Get PDFThe article examines the main indicators of the labor market in Russia given the global economic crisis. The main factors contributing to the slowdown in the growth rate of unemployment. Analyzed the degree of influence the diff erentiation of pay levels by type of economic activity to changes in the employment structure. Analyzed the level of employment in the informal sector of economy of Russia for 2007-2013 Studied the reasons for the growth of informal employment in Russia. As a result of the analysis the conclusion is made about the need to reduce informal employment.В статье исследуются основные показатели рынка труда в России в условиях мирового экономического кризиса. Выделены основные факторы способствующие замедлению темпом роста безработицы. Проанализирована степень влияния дифференциация уровня оплаты труда по видам экономической деятельности на изменения в структуре занятости, уровень занятости в неформальном секторе экономики России за 2007-2013 гг. В результате анализа сделан вывод о необходимости снижения неформальной занятости

Get PDFOne of the key elements of managing the operations of the organization - management costs, as the costs, representing the payment that needs to be done to attract and retain economic resources, are one of the main factors determining the size of the financial results of the organization, return on invested capital, and, ultimately, the value of the business.Objectives. The aim of this work is to study the influence of the structure of production costs on the profitability of products.Method’s. To complete this article were used such methods of analysis as legal, comparative, economic-statistical and correlation.Conclusions / significance. The practical value of this work lies in the fact that in the article the notion and cogs, equations of linear regression between the proportion of costs in the cost and profitability of products by types of economic activity in the Russian Federation in 2012, the Obtained models allow knowing the share of costs in the cost structure for different types of economic activities in the Russian Federation in 2012 to estimate the average level of profitability of production.Один из ключевых элементов управления операционной деятельностью организации – управ-ление расходами, поскольку расходы, представляя собой платежи, которые необходимо осуществить, чтобы привлечь и удержать экономические ресурсы, являются одним из основных факторов, определяющих размер финансовых результатов организации, рентабельность инвестированного капитала, и, в конечном счете, стоимость бизнеса.Цель / задачи. Целью данной работы является исследование влияния структуры себестоимости продукции на показатель рентабельности продукции.Методология. Для выполнения данной статьи были использованы такие методы анализа, как правовой, сравнительный, экономико-статистический и корреляционный.Выводы / значимость. Практическое значение данной работы заключается в том, что в статье уточнено понятие и состав себестоимости продукции, выведены уравнения парной линейной регрессии между долей затрат в составе себестоимости и уровнем рентабельности продукции по видам экономической деятельности в РФ в 2012 г. Полученные модели позволяют, зная долю затрат в структуре себестоимости по различным видам экономической деятельности в РФ в 2012 г. оценить средний уровень рентабельности продукции

Get PDFBasic directions of the institutional change in the process of modernization of Russia’s post-industrial society are discussed on the basis of macroand microeconomics. Institutions set a system of incentives and direct activities of the subjects to respective channel, which reduces uncertaintyand makes the socio-economic environment more predictable. «Exchange» means a balance of interests of different society groups and sectors that manifests social acceptance of the distribution of resources and social products. System achievement of this goal in Russia consists in transition of its economy from the raw material export pattern to the innovative social-oriented type of development.На основе макро- и микроэкономики рассмотрены основные направления институциональных преобразований в процессе модернизации России в условиях постиндустриального общества. Институты задают систему стимулов, направляя деятельность субъектов по соответствующему руслу, что снижает неопределенность и делает социально-экономическую среду более пред-сказуемой. «Обмен» – это баланс интересов различных групп и слоев общества, выражающийся в социальном согласии по поводу распределения ресурсов и общественного продукта. Системное достижение поставленной цели в России состоит в переходе ее экономики от экспортно-сырьевого к инновационному социально-ориентированному типу развития

