Full text linkDer Kulturbereich in den Vereinigten Staaten steht aktuell vor mehreren Herausforderungen: Historisch gewachsene Strukturen der Kulturfinanzierung stehen zunehmend in der Kritik, die Trump-Regierung strich öffentliche Kulturausgaben und die Covid-Pandemie verschärft die Existenzängste vieler Kulturschaffender. Der Artikel analysiert die gegenwärtigen Bedingungen und Entwicklungslinien US-amerikanischer Kulturpolitik. Wie stellt sich die soziale Lage der Kulturschaffenden dar? Lassen sich Korrelationen zwischen der überwiegenden Abwesenheit öffentlicher Kulturförderung und den Lebens- und Arbeitsbedingungen der Künstler*innen erkennen? Wie wirkt sich die Pandemie auf einen primär privatwirtschaftlich organisierten Kulturbereich aus? Welche politischen Reaktionen, Interessenkonstellationen und Mobilisierungen sind erkennbar?At present, the cultural sphere in the United States stands before a number of challenges: structures of cultural financing which have grown over the course of history are coming under increasing criticism, the Trump administration has cut public spending on culture, and the Coronavirus pandemic has exacerbated the existential fears of those working in the cultural sector. This article will serve as an analysis of present conditions and developments in US cultural policy. What is the social position of those working in the cultural sector? Can any correlation between the predominant absence of public funding for culture and the living and working conditions of artists be recognised? How is the pandemic affecting a primarily privately organised cultural sector? Which political reactions, webs of interests, and mobilisations can be recognised

The End of the Fossil Class Compromise: The Yellow Vest Movement as Ecological Conflict of the »Hinterland«
Full text linkDer Klassenkompromiss der frühindustrialisierten Länder beruht auf der Verfügbarkeit billiger fossiler Brennstoffe; der individuelle Autobesitz wurde zu seinem Kennzeichen. Infolge der ökologisch-ökonomischen Krise und deren staatlicher Bearbeitung in einer Strategie der Austeritätsökologie gerät dieser fossile Klassenkompromiss zunehmend unter Druck. In der Folge entstehen neue ökologische Klassenkonflikte, die hier am Beispiel der französischen Gelbwestenbewegung untersucht werden. Das Zentrum dieser Konflikte ist das »Hinterland« (Neel), das von Deindustrialisierung und austeritätsökologischen Maßnahmen wie der französischen Treibstoffsteuer besonders betroffen ist.Class compromise in the global North is based on the availability of cheap fossil fuels; individual car ownership became its hallmark. As a result of the ecological-economic crisis and state responses in the form of an austerity ecology, this fossil class compromise is increasingly coming under pressure. As a result, new ecological class conflicts are emerging, which are examined here using the example of the French yellow vest movement. What role does this dystopian figure of thought play in political discourse? For whom is this vision of the future credible? How can criticism of such a fear of the future begin? The Political Economy of the Case-Based Lump Sum System of Financing Hospitals
Full text linkDer Artikel befasst sich mit der Vermarktlichung und der Kostensenkungspolitik in den Krankenhäusern. Er zeigt, dass die Zusammenfassung dieser Prozesse unter dem Begriff der »Ökonomisierung« zu kurz greift. Zwar sind die entsprechenden Politiken eng miteinander verbunden. Jedoch stellt die Vermarktlichung eine spezifische Form einer Regierungstechnik dar, in deren Mittelpunkt die Zurückdrängung des demokratischen Einflusses auf die Krankenhauspolitik steht. Abschließend wird argumentiert, dass die Regierungsweise der marktförmigen Steuerung sich aktuell in einer Krise befindet, die dominante Krankenhauspolitik vom Ziel der Kostensenkung und Kapazitätsreduzierung jedoch nicht ablässt.The article deals with the marketisation and cost-cutting policy in hospitals. It shows that summarising these processes under the term »economisation« falls short. It is true that these policies are closely linked. However, marketisation is a specific form of a governmental technique that focuses on the repression of democratic influence on hospital policy. In conclusion, it is argued that the governance of market-based control is currently in crisis, but that the dominant hospital policy is not abandoning the goal of cost reduction and capacity reduction

Das hat zur Folge, dass bestimmte Bereiche oder Patient*innengruppen mit ihren tatsächlichen oder vermeintlichen Bedarfen fokussiert und andere massiv vernachlässigt werden. Die extremen Ungleichheiten in der Bedarfsdeckung, die bereits vor der Pandemie bestanden, werden durch die Krise noch verschärft. Prozesse der Finanzialisierung führen zu einer weiteren Aufwertung von geistigen Eigentumsrechten und gehen zu Lasten der Verfügbarkeit und Erschwinglichkeit dringend benötigter pharmazeutischer Produkte.The pharmaceutical research and production regime is structurally oriented towards profit maximization. As a result, certain areas or groups of patients with their actual or perceived needs are focused on and others are massively neglected. The extreme inequalities in the coverage of needs that existed even before the pandemic are exacerbated by the crisis. Processes of financialization lead to further valorization of intellectual property rights and are at the expense of the availability and affordability of urgently needed pharmaceutical products
Everyday subject, north-south and glocalization: Critical to the imperial way of living – part 2
Full text linkDer Beitrag diskutiert im ersten Teil kapitalismus- und subjekttheoretische Begrenzungen des Konzepts der »imperialen Lebensweise«, unter anderem in Auseinandersetzung mit der Regulationstheorie und unter Rückgriff auf den allgemeinen marxschen Begriff von Arbeit als kreativer sozialer Praxis. Im zweiten Teil folgt eine raumbegriffliche Kritik an der konzeptionellen Gegenüberstellung von Nord und Süd, und es wird eine raumtheoretische Aktualisierung entlang von drei Kategorien unternommen: »strukturelle Heterogenität«, »Glokalisierung« und »fragmentierende Entwicklung«.In the first part, the article discusses capitalism- and subject-theoretical limitations of the concept of the »imperial way of living«, among other things in confrontation with regulation theory and with a general marxian concept of labour as creative social practice. In the second part, a geographical critique of the conceptual juxtaposition of North and South follows, and a spatial theoretical updating is undertaken, along three categories: »structural heterogeneity«, »glocalization« and »fragmenting development«
Community service or free labor? The Political Economy of Volunteering in Contemporary Capitalism
Full text linkAusgehend von einer qualitativen Studie zu Freiwilligenarbeit im Strukturwandel des Wohlfahrtsstaats entwickelt der Beitrag die Diagnose einer Verzivilgesellschaftlichung der sozialen Frage, die auf die Aktivierung nicht-erwerbsförmiger Sorgetätigkeiten im Rahmen einer sozialpolitischen Gabenökonomie zielt. Eingebettet in konzeptionelle Überlegungen zur Bedeutung von Freiwilligenarbeit werden empirische Beispiele für die tragende Rolle von Freiwilligenarbeit präsentiert, um sodann die Ermöglichungsbedingungen ihrer staatlichen Indienstnahme auszuloten und die politische Ökonomie von Freiwilligenarbeit im Gegenwartskapitalismus in den Blick zu nehmen.Based on a qualitative study on volunteer work in Germany, the article discusses the shift of central tasks of social welfare provision to civil society. This shift aims at activating non-profit care activities within the framework of a socio-political gift economy. Embedded in conceptual reflections on the significance of volunteer work empirical examples of the fundamental role of volunteer work are presented in order to then explore the facilitating conditions of its governmental appropriation and to take a look at the political economy of volunteer work in contemporary capitalism
