The theme of our 2005 Law Week 
Celebration is NCCU Legal Eagles: The Sky 
Has No Limits. This is indeed a fitting 
theme for this year's event, the last one 
under my tenure as dean. When I 
accepted the deanship, my immediate 
vision for the Law School was quite 
simple: to raise our expectations of each 
other. As students, faculty, staff, alumni 
and friends, we responded positively and actively to advance many 
aspects of our program. 
Student enrollment has grown and resulted in an increase in revenue 
and faculty positions. We now offer a varied array of elective 
courses. Our clinical legal experience program has expanded from 
three to seven different choices. Bar passage rates have stabilized 
at a respectable level. 
Fund~raising is at an historic level for the Law School, and we will 
soon celebrate another milestone event: the comprehensive 
renovation and expansion of the Albert L Turner Law Building. At 
the completion of the project, students, faculty and staff will return 
to a tremendously enhanced learning and teaching environment. A 
brand new "Great Hall," additional classrooms and computer labs, 
new technology, and most importantly, a new HV AC system are 
only a few of the eagerly~awaited changes. 
Remember and live this year's theme: NCCU Legal Eagles: The Sky 
Has No Limits. As students, faculty, staff, alumni and friends, please 
continue to positively and actively promote the Law School.

On behalf of the students of North Carolina 
Central University School of Law, welcome to 
LawWeek2005! 
The mission of NCCU School of Law can be 
summed up in the maxim: "Celebrating 
Diversity, Advancing Justice." NCCU has a 
distinguished history of providing opportunity, while producing attorneys who 
serve the greater community of North Carolina and beyond. 
Every year, Law Week provides us an opportunity to celebrate all that the 
School has to offer, reflect on past achievements and look forward to the future. 
That future could not be brighter as we look forward to the completion of the 
newly-renovated Albert L. T umer School of Law Building. The North Carolina 
Mutual Life building has proven to be more than adequate as a temporary 
home. However, the new facility boasts a large increase in instructional space 
and the most advanced technological equipment available. 
Please join us this year as we proclaim that at NCCU School of Law, "The Sky

greetings on behalf of the 2005 Law Week 
Committee. 
During Law Week, the Legal Eagles show 
gratitude to the many organizations, groups 
and individuals who support the vision to sustain the tradition of excellence 
at the Law School. It is also a time to recognize our alumni who have made an 
impact on the legal profession. Through this period of transition at the Mutual 
building, we learned that NCCU School of Law is not bound by stereotypes, 
statistics, or the sticks of a building. It is the learning and growing through 
education that enlarges our minds for life's journey. Law Week 2005 is 
dedicated to the renewal of Central' s legacy of granting young lawyers a life of 
distinction-a limitless life in advocacy. 
NCCU School of Law is many things-a historically black college &:: 
university, an institution providing an equal chance for learning, a school of 
opportunity. Eagles, it is time to move beyond opportunity to achievement. 
Unlike the past , the future has no limits. Our graduates hold positions from 
the governor's mansion to the legislature, from the attorney general to the 
district attorney's office, from the corporate boardroom to the classroom , 
Central's legacy is firm. It is time for us to reflect on tradition, renew our

"Former PBAPers" currently at the law School 
2005 marks the 20th anniversary of the Performance/ Based 
Admissions Program (PBAP). The pilot program for the first PBAP 
class took place in the summer of 1985, funded by a grant from the 
Law School AdmissionService (LSAS). 
This conditional admissions program, for a approximately thirty/ 
five applicants yearly whose credentials do not qualify them for 
unconditional admission but whose records nonetheless show 
promise of success, has produced many esteemed alumni of the 
Law School. Applicants selected for this program have an 
opportunity to gain admission for the fall semester through their 
performance in a two/week, non/credit summer program.

Participants do not apply separately to the program. 
Admission to PBAP is made on a rolling basis. Therefore, 
prospective students are encouraged to apply to the Law 
School early in the admission cycle, which begins October 1st. 
PBAP participants spend two weeks in the summer in a 
classroom setting where experienced faculty members give 
them instruction in one substantive law school course and a 
writing course. Additionally, participants learn basic skills: 
how to prepare for class; how to organize and outline course 
material; and how to answer legal questions. The decision to 
admit a PBAP participant to the Law School in the fall is based 
on their performance on examinations and his/her law school 
application file. 
The Admissions Committee selects the participants from 
those applicants who apply to the Day Program. The 
Admissions Committee considers the following factors when 
deciding who will be invited to participate in the program: (1) 
a history of below average standardized test scores followed 
by successful academic performance; (2) marginal 
academicperformance but above average standardized test 
scores; (3) work experience; (3) a significant time lapse 
between the undergraduate degree and law school application; 
( 4) completion of other advanced degrees; and (5) a socio~ 
economically disadvantaged background. 
PBAP at NCCU School of Law is very unique compared with 
conditional admissions program at other law schools. The cost 
is minimal and the small class size allows individual attention 
by the faculty.

Keynote Speaker 
William M. Polk '99 is the director of the Victims and Citizens 
Services Section of the Attorney General's Office and a former PBAP 
student. Polk is a native of Harrisburg, N.C. He received his B.A. in 
Political Science/Criminal Justice Concentration from North Carolina 
State University in 1996, and his J.D. from North Carolina Central 
University School of Law in 1999. He is admitted to the N. C. Bar and 
U.S. District Court for the Eastern District of North Carolina. 
Before joining the Attorney General's Office, Polk's previous 
experiences included working for the Office of the Governor as a 
policy analyst. Currently, he is the Attorney General's Designee to 
the Council for Women/Domestic Violence Commission, and the 
chair of the Workplace Committee. He serves on the N.C. Child~ 
Well Being and Domestic Violence Task Force. Polk has been 
recognized for his legislative efforts by being awarded the Legislative 
Advocacy Award by the North Carolina Coalition Against Domestic 
Violence. 
He is married to Sharlini Sankaran and has a daughter, Nisha.

G.K. Butterfield '74 is a native of eastern North Carolina. His undergraduate
studies at North Carolina Central University were interrupted when he was drafted
into the U.S. Army. Serving in the Army as a personnel specialist, Butterfield was
honorably discharged two years later with the rank of Specialist E-4.
Butterfield returned to North Carolina Central University and graduated with
degrees in sociology and political science. He then graduated with a J.D. from North
Carolina Central University School of Law before entering a private law practice until
he was elected to the North Carolina Superior Court bench in November 1988.
Butterfield served as a resident superior court judge for twelve years before be-
ing appointed to the Supreme Court of North Carolina by Governor Michael F. Easley
'76. Butterfield was defeated in the following election and subsequently appointed as
a special superior court judge where he served until stepping down early in 2004 for
his successful run for Congress. Butterfield is a past president of the North Carolina
Association of Black Lawyers and he filed several successful voting rights lawsuits
that resulted in the election of black elected officials in eastern North Carolina.
Butterfield was elected with 71% of the vote in a special election in July 2004
and serves as a member of the House Committee on Agriculture and the House Armed
Services Committee. In addition, Butterfield also serves on the prestigious Demo-
cratic Steering and Policy Committee.
