LEGAL AND INSTITUTIONAL FRAMEWORK OF WAQF IN SAUDI ARABIA: CHALLENGES AND ALIGNMENT WITH VISION 2030
Waqf is a central institution in Islamic socio-economic life, historically functioning as a mechanism for wealth redistribution, community welfare, and sustainable development. In Saudi Arabia, waqf has deep historical and religious roots, particularly in supporting the Two Holy Mosques and public services. However, despite recent reforms, the waqf sector continues to face structural weaknesses that limit its effectiveness. This paper examines the legal and institutional framework of waqf in Saudi Arabia, focusing on its jurisprudential foundations, statutory reforms, and organisational structures. Using a doctrinal and comparative approach, the study highlights persistent challenges such as mismanagement of assets, legal ambiguities, weak trustee capacity, and declining donor trust. It further evaluates reforms introduced under Vision 2030 and compares them with international best practices from Malaysia, Indonesia, and Turkey. The findings suggest that while Vision 2030 provides a unique opportunity to revitalise the waqf sector, more comprehensive governance reforms and alignment with AAOIFI standards are required to enhance transparency, accountability, and public confidence. The study contributes to Islamic studies and public policy by offering recommendations for strengthening waqf governance and ensuring its role as a driver of sustainable socio-economic development in Saudi Arabia
PERSEPSI PELAJAR TERHADAP KEPENTINGAN TATABAHASA ARAB DALAM MENINGKATKAN KEMAHIRAN MEMBACA DI UNIVERSITI PENDIDIKAN SULTAN IDRIS: [STUDENT’S PERCEPTIONS OF THE IMPORTANCE OF ARABIC GRAMMAR TO INCREASE READING SKILLS AT SULTAN IDRIS EDUCATION UNIVERSITY]
Tatabahasa Arab adalah salah satu cabang linguistik bahasa Arab yang perlu dipelajari oleh pelajar khususnya yang mengambil bidang pengkhususan bahasa Arab di peringkat pengajian tinggi. Ia merupakan aspek yang penting yang perlu dikuasai oleh pelajar dalam menguasai kemahiran-kemahiran berbahasa terutamanya bagi kemahiran membaca. Melalui penguasaan tatabahasa Arab, pelajar mampu untuk mengenal pasti bentuk ayat yang terdapat di dalam teks bahasa Arab sekali gus membantu pelajar untuk menentukan kaedah bacaan yang betul bagi bentuk ayat tersebut. Terdapat isu berkaitan penguasaan tatabahasa Arab dalam kalangan pelajar yang mendorong kepada permasalahan dalam kemahiran membaca teks bahasa Arab. Oleh itu, kajian ini dijalankan bagi mengenal pasti persepsi pelajar tentang kepentingan tatabahasa Arab dalam meningkatkan kemahiran membaca. Kajian ini berbentuk kuantitatif menggunakan instrumen soal selidik bagi memperoleh persepsi pelajar berkaitan isu kajian ini. Seramai 140 orang mahasiswa dan mahasiswi daripada program pengajian Ijazah Sarjana Muda bahasa Arab dengan Pendidikan dari Universiti Pendidikan Sultan Idris telah dipilih sebagai responden kajian ini. Berdasarkan analisis deskriptif, nilai min tertinggi iaitu 4.69 pada item pertama iaitu “Tatabahasa Arab membantu saya mengenal pasti fungsi perkataan di dalam teks yang dibaca” menunjukkan peranan tatabahasa adalah signifikan dalam meningkatkan kemahiran membaca teks Bahasa Arab.
