Quick Guide to Using Commas 
 
Correct comma placement can contribute to readers’ impressions of a document and their 
understanding of it. This quick guide covers some of the most common circumstances for comma use. 
 
➢ Use a comma after an introductory word, phrase, or dependent clause at the start of a sentence.  
  Over time, Lorelei grew accustomed to the office routines. 
 When I attended the presentation last week, the speaker offered to meet with our team. 
 
➢ Use a comma to separate each individual item in a sentence list comprised of three or more items 
unless you are following a style guide that says otherwise. 
  On that day, I taught classes, attended meetings, and graded papers. 
 
➢ Use a comma before a coordinating conjunction (for, and, nor, but, or, yet, so) that is used to connect 
two independent clauses in a sentence. An independent clause is composed of a subject, verb, and 
complete thought (it can stand alone as a sentence). 
  The match went ahead as planned, but the fog affected the players’ visibility. 
  
➢ Use commas around an appositive, a noun or noun phrase that provides extra information about a 
preceding noun or noun phrase, since it is not essential to sentence meaning or construction. 
  Darius Kinsey, the new supply chain manager, began work last Monday. 
 
➢ Use a comma or a pair of commas to separate a non-essential phrase or clause from the rest of a 
sentence since the sentence can exist without it. 
  The trip schedule allowed some time for visiting the beach, which was a welcome surprise.  
 The textbooks, which were required reading for the course, cost her a month’s wages. 
 Beth, who oversaw the project through to completion, submitted the final recommendation 
report. 
 
➢ Use commas around an interrupting word in the middle of a sentence. 
 Marissa’s first priority, unsurprisingly, was studying for her exams. 
 
➢ Use a comma after a semicolon and conjunctive adverb combination used to connect two 
independent clauses together in a sentence. A conjunctive adverb is a transition word used to show 
the relationship between the clauses on either side of the semicolon. 
 The construction crew finished the job on time; however, the building did not pass inspection.  
 
➢ Use a comma in between two adjectives that appear together in a sentence and describe the same 
noun if you could insert the word “and” between the adjectives or reverse their order and the 
sentence would still make sense. 
 Josie was a gentle, loving dog and the woman’s constant companion.

➢ Use a comma before an extra-information phrase at the end of a sentence when the noun or 
pronoun that the phrase refers to does not immediately precede it; the word at the beginning of the 
extra-information phrase should end in “ing” or “ed.” 
 Tonya carefully edited her article, helping to ensure its publication. 
 The travelers finally arrived at their destination, tired and hungry after their long journey. 
 
➢ Use a comma after a reporting phrase that introduces a quotation. If the reporting phrase appears in 
the middle of a sentence, enclose it a pair of commas. 
  The speaker reiterated, “We must pay attention to this issue.” 
  According to the speaker, “We must pay attention to this issue.” 
 “Close the window,” Dana said, “because the air conditioner is on.” 
 
➢ Use a comma before a direct address (when a speaker in a sentence addresses someone by name). If 
the direct address appears in the middle of the sentence, enclose it in a pair of commas. 
  Jack, please vacuum the stairs, and I will clean the kitchen. 
 I will clean the kitchen, Jack, while you vacuum the stairs. 
 
➢ Use a comma with an interjection in a sentence. 
  Oh no, I left the textbook on a table in the library. 
 
➢ Use commas after the day and year when you insert a date written in month-day-year format into a 
sentence. 
 The deadline for completion is December 1, 2026, despite many delays in the project schedule. 
 
➢ Use commas after items in addresses and geographical place names when including those elements 
in sentences.  
 Mark attended college in Newcastle, England, and then moved to London to work as a project 
manager. 
 I mailed the package to 914 First Street, Somewhere, Montana 43434, and it arrived three 
weeks later. 
 
➢ Use a comma after the salutation and complementary close in a personal email or letter.

This letter is being submitted on behalf of The Atlantic Richfield Company (AR) to confirm that
groundwater monitoring and sampling activities conducted by Woodard & Curran Inc. (W&C) within the
Butte Priority Soils Operable Unit (BPSOU) will continue to be performed in accordance with the 2023
Final Butte Priority Soils Operable Unit Interim Site-Wide Groundwater Monitoring Quality Assurance Project
Plan (QAPP) (W&C 2023), approved by the United States Environmental Protection Agency (USEPA) and 
Montana Department of Environmental Quality (MDEQ) on June 15, 2023 (USEPA 2023). Prior to
commencing monitoring activities in 2026, a new or revised version of the QAPP will be submitted to the
Agencies for review. However, the 2023 QAPP will remain in effect as the governing sampling guidance
until a new or revised QAPP is approved by the Agencies.