Get PDFThis article presents an analysis of the main problems of the Russian general education during the ongoing reform of the general education system, as well as identified the main reasons for reducing the efficiency of budget spending in this area.Analysis is based on data provided by the State Statistics Service of the changes in the number of state and municipal educational institutions for the period of the general reform of the education sector from 1981 to 2016. The authors highlighted that reduced the total number of educational institutions of higher education, compared with 2014. by 5.7% and significantly reduced the number of students and school pupils in particular on specific professional areas, and there was a decrease in the overall number of educational institutions.The authors identified factors that influenced this process, including the demographic collapse in the birth rate in the last decade of the 20th century and marks them active reform activities of the Government of the Russian Federation in the field of general education. The dynamics in the financing of general education. The problems of financing of general education, which is not so much the amount of funds allocated, how much as using them in the educational process.The main problems of inefficient budget spending on general education authors attributed such as: the lack of a unified approach to the optimization of budgets (by type of education spending; inadequate budget planning and control system, lack of a direct link between allocated resources and indicators of the effectiveness of the educational institutions; procedural complications monitoring the effectiveness of budget spending. The necessity to optimize the proportion of the federal budget for education spending and improve the utilization of allocated budget, which will undoubtedly impact on improving the quality of educational services.The authors noted the key role of the budget funding for support of subjects of educational space. It stressed that the improvement of the mechanism of financing of educational institutions and the spending of budget funds in the general education system is a prerequisite for optimizing the share of the federal budget and the budgets of the Russian Federation on education subjects.В данной статье представлен анализ основных проблем российского общего образования в ходе проводимого реформирования системы общего образования, а также выявлены основные причины снижения эффективности бюджетных расходов в данной сфере.Анализ проведен на основе представленных Росстатом данных об изменении численности государственных и муниципальных образовательных организаций за период реформирования сферы общего образования с 1981 г. по 2016 г. Авторами выделено, что снизилось общее число образовательных организаций высшего образования по сравнению с 2014 г. на 5,7% и значительно уменьшилось число студентов и учащихся учебных заведений в частности по отдельным профессиональным направлениям, а также отмечено снижение в целом числа образовательных организаций.Авторами выявлены факторы, повлиявшие на данный процесс, включающие демографический провал в рождаемости в последнее десятилетие XX века и отмечаемая ими активная реформаторская деятельность Правительства РФ в области общего образования. Рассматривается динамика в вопросах финансирования общего образования. Исследованы проблемы финансирования общего образования, которые заключаются не столько в объеме выделяемых средств, сколько в качестве их использования на образовательный процесс.К основным проблемам неэффективного расходования бюджетных средств на общее образование авторами отнесены такие, как: отсутствие единого подхода к оптимизации расходов бюджетов (по видам образования; несовершенство системы бюджетного планирования и контроля; отсутствие прямой связи между выделяемыми средствами и показателями эффективности деятельности образовательных учреждений; процедурные сложности осуществления мониторинга результативности бюджетных расходов. Отмечается необходимость оптимизации доли расходов федерального бюджета на образование и повышения эффективности использования выделяемых бюджетных средств, что несомненно отражается на повышении качества образовательных услуг. Авторами отмечена ключевая роль бюджетного финансирования в отношении поддержки субъектов образовательного пространства. Выделено, что совершенствование механизма финансирования образовательных учреждений и расходования бюджетных средств в системе общего образования является необходимым условием оптимизации доли расходов федерального бюджета и бюджетов субъектов Российской Федерации на образование
МОНИТОРИНГ ПОКАЗАТЕЛЕЙ ЭФФЕКТИВНОСТИ РАБОТЫ ОБОРУДОВАНИЯ НА ПРЕДПРИЯТИЯХ АВИАЦИОННОГО ПРИБОРОСТРОЕНИЯ
Get PDFThe article elaborates the proposals to improve the systems for monitoring performance of the equipment at the enterprises of aviation instrument. The relevance of the study due to the fact that the aviation instrument-making industry of the Russian Federation can play a role as a key factor in enhancing the competitiveness of the national economy. Currently, the global aviation market is fairly saturated, it competition is not between individual companies and between the aviation powers. The role of an efficient industrial production is largely dependent on the amount, structure, technical condition and the level of utilization of fixed assets. Specificity of high-tech high-tech production presupposes the existence of a specific fleet of expensive and unique equipment; a high degree of novelty products, single or small-scale type of production that determines the high cost of production of a unit of production; high demands on the staff . The paper noted that the production capacity is an essential tool for production planning process, which allows to determine the optimal work shifts Park main technological equipment and production program to justify the enterprises of sphere of aviation instrument. On the basis of the modification of OEE method, a stochastic model is proposed, which allows to display the efficiency of the productive capacity of the high-tech enterprises of sphere of aviation instrument in the form of multi-dimensional size and much more accurately identify the relationship between its elements.В статье разработаны предложения по совершенствованию систем мониторинга показателей эффективности работы оборудования на предприятиях авиационного приборостроения. Актуальность исследования обусловлена тем, что авиационно-приборостроительная промышленность Российской Федерации может сыграть роль ключевого фактора повышения конкурентоспособности национальной экономики. В настоящее время мировой авиарынок является достаточно насыщенным, конкуренция на нем ведется не между отдельными компаниями, а между авиационными державами. Роль эффективного промышленного производства в значительной степени зависит от объема, структуры, технического состояния и уровня использования основных производственных фондов. Специфика наукоемкого высокотехнологичного производства предполагает наличие определенного парка дорогостоящего и уникального оборудования; высокую степень новизны продукции, единичный или мелкосерийный тип производства, определяющий высокую себестоимость изготовления единицы продукции; высокие требования к квалификации персонала. В работе отмечено, что производственная мощность является важнейшим инструментом процесса планирования производства, который позволяет определить оптимальную сменность работы парка основного технологического оборудования и обосновать производственную программу предприятий сферы авиационного приборостроения. На основе модификации метода ОЕЕ, предложена стохастическая модель, которая позволяет отображать эффективность использования производственного потенциала высокотехнологичного предприятия сферы авиационного приборостроения в виде многомерной величины и значительно точнее идентифицировать взаимосвязи между его элементами

Methodological basis of this paper are generalization of literary sources and comparative analysis methods. Results. Comprehensively analyzed the positions of leading scientists and economists in relation to the concepts of «competition and competitiveness», including and in such an important sector as innovative entrepreneurship. The identifi ed similarities, diff erences and their features.Conclusions / significance. Identifi ed and completed a substantial part of the economic category «competitiveness of innovative entrepreneurship».