Arabic grammar is one branch of Arabic linguistics that needs to be studied by students, especially those specializing in Arabic at the higher education level. It is an important aspect that students need to master to acquire language skills, especially reading skills. Through the mastery of Arabic grammar, students can identify the sentence structures found in Arabic texts, thereby helping them determine the correct reading methods for those sentence structures. Issues related to the mastery of Arabic grammar among students have emerged, leading to problems in reading skills of Arabic texts. Therefore, this study was conducted to identify students’ perceptions of the importance of Arabic grammar in reading skills. This study is quantitative in nature, using a questionnaire instrument to obtain student’s perceptions regarding this research issue. A total of 140 students from the Bachelor of Arabic Language with Education program at Sultan Idris Education University were selected as respondents for this study. Based on the descriptive analysis, the highest mean value of 4.69 on the first item which is “Arabic grammar helps me identify the function of words in the text being read” indicates the significant role of grammar in increasing reading skills for Arabic texts
DAYAH CURRICULUM IN NATIONAL EDUCATION STANDARDS
Islamic education in Indonesia experiences challenges in adapting to uniform and competitive national education standards. Dayah, as a traditional Islamic institution in Aceh, faces the need to adapt to the national curriculum without losing its Islamic identity. This study aims to analyze how the Dayah curriculum is integrated into the National Education Standards (Standard Kurikulum Pendidikan di Malaysia) based on Indonesian legislation and implementation in the field by the Aceh Dayah Education Development Agency. This study uses a qualitative approach through literature review and field data by collecting, reading literature which is related to the curriculum. The study results show the Aceh Government's systematic efforts to develop a Dayah curriculum by the SNP through governor regulations, preparation of curriculum guidelines, and training for Dayah administrators. This study provides suggestions for continuous improvements in the innovation of the Dayah curriculum that balances spiritual and academic aspects in line with modern educational needs.
TAHAP KESEDARAN BERWAKAF WANG TUNAI DALAM KALANGAN PENJAWAT AWAM DI NEGERI TERENGGANU [AWARENESS LEVEL OF CASH WAQF AMONG PUBLIC SERVANTS IN TERENGGANU STATE]
Wakaf tunai merupakan suatu tuntutan sunnah dalam pensyariatan Islam. Dari sudut tadbir urus, Majlis Agama Islam Dan Adat Melayu Terengganu (MAIDAM) mempunyai peranan utama terhadap pengurusan wakaf tunai di Terengganu. Namun demikian, permasalahan yang dihadapi oleh MAIDAM ialah hasil kutipan dana wakaf tunai tidak begitu signifikan. Justeru, objektif kajian ini akan mengkaji tahap kefahaman wakaf tunai dalam kalangan penjawat awam. Kajian ini menggunakan kaedah kajian kuantitatif yang melibatkan para responden seramai 248 orang kakitangan awam di Terengganu. Data yang diperoleh dianalisis mengikut Statistical Process for the Social Sciences (SPSS), tiga bentuk ujian dilaksanakan iaitu ujian deskriptif, infrensi dan kolerasi Pearson. Secara keseluruhannya, kajian ini mendapati bahawa tahap pengetahuan tentang wakaf wang tunai mempunyai tiga tahap iaitu rendah, sederhana dan tinggi. Tiga tahap ini dijadikan sebagai panduan kepada pihak MAIDAM untuk bertindak bagi mempertingkatkan lagi kutipan wakaf tunai pada masa akan datang.
