    The Invention of the “Migration Background”: A Transnational History of a Statistical Category in Switzerland in the 1990s and 2000s

    The introduction of the term “migration background” was a pivotal moment in the debates on immigration in Switzerland within a transnational context in the early 2000s. This paper explores the historical evolution and implications of this category, which was introduced by the Swiss Federal Statistical Office in the 1990s to more accurately reflect demographic changes resulting from global migration. The adoption of the term was driven by the need to consider intergenerational integration processes beyond mere citizenship status. The study highlights the role of national and international statistical practices, as well as the socio-political debates that have shaped the understanding and application of the phrase “migration background” in public discourse, social practices, and policy. Adopting a post-migrant perspective, the contribution underscores the ambivalence of the term, which simultaneously made the diverse realities of immigration more visible while perpetuating distinctions that could lead to exclusion.     Die weibliche Spionage ist ein vielfach unterschätztes Faszinosum: umwoben von Mythen, reduziert durch stereotype Narrative, marginalisiert in der historischen Aufarbeitung. Bereits im Deutschen Kaiserreich führte die zunehmende Spionagetätigkeit, insbesondere durch Frauen, zur Verbreitung gesellschaftlicher Paranoia. Mit dem Ersten Weltkrieg erhielt weibliche Spionage ein Gesicht: Mata Hari – Symbolfigur und gesellschaftliche Projektionsfläche zugleich. Während ihr Name bis heute im kollektiven Gedächtnis verankert ist, gerieten andere, historisch bedeutsame Agentinnen wie Nathalie Sergueiew, die wesentlich zum Erfolg der Alliierten am D-Day beitrug, weitgehend in Vergessenheit. Die Thematik erlangte in Österreich im Jahr 2019 öffentliche Aufmerksamkeit, als im Zuge der ‚Ibiza-Affäre‘ die vermeintliche ‚Oligarchennichte‘ zur medienwirksam inszenierten Figur weiblicher Spionage stilisiert wurde, häufig unter Rückgriff auf altbekannte Klischees. Dieser Beitrag, der auf eine Proseminararbeit an der Universität Wien zurückgeht, untersucht weibliche Spionage jenseits der Reduktion auf Erotik und List, beleuchtet historische Fallbeispiele und hinterfragt die Rezeption dieses vielfach unterschätzten Bereichs geheimdienstlicher Tätigkeit in Bezug auf die ‚Ibiza-Affäre‘.Female espionage is a fascinating and frequently overlooked aspect of intelligence operations: shrouded in myths, obscured by stereotypical narratives, marginalised in historical reappraisal. As early as the time of the German Empire, espionage activities, especially by women, spread of social paranoia among targeted populations. The First World War gave female espionage a face: Mata Hari – at once both a symbolic figure and projection screen for society. While her name is still anchored in today’s collective memory, other historically significant female agents such as Nathalie Sergueiew, who made a significant contribution to the success of the Allies on D-Day, have been largely forgotten. The topic gained public attention in Austria in 2019 when the alleged ‘oligarch\u27s niece’ was stylised in the media as a figure of female espionage in the course of the ‘Ibiza Affair’, often with recourse to well-known clichés. This article, which is based on a seminar paper written at the University of Vienna, examines female espionage beyond its usual reduction to eroticism and cunning, sheds light on historical case studies, and scrutinises the reception of this often underestimated area of secret service activity in relation to the ‘Ibiza Affair’

    The present article offers the first edition with translation and commentary of a hitherto unpublished Late Antique Greek papyrus from the collection of the Austrian National Library (inv. no. P.Vindob. G 29289). The new papyrus contains a fragment of a Christian literary text which does not appear to be known to the medieval tradition. The recto refers to the proper conduct of life for a Christian, while on the verso of the papyrus, the death and resurrection of Christ are discussed. In terms of genre, the text is most likely a homily of a church father or a local priest, bishop or patriarch.     Who the Hell is Edgar? Ein Vergleich der Darstellungsformen Edgar Allan Poes als transfiktionale, mediale und ‐kulturelle Figur in Literatur, Film und Mangal

