    Get PDF
This study investigates energy efficiency in water pumping systems across Turkey’s public and private sectors through a comparative analysis. It is based on field data collected from 279 pumps over four years, examining the impact of flow rate, power consumption, head pressure, and pump type on overall efficiency. The research employs a quantitative methodology using measurements from 229 public and 50 private sector pumps across different regions. Data were gathered using ultrasonic flow meters, power analyzers, and pressure sensors. Statistical tools included descriptive statistics, t-tests, ANOVA, multiple regression, and correlation analysis.Key findings indicate that public sector pumps achieved significantly higher average efficiency (55.4%) than private sector pumps (42.9%). Flow rate was the strongest predictor of efficiency (r = 0.42, p < 0.001), with high-flow pumps (>750 m³/h) being 19.7 percentage points more efficient than low-flow pumps (<150 m³/h). Pump type also played a major role: horizontal (56.7%) and vertical shaft pumps (62.4%) performed better than submersible pumps (39.5%). Regression analysis confirmed these relationships (R² = 0.341), even after adjusting for technical variables. The study concludes that pump type, flow rate, and sectoral characteristics strongly affect energy efficiency. Additionally, differences in organizational and operational practices contribute to performance variations beyond technical design. These insights provide a foundation for developing energy-efficient policies, optimizing system design, and improving operational strategies within water pumping infrastructure

Reframing Communication Education: The Transformative Impact of Artificial Intelligence on Curriculum and Practice

    Get PDF
Artificial intelligence applications present both substantial opportunities and significant challenges for communication education, as in many other disciplines. While the high cost of communication infrastructure prevents institutions without sufficient budgets from establishing application centers, the rapid evolution of technology necessitates frequent renewal of the existing infrastructure. New tools used in various fields such as Journalism, Public Relations and Advertising, Radio Television and Cinema, New Media, Visual Communication Design, Animation and Game Design in communication education bring about radical changes. Artificial intelligence is transforming communication education at every stage, starting with pre-production processes such as scriptwriting, news text generation, sketching, and analysis; continuing through production stages like creating moving or still images without a camera and generating virtual characters and environments; and extending to post-production phases such as editing, design, and layout. In this context, a wide-scale renewal is inevitable, from education curriculum to application centers, from technological infrastructure to faculty composition. Of course, implementing this change is not easy. The inadequacy of resources for students to access current technologies, the lack of human resources, and the constantly increasing pace of technology transformation will create serious difficulties in both planning and implementation processes. The steps required to ensure that communication students meet industry expectations are also of critical importance for social development

    Get PDF
Trademark infringement, defined as unauthorized interference by third parties with trademark rights, can cause significant harm to enterprises. Beyond economic losses, the reputation and trust associated with the trademark may also suffer substantial damage. Therefore, identifying acts that constitute infringement of registered trademark rights is of critical importance. This enables trademark owners to prevent infringements, penalize infringers, and seek compensation for material and immaterial damages that arise. Pursuant to Article 149 of the Industrial Property Law, the rights holder may file lawsuits under specific conditions for the determination of whether an act constitutes infringement, prevention of potential infringements, cessation of infringing acts, removal of the effects of infringement, and compensation for material and immaterial damages. Under subsection (ç) of the same article, it is explicitly provided that the trademark owner may claim compensation for material and immaterial damages in addition to other remedies. Actions arising from the Industrial Property Law and specific trademark legislation are deemed absolute commercial cases under Article 4/1-(d) of the Turkish Commercial Code, and initiating mediation is a prerequisite before filing a compensation claim. In material compensation claims arising from trademark infringement, the rights holder who has suffered harm due to an unlawful act may seek redress for their losses from those responsible. Material compensation claims are regulated under Articles 150 and 151 of the general provisions of the Industrial Property Law. The compensation for immaterial damages is addressed in Articles 149/1-ç and 150 of the Industrial Property Law, with the primary aim of remedying the adverse consequences caused to the commercial and personal existence of the trademark owner due to the loss of trust. Moreover, if the reputation of the industrial property owner is damaged, the trademark owner may demand compensation for reputational harm under the term "reputational compensation.

This article analyzes the structural and functional transformation of the Turkish bureaucracy in the period extending from the Ottoman Empire to the present day. Starting from the classical Weberian definition of the concept of bureaucracy, the basic characteristics of the traditional bureaucratic structure in the Ottoman Empire were considered in a historical context and the effects of factors such as hierarchical order, understanding of merit, centralization policies in this structure on the bureaucracy of the Republican period were evaluated. In the post-1980 period, the transformations experienced in Türkiye's understanding of public administration with the impact of neoliberal policies and globalization have been examined in the context of concepts such as “new public administration” and “post-bureaucracy”. Finally, it is argued that developments such as digitalization, e-government applications, artificial intelligence and algorithmic decision-making have transformed the bureaucracy and evolved into a new management concept called “MetaBurocracy”. The article provides both a historical depth and sheds light on contemporary theories of public administration. In particular, it reveals the increasing impact of technological infrastructure in today's public administration practices and how this change is reflected in the roles of public officials, decision-making processes and relations with citizens. With the MetaBurocracy concept, a theoretical framework for the future of Turkish public administration is presented, and traces of transformation are followed without breaking away from bureaucratic tradition
