Understanding Participant Representativeness in Deliberative Events: A Case Study Comparing Probability and Non-Probability Recruitment Strategies
Deliberative event participants often differ in meaningful ways from the population they are intended to represent; however, less is known about whether various recruitment methods influence participant representativeness. Furthermore, a better understanding of where in the recruitment process lack of representation occurs is needed. We present a framework for understanding why event attendees might not represent the target population and then compare two different recruitment strategies using this framework. Specifically, we consider a Deliberative Poll that used a random-digit-dial telephone recruitment survey and a deliberative event that used a convenience sample web recruitment survey. For two stages in the recruitment process, we calculate nonresponse errors for statistics assessing demographic characteristics and confidence in local government. Notably, both recruitment methods resulted in event attendees that were older and better educated than the population they were intended to represent providing evidence that probability recruitment methods do not necessarily outperform nonprobability methods. Additionally, we demonstrate that aspects of the recruitment process other than the recruitment survey sampling method used can influence participant representativeneess. We conclude by discussing adjustments to the recruitment process that might improve the representativeness of event attendees
Variations of Institutional Design for Empowered Deliberation
This paper lays out the practical and theoretical characteristics of formally empowered deliberation as a distinctive subset of deliberative processes. As part of a recent broad shift toward a more deliberative conception of democratic politics, participatory deliberative processes increasingly have been formally empowered as part of democratic governance. Governments have moved to delegate authority and deliberative responsibility from elite bodies to lay publics more quickly than scholars have been able to fully identify the implications of this institutionalization for the quality of both deliberation and democracy. This paper describes the emerging characteristics of formally empowered deliberation as a distinctive subset of deliberative processes, in which deliberation between members of the general public is given credible formal authority over policy development and decision making. We first develop a clearer conceptualization of empowered deliberation within the general trend toward participatory governance. We also review critical and supportive perspectives on empowered deliberation, making explicit tradeoffs inherent in the decision to develop an empowered deliberative process. Next, we identify four key dimensions of variation in the design of empowered deliberative institutions, in particular embeddedness in the social/ political context and the scope of authority of the deliberative decision. To illustrate these dimensions, we discuss key cases from around the world, noting which forms of empowered deliberation have seen less common innovation and documentation. Finally, we briefly consider how specific processes may become empowered or transform over time, as they transition from experimental or one-off pilot projects to recurring and institutionalized aspects of democratic governance
Context and Medium Matter: Expressing Disagreements Online and Face-to-Face in Political Deliberations
Processes of disagreement are important to public deliberation, but research has not examined the dynamics of disagreement in deliberation of political topics with respect to effects of the channel of interaction. This study analyzes the discussions generated via an experiment in which discussants were randomly assigned either to deliberate online via synchronous chat or face-to-face. The study compares the initiation of disagreement, its qualities, and how long it is sustained in the two environments. Discourse analysis suggests that in the online environment initial expressions of disagreement were less frequent, less bold, and were not sustained as compared with the face-to-face discussions. Reasons include the lack of coherence in synchronous chat, which may challenge interlocutors and prevent them from pursuing a disagreement over multiple turns. Implications of these findings for scholars and practitioners are discussed
Inclusion, Equality, and Discourse Quality in Citizen Deliberations on Broadband
Proponents of deliberative democracy have theorized that in order to contribute to improved decision-making, citizens should aim for high levels of inclusion, participation equality, and reciprocal, rational reasoning when they convene to discuss policy issues. To measure the extent to which these goals are achieved in actual practice, the authors analyzed transcripts from 13 public forums on the topic of broadband access in rural communities. Demographic attributes of participants were compared with their utterances during deliberation, coded by five quality variables: justification rationality, common good orientation, constructive politics, interactivity, and consideration of trade-offs. Analysis showed that turnout, quantity and quality of discourse varied significantly across different socioeconomic groups. For example, individuals with college education were more likely to provide higher levels of justification, alternative and mediating proposals, and consideration of the common good compared to those without college education. Non-salaried participants expressed the lowest level of justification for their arguments and showed significantly less interactivity with other participants. Addressing these differences requires greater effort by forum organizers to prepare participants through repeated, sequential forum experiences
