    The grim and desperate American Civil War was well into its third tragic year by the summer of 1863. It was no longer the "gentleman's war" of the early months of 1861 when gay young blades from both North and South had gallantly answered the call to colors, and gone forth to battle with all flourish of medieval knights. In the beginning they had thrilled to the thoughts of magnificent deeds to be done. It was to be short war, most of them thought, with perhaps one grand charge, followed by a swift clash, a broken line, a hard pursuit, and final victory. Then would come a triumphant return to the home fireside, where wife and sweetheart would listen with rapture to the tales of the daring and valor. Older, wiser heads who warned of a long and costly struggle, were false prophets whose blood ran sluggishly in tired old veins

The Conference at Bretton Woods has erected a sign post -- a sign post that points down a broad highway, which men may walk down side by side, to archive the goals of unity, relief or suffering, and to be better the standards so all may enjoy peace and prosperity. One of the efforts being made to achieve these goals is the approach on the international front through the International Bank for Reconstruction and Development. This study will direct its attention to these two organizations which is hoped will play major roles in the success of these goals

    Detection of lung cancer using image processing and machine learning techniques

    There is no question that lung cancer is a dangerous disease causing a significant number of deaths worldwide. In the medical field, image processing strategies are being used for the early detection of lung tumors. Prevention becomes impossible if lung cancer remains obscure; therefore, the best way to treat these diseases and save lives is the early detection of a tumor in the lungs. The technique implemented in this system uses lung Computed Tomography (CT) scanned images, where the images are preprocessed to extract unnecessary information and reduce the complexity of computation. A DWT (Discrete Waveform Transform) method is used to segment, retain, and compress the image. The compressed image is broken down into four ranges: low-low, high-low, low-high, and high-high. Furthermore, the low-low band is again broken into four sub-ranges of LL1, HH1, LH1, HL1 to achieve tow-level DWT. In order to extract the features like co-relation, entropy, strength, homogeneity, and variance, a GLCM (Gray Level Co-occurrence Matrix) was used. A CNN (Convolutional Neural Network) model is used to classify the images. Classification detects whether the image of the CT is healthy or cancerous. The dataset from the RIDER Lung CT repository is used for this study, testing, and training purposes. Datasets consist of cancerous and healthy images. The proposed system improves accuracy over previous models by attaining a 93% accuracy level

    Spatial ecology of breeding and wintering habitat of Rio Grande wild turkeys in South Texas

    Rio Grande wild turkeys (Meleagris gallopavo intermedia) are an upland game species of high economic value in South Texas and require different landscape spatial patterns between breeding and wintering seasons for breeding, nesting, poult – rearing, loafing, and roosting. The objective of this research was to understand land cover spatial structure to provide significant insight into how wild turkeys in South Texas utilize their habitat. This was achieved by combining landscape ecology and remote sensing principles through the use of landscape metrics to quantify habitat landscape structure. Confidence ellipsoids derived from telemetry data were used to assess habitat structure, and classified imagery at multiple spatial scales of constructed roosting sites were used to determine wild turkey roost site characteristics in areas where lack of suitable roosting cover is considered a limiting factor of wild turkey population increases. Rio Grande wild turkeys were found to occupy larger, more aggregated patches of woody cover during the wintering season than during the breeding season. Constructed roost sites used during the breeding season were characterized by an increase in herbaceous vegetation as distance from the constructed roost increased, while sites used during the wintering season were associated with large patches of woody cover

    Automatic vehicle license plate number detection using machine learning

    In today’s world, vehicles are the most significant form of transportation. Detection of vehicle number plates is important to identify a specific vehicle. In order to obtain accurate identification of a specific number plate tag of the vehicle, accuracy rate and high precision are critical. Vehicle number plates can be used by law enforcement agencies to track vehicles with traffic cameras that can capture and scan all vehicles in moving traffic. This research proposes a novel system to process digital images of vehicles to capture the license plate number and also identify the type of vehicle using a TensorFlow based algorithm to improve vehicle identification accuracy. The program developed in this study provided a high level of differences for vehicle identification. The program used Python machine learning and TensorFlow deep learning libraries. This approach used the following phases of development: discovery of the vehicle number plate tag, location of the vehicle number plate tag, identification of state of the vehicle number plate tag, reading the number on the vehicle number plate tag, and recognition of the vehicle shape to determine the vehicle type. The proposed method of this work has a correct classification rate of 94.7% in vehicle type identification and 94.4% in license plate number detection, which is much higher than the previous standard methods compared to the proposed method of this work

    Photochemical production of hydroxyl radicals during the UV (254 NM) irradiation of H20@ and PAA for the treatment of DEET contaminated waters

    The long-term exposure of contaminants of emerging concern (CECs), such as N, N-diethyl-meta-toluamide (DEET) in wastewater effluent has been reported worldwide, resulting in adverse effects to human health and the environment. The use of peracetic acid (PAA) and hydrogen peroxide (H2O2) in Ultraviolet (UV) advanced oxidation process (AOP) plays a key role in the removal of CECs. This process is based on the production of hydroxyl radicals (OH). Aqueous PAA contains trace levels of acetic acid (HAc) and H2O2, which can enhance or quench the formation of OH. This study investigated how PAA, H2O2, and HAc influence the photochemical production of OH, using pCBA as a OH chemical probe. Aqueous solutions containing 0 to 8 mg/L of PAA, H2O2, and HAc were irradiated with UV light in the presence of pCBA at pH of 7. The UV irradiation of solutions containing H2O2 (8 mg/L) resulted in the highest production rate of OH. The presence of PAA and HAc resulted in lower OH production rates. However, the presence of PAA and HAc enhanced the removal of DEET by 55% and 29%, respectively. These results suggest a synergistic approach to significantly enhance the removal of CECs in UV AOP systems

    Many years must elapse before Stephen Vincent Benet's art can be critically appraised with cortanity. Though his work is not yet approachable from long-range point of view, it is widely read with interest and amazement. Benet was moved by two great impulses -- love for his family and loyalty to his country. So strong were these compulsions in his life, that almost all of his literary work bears their imprint. Of the two impulses, however, the second, his loyalty to his country, is more easily traced, being more definite in its literary expression. Benet's Americanism is his most distinctive trait; it is virtually the key to the interpretation of his entire writings, and the unifying principle joining the whole together

    Teachers of Spanish in the high schools of Texas have expressed to the author a feeling of urgent need for easy Spanish plays. In this creative research the author has partially satisfied this need and provided material for Pan-American Programs. Many teachers have found the play, to be one of the most useful and one of the most stimulating activities in the teaching of the Spanish language. Plays based on the Pan-American philosophy and on the Pan-American way of life serve a dual purpose: (1) the use of the Spanish language, and (2) the promotion of the ideals, such as preservation of liberty, justice, the good neighbor spirit, peace in the Western Hemisphere, and the promotion of these ideals throughout the world

This interest which started through naval action has continued and spread into several other forms of activity within the less than a century since that date.
