Turismo basado en naturaleza y conservación biológica: decisiones de uso de suelo en Mindo/ Nature-based tourism and biological conservation: land-use decisions in Mindo
Nature-based tourism is recognized as an indirect economic incentive for biological conservation. In particular, the expectation is that visits aimed at the observation of wildlife in its natural state will encourage the establishment of land-use patterns that are favorable to the biological integrity of destination landscapes. The locality of Mindo has in recent decades become a well-known destination for nature-based tourism. This article analyzes the role played by tourism in land-use decisions aimed at increasing native forest cover in Mindo. The institutional framework associated with tourism is described, and a cognitive map of land-use decisions by participants in a forest restoration program is presented. The improvement of touristic attractiveness through forest restoration is an important influence on individual agency regarding land use in Mindo. There are institutional challenges, however, that limit tourism´s potential as a land-use driver for increased forest cover, and therefore its contribution to biological conservation at a landscape level.El turismo basado en naturaleza se reconoce como un incentivo económico indirecto para la conservación biológica. En particular, se espera que las visitas dirigidas a observación de vida silvestre en estado natural aporten al establecimiento de patrones de uso de suelo favorables para la integridad biológica de los paisajes destino. La localidad de Mindo se ha consolidado en décadas recientes como receptora de turismo basado en naturaleza. Este artículo analiza el papel que juega el turismo en decisiones de uso de suelo tendientes al incremento de cobertura forestal nativa en Mindo. Se describe el marco institucional asociado al turismo y se elabora un mapa cognitivo de las decisiones de uso de suelo por participantes en un programa de restauración forestal. La mejora del atractivo turístico mediante restauración forestal es un importante factor de agencia individual en cuanto a uso de suelo en Mindo. Existen desafíos institucionales, sin embargo, que allí limitan el potencial del turismo como fuerza motriz para el incremento en cobertura forestal, y por ende su contribución a la conservación biológica en términos de paisaje.
Abstract

Adaptación autónoma al cambio climático: experiencias de emprendimientos rurales de Ecuador/ Autonomous adaptation to climate change: experiences of rural entrepreneurs in Ecuador
This work aims to strengthen the capacities of rural communities for autonomous adaptation to climate change, through the socialization of the experiences of Chumundé, Playa de Oro and San Miguel, in the province of Esmeraldas, Ecuador. The informants are 200 people who participated in a dialogue process approached from Social Ethnography, through participatory workshops, interviews and surveys. The Impact Measurement Model of Echavarren and the European Community Climate Adaptation Model are applied. The results allow us to infer that the population of the communities has managed to strengthen their capacities to start autonomous processes of adaptation to climate change through the dynamics of entrepreneurship. The biggest advance is the implementation of processes in the fields of protection of health and material goods. The weaknesses to overcome are linked to the lack of knowledge regarding regulations, and the lack of finances destined for prevention by the local government.Este artículo tiene como objetivo fortalecer las capacidades de las comunidades rurales para la adaptación autónoma ante el cambio climático, mediante la socialización de las experiencias de Chumundé, Playa de Oro y San Miguel, en la provincia de Esmeraldas, Ecuador. Los informantes son 200 comuneros, quienes participan en un proceso de diálogo enfocado desde la etnografía social, a través de talleres participativos, entrevistas y encuestas. Se aplican el Modelo de Medición de Impactos de Echavarren y el Modelo de Adaptación Climática de la Comunidad Europea. Los resultados permiten inferir que la población de las comunidades ha logrado fortalecer sus capacidades para poner en marcha procesos autónomos de adaptación al cambio climático, mediante la dinámica del emprendimiento. El mayor avance es la puesta en marcha de los procesos en los ámbitos de protección de la salud y bienes materiales. Las debilidades a superar se vinculan al desconocimiento de normativas y a la falta de financiamiento para la prevención por parte del Gobierno local.