What Explains the Success of Participatory Budgeting? Evidence from Seoul Autonomous Districts
In this study, we examine the association between the success of participatory budgeting and a number of variables that characterizes the participatory process in light of the participatory budgeting recently adopted by autonomous districts in Seoul. Specifically, we consider three variables (the number, attendance rate, and level of expertise of the participatory budgeting committee members), and examine the association between these three variables and the success of the participatory process, as measured by the amount of budget included in the official budget of the district. We find that only the level of expertise of the committee members has a significantly positive association with the measured level of success of the participation

What We’re Talking About When We Talk About the “Civic Field” (And why we should clarify what we mean)
The field of public engagement is experiencing a harmful identity crisis. While advocates of public participation may all agree that our work relates somehow to democracy, we have not established or articulated a common vision of what that really means. This lack of clarity has dire consequences, producing rifts between academics and practitioners, community organizers and deliberative democrats, civic technologists and dialogue practitioners, policy advocates and consensus-builders. Worst of all, the lack of clarity about democracy provides no help to people who are trying to create sustainable, participatory political systems in Egypt, Thailand, Ukraine, and many other countries. None of the participatory tactics and assets we have developed will reach their full potential if we don’t admit, to ourselves and the world, their true significance: these aren’t just props for conventional processes, but building blocks for new political systems
The Compost of Disagreement: Creating Safe Spaces for Engagement and Action
The experiences gained in almost two decades of supporting community-based deliberative processes highlight the importance of balancing participants’ desire for civility and safety with the passionate expression of deeply held values and beliefs. Effective deliberations may surface highly contested positions in which intimidation or bullying can occur. At times, even the deliberative process itself may become the object of ideological objections. This has the potential to a create a climate of fear on the part of participants and public officials seeking solutions to complex issues related to public investments, long-term planning, or improved governance. We apply the metaphor of “community compost” to emphasize the value of eliciting diverse points of view on hot topics that have divided residents as well as public officials. By turning the fertile soil of passion, values, and disagreement, we have been able to find common ground useful to decision-makers. Balancing the need for safety and the benefits of strong disagreement, shared understanding and agreement may be achieved
The Critical Role of Local Centers and Institutes in Advancing Deliberative Democracy
Utilizing the development and early history of the Colorado State University Center for Public Deliberation as an example, this paper makes the case for expanding the number of and the level of support for such campus-based centers as critical resources for expanding deliberative democracy. Due to their ability to not only provide deliberative capacity to the community, but also to attract students to our field and equip with them with essential skills, to strengthen the connection of colleges and universities to their local communities, and to contribute to the further development of deliberative theory and practice, these local “hubs of democracy” represent a natural “win-win-win-win” that warrants significant focus as we work to develop the deliberative culture of our communities
Flexibility, Argumentation and Confrontation. How Deliberative Minipublics Can Affect Policies on Controversial Issues
Over the last few decades, deliberative minipublics have been used as inclusive and innovative practices to integrate traditional policy-making. Because of their policy-oriented aim, but also owing to the usually not legally-binding nature, some scholars have recently pointed out the importance of understanding how and to what extent they actually manage to influence the decisions of public authorities, especially when they deal with highly controversial issues, such as locally unwanted land use or ethic matters.
This article has the aim of offering a contribution in this direction, by presenting the findings of a comparative analysis of two deliberative processes promoted by public authorities to integrate decision-making in order to deal with highly controversial issues. The two processes had significantly different impacts on the final policies. The analysis, conducted by means of ethnographic and qualitative methods, has shown that how the minipublics were designed and how deliberation was put in practice were crucial aspects in determining the effective influence of the minipublics on policy decisions. In particular, the use of a strictly deliberative design on such contentious issues has proved to be counterproductive, because it has generated distortions and produced institutional conflicts, while the use of a hybrid path, although not free from problems, has proved to be a more effective solution