Cash waqf is a sunnah requirement in Islamic law. From a governance point of view, the Terengganu Islamic Religious and Malay Customs Council (MAIDAM) has an important role in the management of cash waqf in Terengganu. There is a problem regarding the position of cash waqf which is that the contribution is still at a low level. The objective of this study will examine the level of understanding of cash waqf among civil servants. This study uses a quantitative research method involving the respondents of 248 civil servants in Terengganu. The data obtained was analyzed according to the Statistical Process for the Social Sciences (SPSS), three forms of tests were carried out, namely descriptive, inference and Pearson correlation tests. Overall, this study found that the level of knowledge about cash waqf has three levels: low, medium and high. These three stages are used as a guide for MAIDAM to act to improve cash waqf collection in the future further
REVISITING PERSPECTIVES AND INSIGHTS OF PEOPLE OF THE BOOK
The inquiry regarding the People of the Book has long constituted a pivotal aspect of the comparative study of religion. Consequently, numerous Muslim and European scholars have devoted considerable attention to the People of the Book and their role as the custodians of sacred texts. This paper holds significance as it reassesses the nature of the People of the Book as understood within the Qur’an and Islamic religious tradition. The Quran identifies Jews and Christians as the People of the Book (Ahl al-Kitāb), acknowledged as the guardians of the Torah and the Injil. Rather than being classified as polytheists (kāfir mushrik), they are classified as misbelievers (kāfir kitāb). They are thus subject to specific Islamic regulations relating to marriage (al-nikah), poll tax (jizyah), animal slaughter (dhabīhah), dietary provisions (ta‘ām), and greetings (salām). An analysis conducted by Muslim scholars provides a nuanced and intricate depiction of the People of the Book within the Quran, underscoring the necessity for further investigation into this subject. This paper incorporates both classical and contemporary Muslim scholarship to clarify this matter. The research ultimately posits that the People of the Book concept offers a valuable framework for innovative and substantial adaptation to local and regional societies
The LEGALITY OF XENOTRANSPLANTATION OF ANIMAL ORGANS INTO HUMANS
This paper examines the legality of transferring animal organs to humans, particularly those deemed haram, such as pig hearts. Surgical transplantation, called xenotransplantation, involves transferring living cells, tissues, or organs from animals to humans. While the fatwa concerning the transfer of organs between humans is straightforward, the transfer of animal organs or tissues, especially from animals considered unclean and haram by Syarak, requires further clarification and discussion. Transplantation involving animals and humans is generally permissible under fundamental principles, provided that it is necessary. However, the ruling may shift to haram if it involves unclean animals such as dogs and pigs. In specific medical emergencies, where no other alternatives exist, the transfer of pig organs to humans is permissible with the authorization of medical experts. Nevertheless, if a halal alternative is available, the necessity for such transfer is nullified. The methodology employed in this study utilizes a qualitative approach highlighting and analyzing secondary data. Findings are systematically examined using content analysis techniques. The results indicate that organ transplantation is viewed as a last resort to save the life of a patient suffering from terminal organ failure. The fiqh permits the transfer of animal organs or tissues, especially from animals regarded as unclean and haram, based on the understanding that it is conducted urgently, as a final option, and the patient's life heavily depends on the organ transplant. 
AL-MAFĀʻĪL FĪ ḤADĪTH AL-ARBAʻĪN LIL-NAWAWĪ (DIRĀSAH NAḤWĪYAH DALĀLĪYAH TAḤLĪLĪYAH) [MAF’Ā'IL IN THE BOOK OF FORTY HADĪTH (ARBA'ĪN AN-NAWAWI) BY IMAM NAWAWI (SYNTAX AND SEMANTIC ANALYSIS STUDY)]
