    Character education is lifelong education, as a process of development towards a human being. Therefore, character education requires exemplary and touch from an early age to adulthood. Al-Qur'an Education Park (TPQ) is an education for reading and writing the Qur'an among children. TPQ has additional content that is oriented to the formation of Islamic character (morals) and personality. The implementation of the TPQ Hikmatun Balighoh program greatly influences the moral values ​​and character of students. The planting of the character of the santri is contained in the selection of the Qur'anic learning method, the materials presented and through the supervision of the ustadz and ustadzah.     The State of Indonesia is a legal state that has been contained in the 1945 Constitution in Article 1 paragraph (3), which implies that every citizen has the same position before the law, no one has immunity and privileges against the law. Because Indonesia is a state of law, the democratic system upholds the values ​​of justice for all Indonesian people. The concept of legal justice in creating a legal state that gives a sense of justice to every citizen is based on the provisions of laws and regulations so that they are orderly and orderly in their enforcement. In the end, the resulting law is a good and quality law in order to achieve the goals of justice and welfare for the Indonesian people as a whole, including persons with disabilities as holders of power and state sovereignty. Justice and welfare for all Indonesian people, including persons with disabilities where in improving their welfare, habilitation and rehabilitation services are needed as stipulated in Government Regulation Number 75 of 2020 concerning Habilitation and Rehabilitation Services for Persons with Disabilities. Meanwhile, Persons with Disabilities have also been regulated in Law Number 8 of 2016   The purpose of this study is to determine the implementation or application of Government Regulation Number 75 of 2020, in particular Article 26 paragraph (1), regarding the efforts that have been made by the Regional Government towards habilitation and rehabilitation services for Persons with Disabilities.   This study uses an empirical qualitative approach. Collecting data by means of observation, interviews and documentation. The analysis technique is done by data reduction, data verification and data analysis. While checking the validity of the data is done by triangulation method. The results of this study are: (1) Government Regulation Number 75 of 2020 regarding institutions as referred to in Article 26 paragraph (1) cannot be implemented by the Regional Government, the services provided are only in the form of assistance for persons with disabilities carried out by the Department of Social Affairs, Empowerment Women and Child Protection, Community Empowerment and Village Administration (2) Handling of Habilitation and Rehabilitation cannot be carried out comprehensively and multisectorally, comprehensive handling is a series of comprehensive treatments that involve various aspects in an integrated manner in accordance with the variety of Persons with Disabilities and multisectoral handling is carried out by the ministry /institutions related to Habilitation and Rehabilitation services

    The results of this study found that (1) the implementation of the dhuha prayer. From the observations of the researchers who were carried out directly to the madrasa, the researchers saw that the dhuha prayer in congregation at MTs Al-Mukhlisin must be carried out by students and teachers. The implementation of the dhuha prayer is carried out every day except Monday because of the flag ceremony. For the dhuha prayer in congregation, the implementation starts at 06.40 where students are required to come to the madrasa early. Before the dhuha prayer and waiting for the new students to arrive, the teachers gave directions to the students to immediately enter the mosque and form a line of worshipers. (2) The character of the students before and after the implementation of the dhuha prayer can be seen in terms of their craft to go to the mosque to pray, which previously had not been applied to the dhuha prayer before 07.00 they relaxed in the dormitory, some were still bathing, tidying up books, put on shoes, eat and so on, and after starting the implementation of the dhuha prayer the students can no longer relax because at 06.40 they have to be in the mosque to perform the dhuha prayer. (3) The supporting and inhibiting factors in the implementation of the dhuha prayer, namely, the lazy factor of the students makes the dhuha prayer in congregation hampered because students are careless in carrying out the dhuha prayer, for that students must be disciplined and those who do not perform the dhuha prayer will be called to be advised and given direction. The lack of space for ablution places makes students have to jostle, for that reason, renovation of the expansion of the ablution place is carried out. The MTs Al-Mukhlisin mosque has provided various worship equipment such as mukena, sarong, prayer rug, Al-Qur'an, and tahlil books. Mukhlisin is equipped with a good sound system so that the voice of the imam can be heard throughout the mosque

