    Foreword The United States Strategic Bombing Survey was established by the Secretary of War on 3 November 1944, pursuant to a directive from the late President Roosevelt. Its mission was to conduct an impartial and expert study of the effects of our aerial attack on Germany, to be used in connection with air attacks on Japan and to establish a basis for evaluating the importance and potentialities of air power as an instrument of military strategy, for planning the future development of the United States armed forces, and for determining future economic policies with respect to the national defense.     Preface While the impact of Allied air operations in the entire Pacific war bore directly upon the enemy\u27s military and economic capabilities for resisting, only by translating these military and economic effects into political events could our announced war aim of unconditional surrender be realized. Japan\u27s acceptance of defeat without invasion while still possessed of 2 1/2 million combat-equipped troops and 9,000 Kamikaze airplanes in the home islands, reveal how persuasively the consequences of our operations were translated into political results.     By ordinance enacted late in 1945, the City Council provided for the first time in our history for a full-time Building Inspector. This ordinance established a long needed provision for building regulations that will assure us of a better built city for the future and eliminate, over a long period of time, the many wooden structures now found in the congested area. While we would ordinarily welcome such a demolition program in the interest of commercial expansion and area improvement, it is regrettable that we were not in a position to further increase the available dwelling units by any residential construction. During the year several meetings were held in the interest of housing, and ways and means were sought lo provide new dwelling units. At each meeting it was definitely concluded that building programs are primarily the function of private capital and of private interests, and that building controls, building supplies, and the labor market permitting the private interests would move quickly to supply the deficiency.https://digicom.bpl.lib.me.us/city_ban_report/1019/thumbnail.jp

    The history of the 83rd Armored Field Artillery Battalion began on June 15th, 1832 when the First Regiment of Cavalry was organized by Act of Congress, as the Battalion of Mounted Rangers. A reorganization on March 21st, 1833, changed the title to, the Regiment of Dragoons.     Throughout the months of war stevedores kept the supplies in constant movement toward the front-transferring them from ship to shiploading, unloading, impelled by the exigency of war, in the days and in the nights at Pearl Harbor, on Hilo, Maui, and Guam -- these names signify the dock locations worked by the 34th stevedores. From December 1944 to August 1945 the 34th stevedores handled 410,882 tons of cargo, and at the close of the war the men were waiting, at long last, on Guam -- still stevedoring. We present our stevedores who supplied their portion of sweat, blood, and tears, and who kept the hook moving. They performed the rugged, tedious, physical activity that is stevedoring, lived out of their seabags, followed their cargo, and were still smiling, enjoying their beer, their liberties, while in the States, which had become so precious to all of us.     December 21st, 1943 marked the day of activation of the 716th Railway Operating Battalion. The outfit, sponsored by the Southern Pacific-Railroad, began its life at Fort Sam Houston (San Antonio), Texas with officer personnel drawn chiefly from the sponsor and a cadre made up of veterans of the 726th, the unit that had recently completed its technical training on the Santa Fe at Clovis, New Mexico.     The story of the United States cruiser San Juan is, in reality, the chronicle of a relatively small group of men, and of ships, bound together in allegiance to a common flag -- the colors of a free nation whose peacetime borders boast no fortifications, save the guns of a salt water fleet. It is the story of a Navy which arose from staggering defeat to bring the fleets of two aggressor nations to their knees, receiving their surrender within four months of each other. It is the saga of a sleek anti-aircraft cruiser whose graceful lines and latent power won for it the affectionate nickname Panther -- a nickname which matured, as the San Juan itself matured, through fifteen major engagements against an enemy victorious in every war since 1596. The sobriquet gained material being by way of a signalman\u27s sewing cunning and under Captain J. E. Maher, U.S.N., the San Juan\u27s first commanding officer, the Panther Flag gained recognition as a battle flag and from that time on flew from the foretruck during the Panther\u27s strikes against Japan.     Members of the Three Forty-First: Joining with you in the pleasure and satisfaction of looking over the record of the 341st Engineer Regiment. I feel anew that warmth of joy and pride which came over me every time I visited your jobs. It made no difference whether the dust was at Briquebec or Coutances, the mud at Roanne Coo or Ettelbruck, the snow at Bastogne or St. Vith, or you were getting in the steel at Koblenz or at Bamberg, you were there and I saw you, day and night, overcoming impossible difficulties. You built 110 bridges, more than two miles of them, and the 341st target painted on them was a symbol of a job done well and in time. The Armies depended on you to do more than your part, and they knew that you would not, and did not, fail them. Our losses were few, and that also is a credit to the superb leadership of the officers and non-commissioned officers, and to the perfect teamwork of every part of the organization.
