    The sharia governance system (SG) is needed by sharia financial institutions to increase public trust in compliance with sharia principles in the overall operation of their business. The practice of SG sharia financial institutions in various jurisdictions varies according to the legal framework that governs them. Countries with a majority Muslim population may have a legal framework regarding SG that is different from Muslim minority countries. This study aims to conduct a comparative analysis of SG regulation models for Islamic banks in minority Muslim countries, especially in Southeast Asian countries such as Singapore, the Philippines and Thailand. This research also included Indonesia as a representation of the majority Muslim country. Content analysis methods for a number of legal documents are used to achieve the research objectives. This study found that Muslim minority countries were relatively flexible in their arrangement of SG for Islamic banking. For example, in the structure of sharia supervision organizations, Singapore, the Philippines and Thailand adhere to a decentralized system of sharia supervision, ie there is no fatwa authority at the national level. Generally these countries do not regulate in detail about the aspects of SG and allow each financial institution to regulate it themselves and or refer to international institutions

    Syariah bonds (sukuk) are Government Securities issued under sharia principles as proof of participation in State Sharia Securities (SBSN) assets in both rupiah and foreign currency. Where the issuer is obliged to pay revenues in the form of returns to investors and return principal on maturity.     This study aims to obtain an overview of the implementation of financial SIMDA at the Head Office of Pariaman Tengah, East Pariaman Sub-District Office, Office of South Pariaman Subdistrict and Office of North Pariaman Sub-District. And know the understanding of employees in implementing SIMDA Finance and obstacles encountered in its application. Respondents in the study were four persons consisting of accounting and reporting staff. Data were collected through direct interview with respondents. The results of interviews and data that have been collected are analyzed by descriptive method using phenomenology approach. The results of the study indicate that in general employees have understood the meaning of financial SIMDA as well as description of its implementation related to input and output data. Constraints faced in the implementation of this SIMDA Finance applications SIMDA is rapidly expired, frequent offline network, there is no documentation about the flow chart summary that shows cash flow data, weak data management system, procedures to see the data incidental still too long, space is still inadequate offices as well as the occurrence of human error

    This study aims to explain the implementation of sanctions for employees of restaurant Padang as one form of Small and Medium Enterprises (UMKM) with a syariah management (lost and profit sharing). This research is a case study by descriptive method through structured interviews with 9 informants with varying long time of work and job/duties. From the presentation and interview with informants concluded that the implementation of sanctions for employees refers to the concept of sharia business, namely profit and lost sharing. One of the sanctions imposed for disciplinary action is to impose a fine or deduct the amount of profit sharing that is part of the employee by the terms set in such a way as to minimize the occurrence of the offense. On the other hand, the collected fines are distributed to all employees by using the ratio of "mato" amount each the employee has

    The education sector is an escalator to the nation's future moral, progressive, prosperous, dignified and prosperous. But the reality in Indonesia at this time not all walks of life can benefit from a good education. There are very many people who can not enjoy a proper education due to economic factors, or inability to access it. Islam has used philanthropy in removing economic and social disparities within a community in which ZISWAF (Zakat, Infaq, Sedekah and Wakaf). When this has been a lot of institutions that focus on social fund through the instrument ZISWAF, but the distribution of these funds are still focused towards sectors of the economy, even to meet the needs of the consumer. Indeed the education sector is also one of the strategic sectors which should be considered as a form of manifestation in pencampaian future for poor people better.Through research that uses qualitative approach aims to be able to determine the pattern of distribution of funds ZISWAF implementation by collectors in the provision of access to education for the poor, so as to explain and provide information to the public in the disbursement of funds ZISWAF to providing access to education for the poor quality. By using kompratif study researchers compared patterns of implementation ZISWAF implemented by the two institutions that became the object of research is Smart Ekselensia, and Junior High School champion, then the results of the analysis will be processed using the method of Spradley. Based on the results of analysis show that the implementation of the distribution ZISWAF in procuring access to education for these three agencies do have differences, but it overlooks impact both in providing quality education for the poor

Data show that 40% of the world's poor are Muslims. Rasulullah S.A.W after migrating to Madinah established a market that was detached from the influence of Jewry. The market is in accordance with Islamic shari'ah based on Islamic aqidah, justice and able to grow the muslimin capital development and support the economy of society. Unity is the basis of the progress of Muslims, because the world economy is controlled by the cartel. The idea of a common market of Muslims is a way out of a prolonged Islamic crisis both internally and externally. Balance and distribution of profit-based commodities. Muslim possesses the supporting factors to develop the economy equally. Natural resources, human, skill adequate, can be used optimally. Political disputes, interdependencies, relations between regions and countries are slowly overcome with religious zeal and a sense of responsibility as Muslims will greatly assist the effort

    INKLUSI PEMBAYARAN ZAKAT DI PROVINSI RIAU

    This study aims to see the description of realization of zakat receipts, especially zakat maal in Riau Province. The realization of zakat receipts is used to see the inclusion of zakat in terms of payment by the people of Riau. This research uses quantitative descriptive approach from collecting secondary data onto various sources. This study uses the results showed that the realization of zakat receipts of Riau Province during the period 2012-2016 has increased. The receipts in zakat funds increased, directly proportional to the amount of zakat payers during the period. Nevertheless, from the realization of zakat acceptance, it can be seen that the inclusion rate of zakat payment is still low. The number of people that pay zakat is still very low when compared with the number of zakat compulsory population. More research is needed to find out the reason why

    EVALUASI KINERJA UNIVERSITAS ANDALAS BERDASARKAN INDIKATOR SATUAN KERJA BADAN LAYANAN UMUM BIDANG LAYANAN PENDIDIKAN

    In the performance assessment of BLU for public universities in 2012 conducted by Kemdikbud, there are 24 educational institutions with the status of Public Service Board including those of Andalas University with BLU status in 2009 with rank 14 of 24 educational institutions. Based on the decision, the researcher is interested in assessing the performance of BLU Unand in 2014 and evaluating the constraints faced against unachieved performance as well as evaluation of the target or performance score of the BLU work unit indicator itself as well as the recommendations given. The method of this research is using mixed methode (combination between quantitative and qualitative). The research process begins by taking research data, processing data, interviews and final results. The results of this study indicate that the performance of BLU Unand in 2014 is good with the predicate A with a score of 74.3. By 2014 Unand's performance if judged by the BLU indicator is not satisfactory because the highest score is excellent with the AAA predicate and the total score is more than 95. There are several targets of indicators that have not been reached in the financial aspects ie cash ratio, current ratio, asset turnover fixed income, equity compensation, income ratio of PNPB to operational cost, definitive RBA, financial report based on SAK, Statement of Income Rule and Expenditure BLU, SOP of receivable management and debt management SOP. Meanwhile, if viewed from the aspects of service that has not been achieved is the accreditation, achievement and customer satisfaction

    The purpose of this study is to analyze the factors that influence the choice of Muslim customers against sharia banks and conventional banks. The object of research is sharia bank and conventional bank in Tangerang Selatan area. Data were collected through questionnaires. From the research result, there are four determinants of customer decision in sharia bank are: factor 1 (process), factor 2 (assurance), factor 3 (intense to use) and factor 4 (promotion). Factors influencing the decision to choose a conventional bank product are: factor 1 (reliability), factor 2 (people), factor 3 (feeling) and factor 4 (promotion). Bank service quality measurement is expected to provide useful information for bank management to improve and improve service quality to customers
