Elimination Avian Influenza Outbreaks in the Třebíč Region
No full textTato bakalářská práce se zabývá problematikou likvidace ohnisek ptačí chřipky na Třebíčsku v roce 2024. Cílem práce je analyzovat zásah složek a organizací zapojených do likvidace ohnisek, navrhnout změny a postupy pro lepší zvládání těchto událostí v budoucnu. Teoretická část vymezuje pojem mimořádné události, klasifikuje a zaměřuje se na zoonózy jako významné riziko pro veřejné zdraví. Součásti teoretické části je popis viru ptačí chřipky, jeho přenosu, výskyt a dopad na populaci. Praktická část se věnuje scénáři zásahu na jednotlivá ohniska, spolupráci složek integrovaného záchranného systému a krajské veterinární správy při likvidaci ohnisek. Kvalitativní výzkum založený na strukturovaných rozhovorech, identifikuje slabá místa zásahu. Závěrem práce jsou navržena opatření pro zvýšení připravenosti, biologické bezpečnosti, zlepšení logistické podpory a krizové komunikace.This bachelor thesis deals with the issue of elimination of avian influenza outbreaks in the Třebíč region in 2024. The aim of the thesis is to analyze the intervention of units and organizations involved in the elimination of outbreaks, to propose changes and procedures for better management of these events in the future. The theoretical part defines the con-cept of extraordinary events, classifies and focuses on zoonoses as a significant risk to public health. Part of the theoretical part is a description of the avian influenza virus, its transmission, occurrence and impact on the population. The practical part deals with the scenario of intervention for individual outbreaks, the cooperation of the integrated rescue system and the regional veterinary administration in the elimination of outbreaks. Qualita-tive research based on structured interviews, identifies weak points of intervention. At the end of the thesis, measures are proposed to increase preparedness, biosecurity, improve logistic support and crisis communication.Ústav ochrany obyvatelstv
Use of Open Source Intelligence Utilities in the Security Sector
No full textBakalářská práce se zaměřuje na problematiku využití nástrojů zpravodajství z otevřených zdrojů v oblasti bezpečnosti. Nejprve je zde vysvětlena úloha zpravodajství z otevřených zdrojů z hlediska bezpečnosti v různých sektorech lidské činnosti. Poté jsou popsány některé ze známých nástrojů pro získávání informací z veřejně dostupných zdrojů, včetně jejich základního rozdělení a funkčních atributů. Následně je proveden rozbor dvou skutečných případů zneužití veřejně dostupných informací a získané poznatky jsou aplikovány do analýzy rizik. Nakonec je na základě získaných informací navrženo odpovídající školení ohledně informační, kybernetické a osobní bezpečnosti.The bachelor thesis deals with the issue of the use of open-source intelligence utilities in the security sector. Firstly, it explains the role of open-source intelligence in the field of security across many areas of human pursuit. Secondly, there are described some well-known utilities for gaining information from publicly available sources including their basic sorting and functional attributes. Subsequently, there are explained characterizations of two real cases in connection with the misuse of publicly available information, and derived facts are applied to risk analysis. Lastly, there is introduced suggestion of relevant training based on gained information and facts and concluding possible improvements in information security, cyber security, and personal security.Ústav ochrany obyvatelstv
Risks of the Use of Coercive Means During an Intervention by Members of the Security Forces
No full textBakalářská práce se zabývá problematikou použití donucovacích prostředků bezpečnostními sbory v České republice, se zvláštním zaměřením na Policii České republiky. Cílem práce je definovat donucovací prostředky, analyzovat rizika spojená s jejich aplikací a navrhnout opatření ke snížení těchto rizik. Při zpracování byla využita rešerše právních předpisů, odborné literatury a kvalitativní analytické metody, zejména Ishikawa diagram a metoda What-if. Teoretická část práce pojednává o právní úpravě, vymezení základních pojmů a charakteristice bezpečnostních sborů, zatímco praktická část je zaměřena na identifikaci rizik při použití donucovacích prostředků v praxi. Součástí práce je také grafický přehled, který znázorňuje použití donucovacích