    Dieser Beitrag befasst sich mit der Darstellung Edgar Allan Poes als Figur anhand von drei Beispielen, die als Fallstudien dienen: Angela Carters Erzählung „The Cabinet of Edgar Allan Poe“, James McTeigues Film The Raven und Kafka Asagiris Mangareihe Bungo Stray Dogs. In jedem dieser Werke ist ein Charakter, der von dem realen Schriftsteller als Referenzpunkt ausgeht, Teil des Figurenensembles; Ziel dieses Artikels ist es, Schnittstellen, Unterschiede und Einflüsse herauszufiltern und diese mithilfe Jens Eders Modell der Uhr der Figur systematisiert zu präsentieren und zu vergleichen. Die Frage, die sich im Rahmen der Analyse stellt, ist, inwiefern die drei Poes in ihrer Darstellung voneinander divergieren, und ob sich daraus Entwicklungen des (pop‐)kulturellen Verständnisses des Poe‐Mythos herauslesen lassen. Tatsächlich schlägt sich dieser in jedem der Fallbeispiele nieder, doch auf unterschiedliche Art. Vor allem die Symbolebene zeigt, dass der Autor als Figur überaus versatil fungiert. Manche der untersuchten Werke bedienen sich einzelner Aspekte des Mythos, während andere eben diese ausklammern oder subvertieren. Der abschließende Vergleich suggeriert eine Erweiterung der Poe anhaftenden popkulturellen Assoziationen durch seine Verbindung mit der Kriminalliteratur, während problematische biografische Aspekte, wie die Heirat seiner minderjährigen Cousine, an Bedeutung für die Figurendarstellung verlieren.&nbsp

    Inscriptions from the Timbers of the Late Antique Ma‘agan Mikhael B Shipwreck

    This paper presents previously unpublished evidence of intriguing inscriptions discovered on the timbers of the Ma‘agan Mikhael B shipwreck, located off the coast of Israel and dating to the late seventh–early eighth centuries CE. It examines potential interpretations of these symbols, considering them as representations of Greek and Arabic letters, numerals, and possible abbreviations of words, proper names, or longer expressions.     The Scope of Application of the EU Charter of Fundamental Rights Regarding National Climate Protection Law and its Potential for Climate Litigation

    European environmental and climate law has a notorious enforcement problem in the Member States. This is because many EU countries’ systems on legal standing are based on the infrigement of individual rights, whereas EU environmental law primarily protects public interests. The thesis of this work is that this enforcement deficit can be combated with the help of the EU Charter of Fundamental Rights (CFR), in particular its procedural fundamental right laid down in Article 47(1) CFR. For this purpose, the work analyses the interplay between EU and national climate protection law and attempts to derive ‘shades’ of this interplay which can be used when examining the applicability of the Charter (II.). To this end, the case law regarding the assessment of whether national law is ‘implementing Union law’ (Article 51(1) CFR) of the Court of Justice of the European Union is outlined (III.). To illustrate the potential (procedural) effects of the Charter for climate litigation — its core procedural right — the right to an effective remedy in Article 47(1) CFR and its impact within environmental law is presented (IV.). The final chapter ultimately sets out the potential procedural and substantive effects of the applicability of the Charter for climate related lawsuits (V.).European environmental and climate law has a notorious enforcement problem in the Member States.     Die siebente Ausgabe der Wiener Digitalen Revue widmet sich dem Thema Poetologie der Geheimdienste mit der Intention, das Wissen um Spionage auch aus literatur- und kulturwissenschaftlicher Sicht zu aktualisieren. Mit der Verschärfung der geopolitischen Lage in den vergangenen Jahren sind schließlich auch geheim- und nachrichtendienstliche Tätigkeiten wieder vermehrt ins öffentliche Bewusstsein gerückt. Der Umstand, dass gerade die österreichischen Nachrichtendienste in Misskredit gekommen sind, wird zum Anlass genommen, auf die ‚gute‘ Tradition literarischer und literaturwissenschaftlicher Aufdeckungsarbeit hinzuweisen.The seventh issue of the Wiener Digitale Revue is dedicated to the poetics of intelligence services, aiming to update the understanding of espionage through the lens of literary and cultural studies. Given the recent deterioration of the geopolitical situation, intelligence operations and clandestine activities have regained public attention. This volume takes the particular discredit recently faced by Austria’s intelligence services as a timely occasion to spotlight the enduring and valuable tradition of literary and scholarly work focused on the exposure and critical scrutiny of such affairs

    Der Musil-Herausgeber Walter Fanta stellt in dem Beitrag die Aktualität Musils unter Beweis. Ausgangspunkt ist die Spionage-Handlung in Musils Roman. Die reine Intelligenz von Musils Spion-Figur wird aktualisiert: 2003 in einer Hörspielproduktion, 2004 in einer Spielfilmhandlung, 2023 in einem Romanprojekt des Herausgebers, der sich damit selbst als Autor ins Spiel bringt. In einem Diskurs über die Dummheit in Anlehnung an Musils Rede „Über die Dummheit“ zeigt sich die Brisanz der Verwandlung von Intelligent Service in Artificial Intelligence.In this article, Musil editor Walter Fanta demonstrates Musil’s relevance today. The starting point is the espionage plot in Musil’s novel. The pure intelligence of Musil’s spy character is updated: in 2003 in a radio play production, in 2004 in a feature film plot, and in 2023 in a novel project by the editor, who thereby introduces himself as an author. In a discourse on stupidity based on Musil’s speech “On Stupidity,” the explosive nature of the transformation of intelligent service into artificial intelligence is revealed
