    Use of Mandatory Search Warrants to Collect DWI Offender Specimen

    Driving while intoxicated has been a long-time problem in the community. This senseless crime has been known to shatter the life of the offender themself, but also other families that are involved in a serious collision. It affects society at all levels from financial burdens, and emotional distress, to loss of life itself. This problem is not localized either. It is an ever-growing societal problem across the world. History has shown that alcohol-impaired driving has been around since the first automobile existed. Data has shown that between 1982 and 2016 there were over one million arrests in the United States for Driving Under the Influence (Fell, 2019). According to the National Highway Traffic Safety Administration (2019), the 2018 Fatal Motor Vehicle Crash Overview report showed a 3.6% decrease in alcohol-impaired driving fatalities when compared to the previous 2017 year. This reduction, when compared to the overall fatalities in 2018, accounted for 29% of all fatalities across the county (National Highway Traffic Safety Administration, 2019). That is the lowest impaired driving fatality rate since 1982. Still, in 2018, there were 10,511 documented alcohol-impaired driving fatalities. It is crucial to the community that law enforcement officers take extra measures to ensure the public�s safety against this senseless and volatile crime. The communities we live in expect law enforcement to detect, arrest, and prosecute the offenders of this senseless crime to reduce the overall problem in their communities. To help reduce the number of alcohol-impaired drivers, society should emphasize making specimens mandatory for all suspected DWI offenders. This emphasis would ensure that chemically objective evidence is coupled with the physical observations the officer sees before, during, and after the arrest.LEMI

    Synthesis and Characterization of Metal Ferrite Nanoparticles and their Bactericidal Efficacy against Xanthomonas Pathogens

    Metal ferrite nanoparticles possess unique characteristics which allow for applications across a wide range of fields. Recently, these particles have been in the spotlight for their use as bactericidal control agents. The ability of stearate and cholate capped zinc and manganese ferrite nanoparticles to inhibit the growth of bacteria in the genus Xanthomonas was the primary investigation of this work. Both the zinc and manganese ferrite nanoparticles were synthesized using a pressure-assisted, heat mediated coprecipitation method in which surface functionalization and core formation occur in one step. The particles’ surfaces were functionalized with stearic and cholic acids, whose presence was confirmed using Fourier Transform Infrared Spectroscopy (FT-IR). Analysis of the particles’ crystal phase using powder X-ray diffraction (XRD) confirmed a single spinel phase in both the ZnFe2O4 and MnFe2O4 nanoparticles. Relative elemental analysis was performed using X-ray fluorescence (XRF) spectroscopy to confirm the presence of zinc and manganese in the particle materials. Transmission electron microscopy (TEM) revealed particles with semispherical morphologies and a mostly monodisperse size distribution with particle sizes < 10 nm. Dynamic Light Scattering (DLS) analysis of the particles revealed much larger hydrodynamic diameters, ranging from 108.4 nm to 581.2 nm, with evidence to suggest that the particles were agglomerating strongly in solution. The bactericidal results showed that the stearate and cholate-capped particles inhibited growth of several of the Xanthomonas test species, to varying degrees. While the results are not a clear indicator that the particles could be used as an alternative to traditional antibiotic treatments, due to issues with the tris dispersant used, they do suggest that the particles have potential for fulfilling this role

    Description: The Texas grid is going through tremendous changes as new digital technologies are added to the system such as grid modernization, renewable energy integration, advanced metering, distributed energy sources and electric vehicle integration. While still in the early stages of AI adoption, the Texas grid has the opportunity to enhance how these new digital technologies will impact future operations, safety and security of future generation, distribution, and consumption of electric power, while minimizing risk for the owners and operators. The Texas grid will require AI to be able to handle the exponential growth of data generated by the new digital technology. To manage this data, the Texas grid needs AI governance and standards to maximize AI decision support and predictive analytics. The effective use of AI has the potential to significantly enhance how these technology changes to the Texas grid will impact future generation, distribution, and consumption of electric power. This paper has the potential to contribute to AI-based operational solutions to the electric sector by generating actionable recommendations. The outcomes of this study may also be transferrable to other electric companies, government agencies, and stakeholders in other jurisdictions for implementation to their practices, leading to improved operations and security beyond the Texas grid

    The Importance of Emotional Intelligence in Law Enforcement

    Emotional Intelligence is the ability to identify, understand, and manage one's own emotions, as well as the feelings of others (Cherniss & Adler, 2000). In law enforcement, emotional intelligence is crucial for effective communication, conflict resolution, and decision-making. This paper explores the importance of emotional intelligence in law enforcement and its impact on individual officers and the community they serve. The role of emotional intelligence in law enforcement organizations will be discussed, including how it can help officers build trust with the community, improve communication, and manage stress, and emotions that may or may not present themselves with leaders and supervisors. In addition to dealing with organizational stress, this paper will highlight the benefits of emotional intelligence for individual officers, increased job satisfaction, better mental health, and improved relationships with colleagues and family members. Furthermore, this paper will discuss the impact emotional intelligence has on the community, along with how it can lead to more positive interactions between officers and citizens. Also, the potential to reduce the use of force and increase public trust in law enforcement. The paper concludes by highlighting the need for emotional intelligence training for law enforcement officers and the potential benefits that could result from such activity. The importance of emotional intelligence in law enforcement cannot be overstated. Officers who possess high levels of emotional intelligence are better equipped to handle the complex and demanding nature of police work and can more effectively serve and protect the communities they are sworn to serve.     Identification of Pleistocene Fauna from McFaddin Beach, Texas

    McFaddin Beach (MB) is an archeological (41JF50) and paleontological locality extending 32 kilometers along the beach of Jefferson County, Texas. The fossils wash up on the beach from an unknown offshore location(s). The locality is well-known for lithics attributed to several Paleoindian groups. Taxa found at McFaddin Beach, such as Bison spp. and Smilodon fatalis, indicate a Rancholabrean fauna of late Pleistocene age. The McFaddin Beach material is held in many private collections throughout Texas because it is a popular site for amateur collectors. In recent years, several important collections were donated to Sam Houston State University. Our goal was to determine a current taxonomic list for McFaddin Beach and to interpret the fauna in the broader context of Texas faunas. A total of 40 taxa were found at McFaddin Beach consisting of 1 crustacean, 4 fish, 7 reptiles, and 28 mammals. Three new taxa (Callinectes sp., Lampropeltis sp., and Homotherium serum) were found at this site that have not been reported on previously. Comparisons of MB with two other nearby Texas sites of similar age, Moore Pit and Ingleside, find that the more coastal locations (MB and Ingleside) are more alike, based on the Sѳrenson’s and Jaccard’s indices, than either is with the more inland locality of Moore Pit. Some taxa, such as Eremotherium and Trichechus, are only recorded at MB but are common in Florida, suggesting a separate Gulf Coast fauna. Comparisons of taxonomic abundances did not reveal any significant differences among the sites
