Access to energy is an urgent need and cannot be ignored in this modern era. Providing access to electricity for villages is a strategic program to close the gap between villages and cities, as well as gaps between regions. By providing access to village electricity, community economic development can be improved and it is hoped that poverty can be eradicated, especially in Indragiri Hilir Regency, where there are still many villages that cannot enjoy 24-hour PLN electricity. Based on this phenomenon, first, this research aims to examine and analyze the Legal Rules for Implementing the National Strategic Program for Providing Rural Electricity Networks in Indragiri Hilir Regency. Second, examine and analyze the obstacles to implementing the National Strategic Program for Providing Rural Electricity Networks in Indragiri Hilir Regency. This research is included in the normative juridical and empirical juridical research groups. The normative juridical approach is legal research that places law as a building system of norms. Empirical juridical research is research that has the object of study regarding the Juridical Review of the Implementation of the National Strategic Program for Providing Rural Electricity Networks (Study in Inhil-Riau Regency in 2022). The results of the research, Legal Arrangements for the Implementation of the National Strategic Program for Providing Rural Electricity Networks refer to Law Number 30 of 2009 concerning Electricity which mandates the government and regional governments to guarantee access to electricity for all people by providing funds to provide electricity for people who cannot afford it. , for the development of electricity in undeveloped, underdeveloped and border areas, as well as the development of rural electricity by utilizing new and renewable energy sources. Tanjung pinang City is located in the Riau Islands Province, in general, the types of soil in Tanjung pinang City are Baouksit, Coral, silty sand. The density and CBR value are quite good with CBR value ranging from 8% to 10%. However, in the implementation of pavement construction, it is always found that there are soil conditions that have a large enough Plasticity Index value so that in the compaction process it is very difficult to get a density figure that meets the minimum standards. The purpose of this research is to obtain soil density and unconfined compressive strength or UCS values through the process of soil stabilization with cement and difa soil stabilizer additives. And how much the stabilization cost is. This research was conducted with quantitative methods in this case by conducting laboratory testing. Soil stabilization is done by mixing native soil plus cement and difa soil stabilizer additive. The composition was 1 m3 of native soil plus cement at 8%, 10%, 12%, 14% of the dry weight of the soil and 1 kg/m3 of native soil additive was mixed. The testing methods were Standard Proctor and UCS tests to obtain the density and unconfined compressive strength values of the stabilized soil. The soil density value based on the standard proctor test is showing increasing results, where the original soil density value is 1,323 kg/m? and the soil with 8% cement mixture is 1,460 kg/m? , 10% is 1,470 kg/m? , 12% is 1,470 kg/m? and 14% is 1,500 kg/m? . The value of unconfined compressive strength or UCS test results for soil sampels in Soaked conditions is where the original soil cannot be tested for UCS because the original soil sampel cannot maintain its shape when soaking, for the original soil with a mixture of 8% cement plus 1 kg of additive, the UCS value is 214.32 kN/m² , 10% is 527.57 kN/m² , 12% is 989.19 kN/m² , 14% is 1,005.68 kN/m² . Unsoaked is where the original soil shows a UCS value of 138.64 kN/m² , for the original soil with a mixture of 8% cement and 1 kg of additive obtained a UCS value of 735.27 kN/m², 10% of 942.23 kN/m², 12% of 1,023.93 kN/m², 14% of 1,813.51 kN/m². In some crime cases, the victim and witness have an important role in convicting the perpetrator of the crime. Within the framework of examining a case where the victim is a witness for the disclosure of a crime, only positioned as an instrument to help law enforcement officials to punish the perpetrator, the rights of victims are often ignored, especially in uncovering criminal acts of money laundering. If efforts to eradicate money laundering only focus on punishing the perpetrators without paying attention to recovering lost assets for victims, then law enforcement will move further away from the principles of justice, especially for victims of criminal acts. Therefore, it is important to trace the flow of money (asset tracing) with the aim of returning it to victims who have suffered economic losses. The crime of money laundering which is regulated in Law Number 8 of 2010 concerning the Prevention and Eradication of the Crime of Money Laundering is actually not just criminalization. The problems that will be studied and analyzed in this dissertation are: What is the legal protection for victims of money laundering crimes, and what is the effectiveness of legal protection for victims of money laundering crimes. This research uses a statutory approach and a conceptual approach, and is included in the type of normative/doctrinal research. The problem faced in this research is the lack of legal norms in Law Number 8 of 2010 concerning Prevention and Eradication of the Crime of Money Laundering, which has resulted in the recovery of assets of victims of criminal acts not being able to be carried out optimally, even though the purpose of the law is to trace assets and return them to victims. The research results show that victims of money laundering crimes must file a lawsuit for compensation to obtain compensation from the perpetrator, in contrast to criminal acts of corruption where the perpetrator's assets can be confiscated and used as a substitute. The disproportionate distribution of assets relative to the number of victims indicates that the amount of compensation received by each victim is relatively small compared to the losses they endure. In cases of fraud and laundering committed by First Travel, the application of the principal punishment in the form of imprisonment is not effective in realizing the goals of justice in sentencing