Abstract

The province of Córdoba is one of the poles of development of the agricultural model based on transgenic-agrotoxicos-direct seeding-commodities implemented in Argentina. It is located in the region for which the Intergovernmental Panel on Climate Change (IPCC) has forecast more than 10 years ago the occurrence of extreme rainfall, consequent floods and specific adaptation needs. The work aims to problematize the limits of risk management in this context from the analysis of a specific case, the city of Jesus Maria after the flood of 2015. To this end, we present in detail the systematization of actions of two urban social systems identified as key, the Institutional Political System and the Information-Communication System, in the three moments in which disasters are analyzed: response, repair and prevention. Our observation, from a systemic-communicational perspective, aims to increase social reflexivity on a production model, accounting for the complexity of a grammar of adaptation to climate change, focusing on private and public responsibilities and the defense of human rights, biodiversity and public and private infrastructure, overcomes inefficient and technocratic responses and prefigures an adaptation to climate change that focuses on sustainability.La provincia de Córdoba, constituye uno de los polos de desarrollo del modelo agropecuario basado en transgénicos-agrotóxicos-siembra directa-commodities implementado en Argentina. Está ubicada en la región para la que el Panel Intergubernamental sobre de Cambio Climático (IPCC) ha pronosticado hace más de 10 años la ocurrencia de precipitaciones extremas, consecuentes inundaciones y necesidades de adaptación específicas. El trabajo pretende problematizar los límites de la gestión del riesgo en dicho contexto a partir del análisis de un caso concreto, la ciudad de Jesús María frente a la inundación del año 2015. A tal fin, presentamos en detalle la sistematización de las acciones/comunicaciones de dos sistemas sociales urbanos identificados como claves, el Sistema Político Institucional y el de Información-Comunicación, en los tres momentos en que se analizan los desastres: respuesta, reparación y prevención. Nuestra observación, desde una perspectiva sistémica-comunicacional, aspira a aumentar la reflexividad social sobre un modelo de producción, dando cuenta de la complejidad de una gramática de la adaptación al cambio climático que, haciendo foco en las responsabilidades privadas y públicas y la defensa de los derechos humanos, la biodiversidad y la infraestructura pública y privada, supere respuestas tecnocráticas y prefigure una adaptación al cambio climático que haga eje en la sustentabilidad.
Abstract
The province of Córdoba is one of the poles of development of the agricultural model based on transgenic-agrotoxicos-direct seeding-commodities implemented in Argentina. La producción de líderes políticos situados en dos comunidades políticas mexicanas
This paper analyzes the historical conditions that allowed two very different geographic, organizational and economic spaces to develop important similarities in the production of complex agrarian leaderships; on one hand, the agrarian community of Zirahuén in Michoacán, centered in the political figure of Marcos Paz Calvillo; on the other, the Campos ejido in Colima with its leader, Armín Núñez Meza. These organizations are examined as perennial political communities in which local history and the biographies of the subjects studied emerged through an ongoing process of production and dispute. Based on our ethnographic results we propose the notion of situated political leadership in these communities; the degree of influence exerted by such leaderships depends largely on the objectives, spaces, publics and specific historical conditions of their respective formation.En este escrito reflexionamos sobre las condiciones históricas que influyeron para que en dos espacios geográficos, organizativos y económicos distintos existan importantes similitudes en la producción de complejos liderazgos agrarios. Por un lado, la comunidad agraria de Zirahuén en Michoacán, nos centraremos en la figura política de Marcos Paz Calvillo; por el otro el ejido de Campos, Colima con Armín Núñez Meza. Estas organizaciones son analizadas como comunidades políticas perennes, en las cuales su propia historia y las biografías de los sujetos estudiados estuvieron en constante producción y disputa. Con base en nuestros resultados etnográficos proponemos la noción de liderazgos políticos situados, cuyo rango de influencia depende, en gran medida, de los objetivos, espacios, públicos y condiciones históricas específicas de sus respectivas formaciones.