prostředků příslušníky Policie České republiky v období let 2019-2024. Výsledkem práce jsou návrhy zaměřené na zvýšení frekvence výcviků, profesního rozvoje a psychologické přípravy policistů, které přispívají k bezpečnějšímu a efektivnějšímu výkonu služby.The bachelor's thesis deals with the issue of the use of coercive means by security forces in the Czech Republic, with a special focus on the Police of the Czech Republic. The aim of the thesis is to define coercive means, analyze the risks associated with their application, and propose measures to reduce these risks. The work is based on a review of legal regulations, professional literature, and qualitative analytical methods, particularly the Ishikawa diagram and the What-if method. The theoretical part addresses the legal framework, defines key concepts, and characterizes the security forces, while the practical part focuses on identifying risks related to the use of coercive means in practice. The thesis also includes a graphical overview illustrating the use of coercive means by members of the Police of the Czech Republic in the period from 2019 to 2024. The outcome of the thesis consists of proposals aimed at increasing the frequency of training, professional development, and psychological preparation of police officers, contributing to safer and more effective service performance.Ústav ochrany obyvatelstv

No full textTato bakalářská práce se zabývá analýzou příspěvků na sociálních sítích společností Estée Lauder, Lounge Underwear, Every Man Jack a Politix během tématických měsíců, konkrétně Movemberu a měsíce boje proti rakovině prsu. Práce porovnává propagační aktivity jednotlivých společností, při zmíněných měsících a sleduje, jak tyto společnosti používají zmíněné měsíce pro propagaci svých produktů, zvýšení povědomí o těchto měsících a získávání financí na dobrou věc, a jaké typy příspěvků v jakém množství publikují. Výsledky zdůrazňují rozmanitost přístupů značek k tematickým kampaním na sociálních sítích a různé způsoby, jakými společnosti integrují komerční cíle s poselstvím zaměřeným na dobročinné účely.This bachelor's thesis focuses on the analysis of social media posts published by Estée Lauder, Lounge Underwear, Every Man Jack, and Politix during two awareness months - Breast Cancer Awareness Month and Movember. The thesis compares the promotional activities of these companies throughout the mentioned campaigns and examines how they use these themed months to promote their products, raise awareness, and support fundraising efforts for a good cause, and what types and quantities of posts they publish. Use of Drones in the Integrated Rescue System
No full textTato bakalářská práce se zabývá využitím bezpilotních leteckých prostředků, známých jako drony, složkami Integrovaného záchranného systému České republiky. Cílem práce je zhodnotit současný stav jejich využívání a analyzovat přínosy, omezení i budoucí možnosti jejich nasazení při řešení mimořádných událostí. Teoretická část je zaměřena na základní terminologii, technologické rozdělení dronů, právní rámec jejich provozu a vývoj v oblasti krizového řízení. Praktická část se věnuje konkrétním formám využití dronů Hasičským záchranným sborem, Policií a Zdravotnickou záchrannou službou, přičemž tato využití jsou hodnocena pomocí SWOT analýz. Na základě provedených analýz jsou navržena opatření, která by mohla přispět k efektivnější integraci dronů do činnosti IZS. Práce poukazuje na rostoucí význam této technologie v oblasti ochrany obyvatelstva a krizového řízení.This bachelor thesis focuses on the use of unmanned aerial vehicles, commonly known as drones, by the Integrated Rescue System of the Czech Republic. The aim of the thesis is to evaluate the current state of drone deployment and to analyze the benefits, limitations, and future potential of their use in emergency response operations. The theoretical part deals with the basic terminology, technological classification of drones, legal framework of their operation and developments in crisis management. The practical part examines specific applications of drones by the Fire Rescue Service, the Police and the Emergency Medical Service, with their effectiveness assessed through SWOT analyses. Based on the findings, the thesis proposes measures to support the more effective integration of drones into emergency response activities. Analyzuje se stávající úroveň