The fact is that in Sui Kunyit Hulu Village, if someone wants to get married, at least a week before the marriage contract, or a week in the reception the prospective groom must give some money to the prospective bride's family. There is no clear and definite source since when this tradition was first implemented, but people have been carrying out this tradition from the past until now. The purpose of this research is the first is why the people of Sui Kunyit Hulu Village, Sui Kunyit District, Mempawah Regency make smoke money a tradition in marriage? Second, how is the conflict between the people of Sui Kunyit Hulu Village, Sui Kunyit District, Mempawah Regency due to the smoke money tradition in terms of Ralf Dahrendorf's conflict theory? This study uses an empirical qualitative approach. Collecting data by means of observation, interviews and documentation. However, along with the changes that occurred in the social life of the community, the tradition of giving smoke money was met with opposition from the community. (2) The opposition of the people of Sui Kunyit Hulu Village to the tradition of giving smoke money shows the truth of the essence of Ralf Dahrendorf's conflict theory which states that society has two faces, namely, consensus and opposition. The conflicting tradition of smoked money in marriage is due to the pressure of the power of the customary head as the superordinate of the authority in determining the smoked money tradition of the prospective groom as the subordinate who is required to give smoked money in marriage. The community involved in this conflict is divided into two groups, namely, the customary head and the bride's family as a pseudo group, then the community, especially the prospective groom as an interest group

    This research is a study that analyzes the value of character education contained in a reading material, namely a novel, with the novel Rindu by Tere Liye as the object to be studied. This study aims to find the value of character education and wisdom from reading the novel, by analyzing the characters and conflicts contained in the story of this novel. This research is a research that uses a qualitative approach and phenomenological methods in the field of education, therefore, to obtain data, researchers must understand the contents of the object of research, namely the Rindu novel by Tere Liye, and researchers also need interviews about the phenomena experienced by reading the novel. . This research will involve members of the Mempawah Islamic High School academic community, consisting of lecturers, staff and students who will be selected by several people as informants. Through data collection techniques by means of interviews and then analyzed as needed, the following findings are produced: First: there are several values ​​of character education contained in the novel Rindu by Tere Liye: 1) repent sincerely; 2) obligation to be filial to parents; 3) sincerity about what happened in the past; 4) brave; 5) not thinking about other people's opinions; 6) devoted to Allah; 7) working hard; 8) no time limit for learning; 9) accepting God's provisions; 10) abstinence give up; 11) take responsibility; 12) help each other; 13) don't insult someone's past: 14) cover up other people's disgrace; 15) take care of other people's feelings.     This research was conducted at SMA Islam Ummul Quro Sungai purun Kecil, Kec. Pinyuh River Kab. Mempawah, in fact there are still some students who are not disciplined in implementing school programs that have been regulated by the principal, there are still students who come not on time, and do not wear uniforms. Therefore, principals are required to continue to make changes in improving the quality of education, including improving student discipline. This study aims to describe and analyze in depth the principal's strategy, the supporting and inhibiting factors in improving the discipline of Islamic high school students Ummul Quro Sungai purun kec. Peacock river. This research is a qualitative research, taking the background of the Islamic Senior High School Ummul Quro Sungai purun Kecil sub-district. Pinyuh River. While the type of research using descriptive, and data collection methods using interviews, observation and documentation. Data analysis was carried out by analytical descriptive, namely giving meaning to the data that had been collected and from that meaning conclusions were drawn. The results showed (1) the principal's strategy in improving the discipline of Ummul Quro Islamic High School students, namely the principal trying to be a good role model for his students, by trying to be disciplined from various things including coming early to school, wearing neat clothes, and leading do activities. (2) Discipline of Ummul Quro Islamic High School students.
