differences found between them. PICE obituary presents the details of his career accurately, except his birth-year. In contrast, JWM does not inform with accuracy his practical engineering before he arrived in Japan, though it does not refer to his wife, Harriet. I have attempted to identify the writers of these two obituaries, and also introduce the articles from other sources, such as The Yokohama Mainichi Shimbun and try to shed light on the causes and the origin of these mistaken views held by Japanese concerning to his careers.departmental bulletin pape

An Empirical Research on Chinese Shadow Banking and Economic Growth
Get PDFThe purpose of this paper is to interpret the correlation between economic growth and the recent explosive growth of shadow banking, using time series macro-economic data. With the deepening of interest rate marketization in China, China is gradually relaxing its financial market governance and control. Especially since the financial crisis in 2008, the imbalance between supply and demand of capital in financial markets triggered by the four trillion plan has led to the rapid development of Chinese-style shadow banking. As discussed in other studies, its essence is regulatory arbitrage activity with the purpose of evading regulatory window guidance and financial prudential supervision. In order to prove that China has transformed from a simple financing system, dominated by bank financing, to a state of multiple financing methods coexisting with the banks acting as the main player, this paper uses the entrusted loans and trust loans data published on the People’s Bank of China website to construct a VAR model for testing the statistical correlation between Chinese shadow banking and economic growth. Based on theoretical and empirical analysis, it indicates that RMB loans and shadow banking loans have a single Granger relationship with economic growth, and RMB loans and shadow banking loans are of Granger relations.本稿の目的は2008年から急拡大する中国商業銀行のオフバランス業務，いわゆる中国式のシャドー・バンキングについて，経済成長との関連性を分析することにある。金利自由化の進展，中国金融市場は規制緩和の方向に転じる一方，2008年からは金融市場における資金の需給ギャップの拡大により，中国特有のシャドー・バンキングが爆発的に成長した。このような現象は商業銀行が総量規制や窓口制限などのプルーデンス政策を回避するために行われた金融活動であり，「規制裁定（regulatory arbitrage）」という行為として捉えられる。本稿では，経済成長と並行して，中国の融資環境が単純的な人民元貸付からシャドー・バンキングを含めた多様な融資方式へ転換したことを明白にするために，中国人民銀行ホームページにて公表されている人民元貸付，シャドー・バンキングと経済成長の３変数を用いて，ベクトル自己回帰モデル（VAR モデル）による中国シャドー・バンキングの拡大と経済成長との因果関係について統計的な検証を行った。その結果，シャドー・バンキングと人民元貸付両方とも経済成長にグレンジャー因果関係があることが確認された。departmental bulletin pape