الحديث هو المصدر التشريع الإسلامي بعد القرآن الكريم الذي يحتاج به المسلمون إلى تعلمه وفهمه جيدًا، خاصة الأمور المتعلقة بالشريعة. وعدم فهم الحديث يؤدي إلى إساءة تفسيرهم وسوء فهم السياق الحقيقي للحديث يؤدي إلى تشوية التعاليم الحقيقية للإسلام. تدور هذه الدراسة حول المفاعيل في حديث الأربعين للنووي يتكون من المفعول به والمفعول المطلق والمفعول لأجله والمفعول فيه والمفعول معه من خلال تحليل معناها في الحديث. أجريت هذه الدراسة للتعرف على استخدام المفاعيل في كتاب حديث الأربعين للنووي وتهدف هذه الدراسة في تحليل معنى المفاعيل لمفهوم الدلالي الموجود في كتاب حديث الأربعين النووي. والمنهج المستخدمة في هذا البحث هو المنهج الوصفي (Deskriptif) تم جمع بيانات البحث من ٤٢ حديثا الموجودة في كتاب حديث الأربعين للنووي وهي بيانات نوعية باستخدام طريقة الوثائقية أتلس. تي (atlas. ti). بعد ذلك، سيتم تحليل البيانات باستخدام طريقة تحليل المحتوى والدلالات السياقية. وأخيراً أظهرت نتائج البحث التي حصلناها من هذا البحث أن عدد المفاعيل المذكورة في متن الحديث (٢٨٣) مواضع، المفعول به (١٧٥) موضعا والجملة في محل نصب المفعول به (٧٣)، والمفعول فيه (٦) موضعا وجملة في محل نصب المفعول فيه (٨)، والمفعول معه (٣)، والمفعول لأجله (٣) والمفعول لأجله في المعنى (٣)، والمفعول المطلق (٨) وجملة في محل نصب المفعول المطلق (٤).Hadith is the second source in the Islamic legal system after the Al-Quran that Muslims need to learn and understand well, especially matters related to law. Misunderstanding the hadith can lead to misinterpretation and misunderstanding of the true context of the hadith, which may distort the true teachings of Islam. This study focuses on the objects (mafa’il) in Imam An-Nawawi's "Arba'in Hadith," consisting of the direct object (maf'ul bih), absolute object (maf'ul mutlaq), object for a reason (maf'ul liajlih), object in it (maf'ul fih), and object with (maf'ul ma'ah) by analyzing their meanings in the hadith. This study was conducted to identify the use of mafa'il in Imam An-Nawawi's "Arba'in Hadith" and aims to analyze the semantic meaning of the objects found in the book. The methodology used in this research is the descriptive method. The research data were collected from 42 hadiths present in Imam An-Nawawi's "Arba'in Hadith," and these qualitative data were gathered using the documentary method with Atlas.ti. Subsequently, the data will be analyzed using content analysis and contextual semantics. Finally, the research results obtained by the researcher from this study showed that the number of objects mentioned in the hadith text was 283 instances: the direct object (175 instances) and sentences in the accusative position of the direct object (73), the object in it (6 instances) and sentences in the accusative position of the object in it (8), the object with (3), the object for a reason (3) and the object for a reason in meaning (3), the absolute object (8) and sentences in the accusative position of the absolute object (4)
THE ROLE OF FINANCIAL LITERACY AND AWARENESS ON THE TAKAFUL ACCEPTANCE AMONG NON-MUSLIM STUDENTS IN PRIVATE UNIVERSITY IN MALAYSIA
The Takaful industry has experienced significant growth in recent years, emerging as a strong competitor to conventional insurance. Its introduction in Malaysia initially captured the attention of individuals seeking protection. Takaful, as an Islamic alternative to conventional insurance, gained popularity as it aligned with Shariah principles. This concept of universal protection through Takaful schemes appealed to a broader audience, resulting in a substantial increase in demand from 2014 to 2024, particularly among Muslims who prioritize financial products that adhere to Islamic rules. In Malaysia, where most of the population is Muslim, takaful products are commonly marketed to Muslims. However, these products are also available to non-Muslims, and they have gained popularity among this demographic. Thus, it's important to note that this study aims to explore how non-Muslims perceive Takaful in comparison to conventional insurance. Several factors may contribute to this demand among non-Muslims, with religion being less of a driving factor. Instead, the study focuses on financial literacy and awareness as potential factors influencing the preference for Takaful products among non-Muslims. This paper employs a quantitative approach to comprehensively analyse existing literature on the topic, ultimately concluding on the key factors influencing the acceptance of Takaful among non-Muslims. In addition, it offers readers valuable insights by presenting a robust theoretical framework. The findings indicate that financial literacy components such as financial knowledge, financial attitude, and financial behavior play a role in influencing Takaful acceptance, although their impact varies in strength
ISTIKHDAM AL-DHAKAʼ AL-AṢṬNAI FI TAʻLIM AL-ʻ'ARABIYAH: IJABIYATUHU WA SALBIYYATIHI [THE USE OF ARTIFICIAL INTELLIGENCE (AI) IN TEACHING ARABIC: PROS AND CONS]
ملخص
يشهد التَّعليم في مـختلف مجالاته تطوّراتٌ هائلة وتحوُّلاتٌ كبيرةٌ في العصر الحديث نتيجة قدُوم الذكاء الاصطناعي (Artificial Intelligence – AI) الذي يعدّ من الابتكارات التكنولوجية البارزَة، بما في ذلك تعليم اللغات وآدابها. ويعتبر تعليم العربية واحدًا من المجالات التي استفادت بشكل ملحوظ من تقنيات الذكاء الاصطناعي حيث توفّر هذه التقنيات أدوات مبتكرة لتحسِين جودَة التعلّم والتعليم، سواء بالنسبة للناطقين بالعربية أو للمتعلّمين الجدد، ومع ذلك، فإنّ استخدام الذكاء الاصطناعي في هذا المجال ينطوي على إيجابيَّــات وسلبيَّــات تستدعي الدراسة ولفت الانتباه إليها.
