CONSIDERAÇÕES TEÓRICAS SOBRE O CONSELHO DE DEFESA SULAMERICANO: A SEGURANÇA REGIONAL A PARTIR DO REALISMO, DO LIBERALISMO E DO CONSTRUTIVISMO
Full text linkExiste un debate en el área de estudios sobre la seguridad regional en América del Sur en elcual se presentan distintas interpretaciones sobre la medida en la cual la cooperación o el conflicto caracterizan el actual contexto estratégico regional. En particular, se ha discutido sobre si el Consejo de Defensa Sudamericano (CDS) refleja relaciones de poder o si, por el contrario, representa avances cooperativos. Este trabajo traduce dicho debate en términos teóricos, proponiendo el siguiente interrogante: ¿responde el CDS a una lógica realista, liberal o constructivista? Abogando por un equilibrio entre escepticismo y optimismo, argumentamos que existen explicaciones razonables de origen realista y liberal sobre los motivos que llevaron a la creación del CDS. En contraste, la especificidad de la cooperación que está construyendo el organismo se entiende mejor desde el liberalismo y el constructivismo. El primero explica el componente de la seguridad cooperativa mientras que el segundo fundamenta la intención de construir una identidad estratégica regional. Hacia el final, retornamos al realismo para comprender el otro lado del concepto estratégico en conformación: la disuasión hacia afuera, relacionada con los potenciales conflictos con actores estatales extra regionales.Existe um debate na área de estudos sobre segurança regional na América do Sul, no qual se apresentam diferentes interpretações sobre a medida na qual a cooperação ou o conflito caracterizam o atual contexto estratégico regional. Em particular, tem se discutido se o Conselho de Defesa Sulamericano (CDS) é um reflexo das relações de poder ou se, pelo contrário, ele representa avanços cooperativos. Este trabalho traduz esse debate em termos teóricos, propondo a seguinte interrogação: responde o CDS a uma lógica realista, liberal ou construtivista? Defendendo um equilíbrio entre ceticismo e otimismo, argumentamos que existem explicações razoáveis de origem realista e liberal sobre os motivos para a criação do CDS. Em contraste, a especificidade da cooperação que o órgãoestá construindo é melhor compreendida a partir do liberalismo e do construtivismo. A primeira teoria explica o componente de segurança cooperativa enquanto a segunda fundamenta a intenção de construir uma identidade estratégica regional. IMPACTS OF THE 2008 FINANCIAL CRISIS AND THE 2011 EUROZONE CRISIS ON INVESTMENTS IN RENEWABLE ENERGY
Full text linkO presente artigo busca discutir como a crise financeira internacional de 2008 impactou os investimentos em energia renovável para a produção de energia elétrica no mundo. Analisa-se como a energia renovável pode ser considerada politicamente estratégica e importante investimento na geração de energia, destacando sua conexão com a segurança energética e os desafios ambientais, a necessidade e potencial de investimentos no setor; Em seguida, discute-se como a crise financeira de 2008, seguida pelacrise na Eurozona em 2011 afetaram os investimentos em energia renovável. Percebe-se que podemos categorizar a crise de 2008 como uma importante variável interveniente quando analisados os investimentos entre 2004 e o segundo trimestre de 2015, e considerando a crise na Eurozona relacionada à primeira. A pesquisa quantitativa foi feita com base em dados fornecidos da IRENA (International Renewable Energy Agency) e do BNEF (Bloomberg New Energy Finance), entre 2004-2015, e qualitativamente, por uma revisão sistemática analítica da literatura especializada, destacado um maior estímulo dos investimentos no mercado global de energia limpa onde economias emergentes (como a China) compensam, ainda que parcialmente, a redução dos investimentos em países desenvolvidos.This paper aims to discuss how the international financial crisis of 2008 has impacted on the investments in renewable energy for electricity production in the world. It analyzes how renewable energy can be considered a strategic and important investment in power generation, highlighting its connection to energy security and environment challenges, the need and potential of investments in the sector; then, it discusses how the crisis of 2008 has affected investments in renewable energy in the world, followed by the Eurozone crisis in 2011. It can be seen that we can characterize the financial crisis of 2008 as an important intervening variable when analyzing investments between 2004 and the second quarter of 2015, consideringthe Eurozone crisis of 2011 related to the previous one. The qualitative research was based on IRENA (International Renewable Energy Agency) and BNEF (Bloomberg New Energy Finance) data, between 2004-2015, and the qualitative research was developed in a systematic analytical review of specialized literature, highlighting the greater stimulation of investments in the global clean energy market where emerging economies (especially China) compensate, even partially, the slowdown of investments in developed countries
UMA ANÁLISE CRÍTICA ACERCA DA ABORDAGEM DOS SISTEMAS-MUNDO: AGÊNCIA INDIVIDUAL OU CONSTRANGIMENTOS SISTÊMICOS?
