»A Carefully Constructed Machine of Violence«: On Algorithmic Warfare, Abductive Assumptions and Automated »International Humanitarian Law«
No full textDie generelle Entwicklung und der Einsatz von militärischer »Data Science« bzw. Künstlicher Intelligenz (KI) und ihre Konsequenzen wurden lange vernachlässigt zugunsten einer Betrachtung der Probleme autonomer Waffensysteme, ihrer möglichen Regulation und der Bedeutung einer »Meaningful Human Control«. Anschließend an frühere Arbeiten diskutiere ich die Entwicklung, Architektur, die epistemische Logik und Materialität algorithmischer Kriegsführung sowie die Konsequenzen des Einsatzes fortgeschrittener KI-gestützter Entscheidungs-, Ziel- und Tötungssysteme am Beispiel des US-amerikanischen »War on Terror« und des Gazakrieges. Ich analysiere die epistemologischen und ontologischen Prämissen algorithmischer Kriegsführung und die soziotechnischen Implikationen dieser Mensch-Maschinen-Gefüge.The continuous development and use of military »data science« or artificial intelligence (AI) and its consequences have long received little attention. The focus was more on the problems of autonomous weapon systems, their possible regulation and the importance of »meaningful human control«. Following on from earlier work, I discuss the development, architecture, epistemic logic and materiality of algorithmic warfare and the consequences of the use of advanced AI-supported decision-making, targeting and killing systems using the example of the US »War on Terror« and the Gaza War. I analyse the epistemological and ontological premises of algorithmic warfare and the socio-technical implications of these human-machine structures

Als »leere Innovation« wirken diese Erzählungen trotzdem auf Organisationen und ihre Art, über Veränderung nachzudenken, ein: Innovation selbst ersetzt den Wert, Lösungen für reale Probleme zu entwickeln. Towards Climate Neutrality with CCS? The Renaissance of a Controversial Technology
No full textBis 2045 soll Deutschland klimaneutral sein. Ein zentraler Baustein dafür ist in den Klimaneutralitätsszenarien Carbon Capture and Storage (CCS). CCS erfährt heute breite Unterstützung aus verschiedenen Industriezweigen und soll nach Plänen der Ampelkoalition ein wichtiger Baustein der deutschen Klimapolitik werden. Wir analysieren mittels der historisch-materialistischen Policy-Analyse (HMPA) die Auseinandersetzungen um die Etablierung dieser Technologie und ihre Renaissance. Unsere These ist, dass der Umgang mit CCS und schwer vermeidbaren Emissionen ein Schlüsselkonflikt in der Transformation zur Klimaneutralität ist. Hierbei geht es auch um die Frage, inwiefern mit CCS Formen der Naturbeherrschung auf eine neue Stufe gehoben werden, um Wirtschaftswachstum mit der anvisierten Klimaneutralität kompatibel zu machen.Germany aims to be climate-neutral by 2045. Carbon capture and storage (CCS) is a central component of the related scenarios for achieving climate neutrality. CCS now enjoys broad support from various branches of industry and is set to become a key building block of Germany’s climate policy according to the plan of the traffic light coalition. We use historical-materialist policy analysis (HMPA) to analyse the debates surrounding the establishment of this technology and its renaissance. We argue that the approach to CCS and hard-to-abate emissions constitutes a key conflict in the transformation towards climate neutrality. This also addresses the questions to which extent CCS takes forms of dominating nature to a new level in order to make economic growth compatible with the envisaged climate neutrality
AI Never Sleeps: Algorithmically Ordered Reason as a Technology for Governing the Self