Dear Mr. McAnulty: 
 
The U. S. Environmental Protection Agency (EPA), in consultation with the Montana Department of 
Environmental Quality (DEQ), is providing comments on the Butte Priority Soils Operable Unit (BPSOU) 
2022 Draft Final Insufficiently Reclaimed Sites Sampling: BRES No. 37 – Josephine Shaft Site Evaluation 
Summary Report (December 6, 2024). Please address the comments below and resubmit the document 
for agency review. 
General Comments 
1. Please ensure that the existing cover soil cap thickness at insufficiently reclaimed (IR) sites is 
evaluated and described in all site evaluation summary reports (SESRs) going forward. Inadequate 
soil cover cap thickness could be a cause of poor vegetative cover performance at Butte 
Reclamation Evaluation System (BRES) sites, and therefore requires careful evaluation. 
2. Given the particularly high lead results found in many of the sample results, the Agencies would 
like to prioritize a remedial action work plan (RAWP) for this BRES site in order to address the 
metals exceedances, rills and gullies, baren conditions and the run-on/run-off of sediment 
transport. In the interim please provide BMPs to prevent sediment and surface water run-off. 
Specific Comments 
1. SESR, Section 3.1, New Data Summary: Please confirm the number of samples sent to the 
laboratories. It appears there were 17 samples analyzed by the laboratory in Table 3; however, 
the text states 5 samples were sent to Pace Analytical Services and 15 samples were sent to 
Energy Laboratories. Please also add the laboratory where the analysis was conducted to Table 3. 
2. SESR, Section 3.1, New Data Summary: In this section, it is discussed that the IR XRF samples are 
compared to plus or minus 25 percent of the action level and criteria to determine which samples 
require laboratory analysis. However, UR XRF samples should be analyzed at a laboratory subject 
to plus or minus 35 percent (+/-35%). Please update the text to address this issue.

3. SESR, Section 3.5, Butte Hill Revegetation Specifications Evaluation: The highest SAR value 
appears to be 0.29 as indicated in Table 6.  Please confirm and update the text if required.  
4. SESR, Table 3: The XRF zinc result for sample BPSOU-IR37SS22-081022-5 was within the +/-35% 
for UR sites of the Waste Identification Criteria; therefore, this sample should have been 
submitted for laboratory analysis. Please acknowledge in the Data Validation Report deviations. 
5. SESR, Tables 5 and 6: The correct organic matter criterion is 1% or greater organic matter 
content. In Table 5, recent submittals for cover soil sources generally have native levels exceeding 
1% organic matter; whereas, when the original BHRS was written the Butte Landfill source has no 
organic matter. Thus, Footnote 1 in Table 5 (which applies to the Butte Landfill source) is now 
unnecessary and should be removed from Table 5. Table 6 should be modified to highlight only 
the organic matter results less than 1%, not 1.5%. Please revise Tables 5 and 6. 
6. Data Summary Report, Statement of Authenticity: Please update the signature page to Molly 
Roby. 
7. Data Summary Report, Section 3.3, Data Quality Evaluation: At the end of the first paragraph,

Unreclaimed (UR) and Insufficiently Reclaimed (IR) Sites, Prepared by Pioneer Technical Services, 
Inc. July 3, 2023, i.e., “Atlantic Richfield 2023c”. Please modify the last sentence of the first 
paragraph to read: “…currently under Agency review and consideration (Atlantic Richfield 
Company, 2023c), but have not been approved at this time.” 
Comments on this analysis may be forthcoming; however, EPA believes the field XRF method 
being employed will not yield results of sufficient quality, even with regression coefficients 
applied, to predict whether the sample passed or failed pertinent action levels. This is primarily 
due to the limitations of the sample preparation and analytical method being employed (i.e., 
analyzing samples through the sample bag) which is inherently a screening-level XRF method 
among other factors. However, EPA believes it may be possible to reduce the plus or minus 25% 
of the pertinent action level window for IR samples (plus or minus 35% for UR samples) using 
statistical analysis. Please set up a meeting to discuss. 
8. Data Validation Report Summary, Section 1, Page 58: Metals analysis was also performed for one 
sample sent to Energy laboratories. Please confirm and update the text, if required. 
9. Data Validation Checklist, SDG B2208116, Page 135 of 299: Please clarify the matrix spike 
discussion.  The report states lead is outside of criteria for MS/MSD criteria but then references 
the analyte copper. The data package does show lead being outside of criteria. Please confirm the 
information and update data validation report, text, and table results if required.

approval. This version of the QAPP crosswalk provided incorporates the current EPA Quality Assurance 
Project Plan Standard; please update the text to reference the QAPP Standard QA/S-2 (link) dated 
2024.