هذا، وتتضمّن هذه الورقة على ثلاثة محاور بالإضافة إلى الخاتمة، تناول المحور الأوَّل منه مفهوم الذكاء الاصطناعي وتحديد معناه الاصطلاحي والتقني والحديث عن تاريخ نشأته وتطوّره. وتمّ مناقشة الجوانب الإيجابية وفوائد الذكاء الاصطناعي في تعليم اللغة العربية في المحور الثاني، وزكّز المحور الثالث والأخير على السلبيّات والمخاطر المحتملة لاستخدام الذكاء الاصطناعي في تعليم العربية، وتأتي في الخاتمة خلاصة النتائج التي توصّل إليها البحث.
وسار هذا البحث على وفق المنهج الوصفي التحليلي وهو منهج "يقوم على أساس الوصف المنظّم للحقائق والخصائص المتعلّقة بظاهرة أو مشكلةٍ محدَّدةٍ بشكلٍ عمليٍّ ودقيقٍ"، وهو من أهمّ المناهج المستخدمَة في البحث العلمي لمرونتها في التطبيق والتعامل مع البيانات الواقعية.

This includes the field of language and its related disciplines. Arabic language, has benefited remarkably from AI technologies, which provide innovative tools to enhance the quality of learning and teaching, whether for native speakers or new learners. However, the use of AI in this field presents both advantages and challenges that require careful study and consideration. This paper is structured into three main sections, in addition to the conclusion. The first section explores the concept of Artificial Intelligence, defining its terminological and technical meanings while discussing its origins and development. The second section examines the positive aspects and benefits of AI in teaching and learning Arabic language, while the third and last section focuses on the potential drawbacks and risks associated with its use in this context. The conclusion presents a summary of the research findings. This study follows the descriptive-analytical methodology, which is based on a systematic description of facts and characteristics related to a specific phenomenon or issue in a practical and precise manner. This methodology is considered one of the most important approaches in scientific research due to its flexibility in application and its effectiveness in handling real-world data
BITE-SIZED ISLAMIC CONTENT ON SOCIAL MEDIA AS A DIGITAL DA’WAH APPROACH: A SCOPING REVIEW
Bite-sized content refers to short, easily consumable information designed to capture attention quickly. This scoping review explores the use of bite-sized Islamic content on social media for digital da’wah, mapping existing literature on its characteristics, types, effectiveness, and challenges. The review follows the PRISMA extension for scoping reviews and Arksey and O'Malley's framework. It highlights the high engagement and positive impact of bite-sized content on promoting religious awareness. However, it also identifies challenges such as misinformation and lack of depth. The review's significance lies in guiding future research and practice in digital da’wah, emphasising the need for a balanced approach that ensures the accuracy and credibility of Islamic content on social media