spolupráce, kompetence záchranářů v obou zemích a specifika řešení společných zásahů v příhraniční oblasti. Práce se zaměřuje na identifikaci klíčových oblastí pro zlepšení, jako je komunikace, jazyková bariéra a koordinace zásahů. Navrhuje konkrétní projekt cvičení simulující dopravní nehodu s hromadným postižením osob, který integruje zjištěné poznatky a klade důraz na praktické aspekty přeshraniční spolupráce. Cílem je optimalizovat připravenost a efektivitu záchranných služeb při společných zásazích a posílit vzájemnou důvěru mezi zasahujícími týmy. K dosažení stanovených cílů se využívá analýza indukce a dedukce, strukturované rozhovory a dotazníkové šetření.This diploma thesis deals with a project of cross-border cooperation exercise between the emergency medical services of the South Moravian Region and Lower Austria. It analyzes the current level of cooperation, the competences of paramedics in both countries, and the specificities of managing emergency events in the border region. The thesis focuses on identifying key areas for improvement, such as communication, language barriers, and coordination of interventions. A specific exercise project simulating a traffic accident with mass casualties is proposed, integrating the findings and emphasizing the practical aspects of cross-border cooperation. The aim is to optimize the preparedness and efficiency of emergency medical services in joint interventions and to strengthen mutual trust between the responding teams. Design of a Software Application for the Training of Members of the Emergency Medical Service
No full textHlavním cílem diplomové práce je vytvoření návrhu simulačního softwaru, pro výcvik členů ZZS. V práci jsou analyzovány a porovnány jednotlivá počítačové simulátory využívané na výcvik záchranných složek. Dále jsou analyzovány požadavky jednotlivých zdravotnický záchranných služeb z pohledu navrhovaného simulátoru. Proof of concept simulátoru je následně testován se studenty oboru zdravotnické záchranářství.The main goal of the diploma thesis is to create a design concept of a simulation software for the training of EMS members. The thesis analyzes and compares individual computer simulators used for the training of rescue services. Furthermore, the requirements of individual emergency medical services are analyzed from the point of view of the proposed simulator. Cílem této práce je analyzovat a identifikovat hlavní rizika, která mohou vzniknout při poskytování humanitární pomoci, a navrhnout opatření pro jejich minimalizaci či prevenci. Porozumění této problematiky a identifikace klíčových rizik je nezbytné pro úspěšné poskytování humanitární pomoci a ochranu obyvatel v náročných situacích.This thesis examines the risks associated with the provision of humanitarian aid, which is a key tool for providing material and logistical support to people affected by various types of disasters, including war, natural disasters and other emergencies. The aim of this paper is to analyse and identify the main risks that may arise in the provision of humanitarian aid and to propose measures to minimise or prevent them. Population Migration and Its Impact on the Protection of the Czech Republic
No full textDiplomová práce analyzuje rizika migračních jevů na bezpečnost České republiky. Identifikována byla možná rizika, jež mohou v dlouhodobém horizontu významně ohrozit vnitřní bezpečnost státu. Výsledky byly dosaženy za pomocí metody komparace, explanace, literární rešerše, analýzy, syntézy, abstrakce, Ishikawa diagramu, What-If analýzy či KARS. Výsledkem jsou zjištění nežádoucích rizik - nedostatečná kapacita policejního personálu, podfinancování vnitřní bezpečnosti, nevhodně řešený Pakt o migraci a azylu a neaktuální vládní dokumenty. Pro tato rizika byla formulována doporučení, zajišťující jejich efektivní minimalizaci.The thesis analyses the risk of migration phenomena on the security of the Czech Republic. It identifies possible risks that may significantly threaten the internal security of the state in the long term. The results were achieved using the methods of comparison, exploration, literature search, analysis, synthesis, abstraction, Ishikawa diagram, What-If analysis, or KARS. As a result, undesirable risks were identified - inadequate capacity of police personnel, underfunding of internal security, inadequate handling of the Pact on Migration and Asylum, and outdated government documents.