No full textKünstliche Intelligenz markiert einen epistemischen Wandel, der als spezifische Materialisierung subjektiver Rationalität verstanden werden kann. Um ein tieferes Verständnis für die Effekte dieses Wandels zu erlangen, werfe ich einen Rückblick auf die historische Entwicklung der Mathematisierung logisch-philosophischer Prämissen und ihrer späteren Implementierung in Entscheidungsalgorithmen der Künstlichen Intelligenz. Auf diese Weise können generative Algorithmen als technische Materialisierung einer instrumentellen Vernunft verstanden werden, mit entsprechenden Implikationen für das Verhältnis von Ursache und Wirkung, Wahrheit und Faktizität, Subjekt und Objekt, Individuum und kollektiver Praxis.Artificial intelligence marks an epistemic shift that can be understood as a specific materialisation of subjective rationality. In order to gain a deeper understanding of the effects of this epistemic shift, I look back at the historical development of the mathematisation of logical-philosophical premises and their subsequent implementation in decision algorithms of artificial intelligence. In this way, generative algorithms can be understood as the technical materialisation of instrumental reason, with corresponding implications for the relationship between cause and effect, truth and fact, subject and object, individual and collective practice

Full text linkAuf die Wahlerfolge der AfD reagieren die anderen Parteien mit einer Anpassung an deren Migrationspolitik. Dass dies dem Höhenflug der AfD bisher keinen Abbruch getan hat, ist nicht verwunderlich. Denn die Gründe für das Erstarken der extremen Rechten liegen nicht in einer vermeintlich zu liberalen Migrationspolitik, sondern sind unter anderem in der tiefen Verankerung neoliberaler Ideologieelemente und Politiken sowie den damit einhergehenden Frustrationen zu suchen.The other parties are reacting to the AfD’s (Alternative for Germany) electoral success by adapting to its migration policy. It is not surprising that this has not stopped the AfD from soaring so far. After all, the reasons for the rise of the far right are not to be found in a supposedly overly liberal migration policy, but rather in the deeply rooted neoliberal ideological elements and policies within German society and the associated frustrations
Planned Freedom
No full textOft wird Planwirtschaft als freiheitseinschränkend kritisiert und höchstens aufgrund von Effizienzüberlegungen gerechtfertigt. Jedoch lässt sich zeigen, dass Planwirtschaft die wichtige kollektive Freiheit realisiert, Wirtschaft bewusst gestalten zu können. Damit werden die Zwänge des Marktes als Quelle von Unfreiheit überwunden. Eine große Herausforderung besteht nun darin, die kollektive Freiheit der Planwirtschaft so zu gestalten, dass gleichzeitig individuelle Freiheiten optimal zur Geltung kommen. Hierbei wird es jedoch nicht vermeidbar sein, zwischen der Realisierung individueller und kollektiver Freiheiten abzuwägen.A planned economy is often criticized as restricting freedom and is at best justified based on efficiency considerations. However, it can be shown that a planned economy realizes the important collective freedom of being able to consciously shape the economy. This overcomes the constraints of the market as a source of lack of freedom. A major challenge now lies in shaping the collective freedom of the planned economy in such a way that individual freedoms can be optimally realized at the same time. However, it will be unavoidable to weigh up the realization of individual and collective freedoms

Full text linkIn dem Beitrag werden die Bemühungen zur Dekarbonisierung der Stahlindustrie in Deutschland mit einem Fokus auf die gewerkschaftliche Positionierung betrachtet. Die »Stoffwechselpolitik« dieser zentralen Grundstoffindustrie findet in den etablierten Bahnen eines sozialpartnerschaftlichen Korporatismus statt. Zahlreiche Konflikte im Prozess der Transformation sind durch einen pragmatischen Modernisierungskonsens überformt. Dieser erschwert allerdings die Entwicklung offensiver Gewerkschaftspositionen angesichts sich abzeichnender Schwierigkeiten und Widersprüche im Umbau zu einer wasserstoffbasierten Stahlproduktion.In this article, the efforts to decarbonise the steel industry in Germany are analysed with a focus on trade union positioning. The »metabolism politics« of this important basic materials industry is taking place within the established forms of a corporatist social partnership. Numerous conflicts in the transformation process are shaped by a pragmatic modernisation consensus. However, this makes it difficult to develop an offensive trade union position in the face of emerging difficulties and contradictions in the transition to hydrogen-based steel production

