    Religious Intolerance as Human Insecurity: Voices of Indigenous Protestant IDPs from Chiapas, Mexico

    Religious intolerance in Mexico has its origins in the Spanish colonization and in the Catholic Church-State relations implementing a policy that forged a Mexican identity with repulsion towards Protestants. This intolerance is widely recognized and most severely manifested in indigenous communities. The indigenous' legal system, Asamblea Comunitaria, facilitates an effective execution of decisions against Indigenous Protestants. This situation violates their human security, the right to live in freedom and dignity, free from fear and want (CHS, 2003), and the ontological security that allows them to feel secure in who they are. The Catholic majority exercise violence primarily with a religious motive, which aims to force their neighbors to deny their adopted Protestant way of living. The caciques use their power to profit from the conflict and help to expel indigenous Protestants from the communities. The testimonies of the victims and independent religious freedom advocates share how the Mexican state has contributed to the problem by not punishing the attackers and pleasing their demands. Indigenous Protestants living as IDPs in the city are deprived of the essential elements for their indigenous identity. Unable to continue living on subsisting farming surrounded by nature in their ancestral lands, they become saddened and lowly waged servants in a city that does not speak their language. Against all odds, Protestantism continues to expand and becomes a weapon of the weak that provides an alternative source of hope for the next generation that witnessed their faith and resilience.departmental bulletin pape

    Has COVID-19 Changed the Education Landscape in Developing Countries? Evidence Under School Closures in Uganda

    新型コロナウィルス感染症の世界的蔓延により,多くの子どもたちの学習が阻害されてきた。本稿では,学校が閉鎖された2020年3月から2年間の経験と課題について振り返る。無期限の学校閉鎖を強行することで,新型コロナウィルス感染症は「物理的な学校モデル」を真剣に見直す機会を提供し,子どもの学習における親の役割を拡大した。本稿は,パンデミック下における教育への親の関与と現場で培われた解決策について分析する。著者らはウガンダ東部のブソガ地域において,親,教師,校長とともにラジオ・トークショーとオンラインによるグループサポート・プラットフォームを展開した。本研究により3つの結果が得られた。第一に,自宅学習活動が多くの世帯で行われ,子どもの学習における自らの役割に関する親と教師の認識に徐々に変化がみられた。第二に,多くの地域における学校閉鎖は,親,教師,学校の間の関係性を強化するという予期せぬ効果をもたらした。第三に,遠隔の学習支援下において低学年の子どもの学習支援は,主に兄姉によって行われた。このように,困難な状況下においても幼い子どもたちの学習支援については,より地元の資源を探ることが可能であることが分かった。 The COVID-19 global health pandemic has led to learning disruptions for many children. In this paper we reflect on the experiences and lessons learned during the two years since March 2020 when school closures were first imposed. By forcing indefinite classroom shutdowns, COVID-19 brought the “physical school model” into sharp focus and amplified the parent’s role in children’s learning. This paper analyses parental involvement in education and the adoption of locally generated solutions to the learning crisis in Uganda under the COVID-19 pandemic. We conducted radio talk shows and online group support platforms involving parents, teachers and head teachers in Busoga sub-region. The study identified three key findings. First, home-based learning took root in many households and facilitated gradual changes in parents’ and teachers’ perceptions about their roles in supporting children’s learning. Second, school closures in many areas had the unexpected effect of strengthening (rather than weakening) relations between parents, teachers and schools. Finally, remote learning support in households with children in the foundational early grades was mostly provided by their older siblings. As such, communities could explore more such available local resources to organize group learning for the younger children even under a pressing situation.departmental bulletin pape

    Exploratory Study on the Current Situation About Providing Medical Information in “Easy Japanese”

    本研究では,「やさしい日本語」による医療関連情報の提供の現状について,全都道府県とそれ以外の団体を対象として探索的に調査した。47都道府県のWebサイトを調査した結果,35都道府県のWebサイトが何らかの医療情報をやさしい日本語で提供していたが,医療に関する詳細な情報を提供していたのは 6都道府県のみであった。キーワード検索では,医療における「やさしい日本語」の情報を提供する団体は公的機関と関連する国際交流協会などの公的機関が最も多かった。全国の主要な国際交流協会のWebサイトを調査した結果,29都道府県の国際交流協会のWebサイトが何らかの医療情報をやさしい日本語で提供しており,その数は都道府県の公式Webサイトよりは少なかったが,詳細な医療情報を提供していたのは 21と多かった。本研究の結果から,都道府県のみならず,関連する国際交流協会や市区町村レベルで,医療情報をやさしい日本語で提供していることが示唆された。 We conducted an exploratory survey of all prefectures in Japan as well as relevant organizations concerning the current status of providing medical-related information in “Easy Japanese.” Easy Japanese is a simple, easily understandable form of the language developed for foreigners living in that country. Among the official websites of the 47 prefectures, 35 provided health-care information in Easy Japanese; most dealt with COVID-19 information. Six provided detailed information, such as concerning medical guidance, medical insurance, and childbirth. We conducted a key word search for “Easy Japanese” plus “medical care” and “Easy Japanese” plus “hospital”; we found that medical care information in Easy Japanese was mostly offered by organizations in the public sector— especially in Tokyo. Medical-related information in Easy Japanese was also provided by universities, nonprofit organizations, and private organizations. International exchange associations related to the public sector offered various kinds of information in Easy Japanese. We examined the websites of major international exchange associations in Japan: We found that such sites in 29 prefectures provided some medical information in Easy Japanese; detailed medical information was offered by 21 sites, which exceeded the number for official prefectural websites. Some sites of the international exchange associations provided a language setting for Easy Japanese. Our results suggest that organizations related to public institutions (such as international exchange associations — especially with large populations of foreign residents) should provide various information services, including medical care, in Easy Japanese.departmental bulletin pape

    “Engineering or computer science are better for males:”1 female refugee and migrant students’ lived experiences of learning digital skills

    本論文はドイツでデジタルリテラシーを学習している28人の女性難民と移民女性学生の経験を経験的定性データとして分析した。今回のマルチケースの女性研究ではアンケート、インタビュー、直接観察データを通して二つの研究問題を吟味した。第一に、対象の学生たちがデジタルリテラシーを身につけようとする動機は何か。第二に、デジタルリテラシーを学ぶ際の学生たちが経験したことと挑戦は何か。結果として、学生たちの動機は多様であり、過去や現在の経験と未来の目標に関連することが判明した。例えば、彼女たちは過去にハッキングされた経験があるため、サイバーセキュリティを理解しオンライン上で安全を確保しようとする動機があった。ドイツでの技術の進歩を目の当たりにしたことにより、学生たちはICTに関わる技術の向上を望むようになった。今後、学生たちはICT技術を活用して就職を支援したいと考えている。また、学生たちは、新しいICTに関わる技術を学ぶ上でいくつかの挑戦を経験する。マイクロレベルでは、学生のICTを利用する際の自己効力感が低下する。メゾレベルでは新型コロナウイルス流行時、学生たちは遠隔でICTに関わる技術を学習することに障壁を感じた。マクロレベルでは、彼女らは女性が高度なICTに関わる技術を身につけることができないという考えなどの性別固定観念を挙げた。本論文の結果は、デジタルリテラシー教育者と政策立案者がICTに関わる技術を学ぶ学生の背景と特性、環境、女子学生の性規範と構造的地位に注目しなければならないことを示している。departmental bulletin pape
