P(論文)Recently it has been said that teaching should be regarded as a profession. Many studies of profession have already made. This paper attempts to grasp teaching as a profession. I think that a fundamental factor of profession is based on professional autonomy. Then, What is autonomy for profession? Autonomy for profession means, essestially, the recognized right and responsibility of a professional group to manage affairs of a strictly professional nature. Is other words, it is the freedom of professional warkers for the performance of duty. Autonomy for teaching means the academic freedom of teachers, and it includes not only interna but also externa in education. this must be understood in connection with teachers' right to education. Therefore, I think that teachers must have something to do with the decision-making of educational policies. In addition to professional autonomy, we can point out the conditions of labor as another factor for profession. But these two factors are supported and mediated by collective negotiation. In this paper, I simply treat collective negotiation for teachers in U. S. A. I think that collective negotiation is necessary for the establishment of fundamental right of teachers