No full textIm Beitrag wird das Investitionsprogramm InvestEU analysiert, mit dem die Europäische Kommission private Investitionen in den ökologischen Umbau der europäischen Industrie lenken möchte. Das Programm ist Ausdruck eines zunehmend dominanten Modus staatlicher Intervention, der auf Derisking und marktbasierte Finanzierungsinstrumente setzt und zu einer stärkeren Verflechtung staatlicher Akteure mit dem privaten Finanzsektor führt. Mit der Analyse von InvestEU zeige ich, dass die Derisking-Strategie mit schwacher politischer Steuerung und verminderter Rechenschaftspflicht einhergeht, und daher ungeeignet ist, um zu einer sozial- und ökologisch-gerechten Transformation europäischer Industrie beizutragen.This article analyses the investment program InvestEU, through which the European Commission seeks to steer private investment into the ecological transformation of European industry. The program is an expression of an increasingly dominant mode of state intervention that relies on »derisking« and market-based finance and leads to a stronger entanglement between state actors and private finance. By analysing InvestEU, I show that the program’s derisking strategy comes with weak policy steer and reduced accountability and is therefore ill-equipped to contribute to a socially and environmentally just transition of European industry
Fractures in the Block: The »Vorfeld« and its AfD?
No full textAnhand des Verhältnisses der Neuen Rechten und ihrer metapolitischen Strategien zur Alternative für Deutschland (AfD) zeigt sich, dass die neurechten Netzwerke innerhalb und außerhalb der Partei nicht nur deren Machtquelle sind. Denn trotz der gemeinsamen Zielstellung und umfangreichen Arbeitsteilung gibt es Bruchlinien. Diese werden in Hinblick auf die Perspektiven einer möglichen Regierungsbeteiligung oder gar -übernahme der AfD besonders deutlich. Diese Bruchlinien werden herausgearbeitet, um zu erläutern, wie die Neue Rechte sich zu diesen strategisch verhält und ihr Hegemonieprojekt vorantreiben möchte.The relationship between the New Right and its metapolitical strategies and the Alternative for Germany (AfD) shows that the New Right networks inside and outside the party are not only its source of power but are also characterised by fractures despite their common goals and extensive division of labour. These become particularly clear with regard to possible prospects of the AfD participating in or taking over government. In the following, the fractures are identified in order to explain how the New Right is strategically positioning itself in relation to them and how it wants to advance its hegemony project
The Periphery as Avant-Garde: Labour, »Third Worldisation« and Transnational Solidarity in the Work of Maria Mies
No full textDer Beitrag unterstreicht die transnationale Perspektive im politökonomischen Denken von Maria Mies, Veronika Bennholdt-Thomsen und Claudia von Werlhof. Die sogenannten Bielefelderinnen konzipieren das Ökonomische zuvorderst als Praxis der Arbeit, des Tätigseins. Von hier aus argumentieren sie gegen herrschende Nord-Süd-Spaltungen und für die Dezentrierung des Nordens. In ihrer auf Subsistenz ausgerichteten Alternative allerdings produzieren sie selbst sozialräumliche Essenzialismen. Es geht ihnen um Ausstieg aus der Lohnarbeit, nicht um deren Überwindung. Wie auch weite Teile der Ökologiebewegung unterschreiten die Bielefelderinnen so die Auseinandersetzung um das gesellschaftliche Ganze der Arbeit.The article emphasizes the transnational perspective in the political economy thinking of Maria Mies, Veronika Bennholdt-Thomsen and Claudia von Werlhof. Mies and colleagues, the so called »Bielefeld scholars«, conceptualise the economic first and foremost as the practice of work, of being active. From here, they argue against the prevailing North-South divisions and in favour of the decentration of the North. In their subsistence-oriented alternative, however, they themselves produce socio-spatial essentialism. They are concerned with leaving wage labour, not overcoming it. Like many in the ecology movement, Mies and colleagues are thus undercutting the debate about the social whole of work