Full text linkThis article observes the approach of world-systems through the critical lens of International Relations, as the prospects established by Robert Cox. In this sense, we have conducted the epistemological analysis of two instruments of world-systems, namely: the theory of hegemonic cycles and the concept of commodity chains, verifying if the critical aspects established by Cox are comprehended in these instrumentals. The final considerations aim to summarize the discussion of the conflict between agency and structure, in addressing the world-systems and the critical perspective. The main results of the article point tothe fact that the world-systems approach tends to value the structural tendencies of capitalism, linked to the slow variations of space and stemming from a broad historical trajectory. Robert Cox\u27s critical approach works with changes that stem from the action of social forces, ideas and institutions, emphasizing the temporal aspect and the capacity for agency.O presente artigo observa a abordagem dos sistemas-mundo através das lentes críticas das Relações Internacionais, conforme a perspectiva estabelecida por Robert Cox. Neste sentido, realizamos a análise epistemológica de dois instrumentais dos sistemas-mundo, quais sejam: a sucessão dos ciclos hegemônicos e as cadeias de commodities, verificando se os aspectos críticos estabelecidos por Cox estão presentes nestes instrumentais. As considerações finais do trabalho visam sintetizar o conflito entre agência e estrutura, na abordagem dos sistemas-mundo e na perspectiva crítica. Os principais resultados do artigo apontam para o fato de que a abordagem dos sistemas-mundo tende a valorizar as tendências estruturais do capitalismo, ligadas às lentas variações do espaço e provenientes de uma ampla trajetória histórica. Já a abordagem crítica de Robert Cox trabalha com mudanças que provêm da ação das forças sociais, das ideias e das instituições, enfatizando o aspecto temporal e a capacidade de agência

The first handles the definition and conceptualization of in-vitro fertilization (IVF), and it explains its operation through a scientific outlook, as well as it reports the issue of in-vitro fertilization in Comparative Law. The second part explains the function of the Inter-American Court of Human Rights, as well as a vision of their decisions. The third part explains the issue of Costa Rica regarding its prohibition of the method of in-vitro fertilization in the country and the effects of that decision.O artigo discute a questão da fertilização in vitro a partir da decisão da Corte Interamericana de Direitos Humanos contra a Costa Rica e é dividido em três partes. A primeira cuida da definição e da conceituação da fertilização in vitro, bem como explica seu funcionamento por meio de um panorama científico, isto sem mencionar que relata a questão da fertilização in vitro no direito comparado. A segunda parte do texto é voltada a explicar a função da Corte Interamericana de Direitos Humanos, bem como uma visão de suas decisões. A terceira parte explica a questão da Costa Rica quanto à proibição do método da fertilização in vitro em seu país e os efeitos de referida decisão
Uma análise da epistemologia e metodologia da “Teoria dos Paradigmas” de Amado Cervo
Full text linkAmado Cervo is a leading exponent in Brazilian academic field of International Relationsand Brazilian Foreign Policy studies. Far beyond his works on History of Brazilian International Relations, Cervo has presented a singular theory of International Relations that uses “concepts” (instead of “Theories”) as a milestone to understand International Relations. Cervo also creates the “Paradigms Theory” to explain History of Brazilian International Relations. This study aims to evaluate how virtuous is the path taken by Cervo using strictly epistemological and methodological tools. In conclusion, the theoretically framed contribution of Cervo’s thoughts cannot stand solidly against an epistemological or methodological analysis.Amado Cervo é reconhecido expoente na produção acadêmica brasileira em RelaçõesInternacionais e também sobre Política Externa do Brasil. Para além do trabalho sobre História das Relações Internacionais (RI) do Brasil, Cervo ofereceu à academia brasileira uma teoria própria de interpretação de RI em que afirma que o uso de “Conceitos” seria mais apropriado do que de “teorias explicativas” mais abrangentes. Também é de Cervo a explicação baseada em “Paradigmas” da Política Externa Brasileira. Este artigo se pergunta o quão correto é o esforço de Cervo do ponto de vista epistemológico e metodológico para afirmar que nenhuma das duas inovações de Cervo é sustentável do ponto de vista epistemológico
A China e as disputas no Mar do Sul: Entrelaçamento entre as dimensões regional e global
Full text linkThis article aims to investigate the regional and global dimensions of the territorial disputes in the South China Sea. The central argument is that the regional dispute is part of a conflict between the USA and China in a context of power transition in the international system. While the US seeks to contain China\u27s rise, China seeks to ensure its own safety and lead the regional integration processes. In turn, to recreate the Sinocentric system, the Chinese cannot legitimize the US strategy for the region.O presente artigo tem por objetivo investigar as dimensões regional e global das disputas territoriais no Mar do Sul da China. O argumento central é que o litigio regional é parte de um enfrentamento entre a China e os EUA num contexto de transição de poder no sistema internacional. Enquanto os EUA buscam conter a ascensão chinesa, a China busca garantir sua segurança e liderar os processos de integração regionais. Por sua vez, para recriar o sistema sinocêntrico, os chineses não podem legitimar a estratégia estadunidense para a região
TEORIA CRÍTICA COMO ABORDAGEM PÓS-METAFÍSICA DOS DIREITOS HUMANOS
Full text linkWhen it comes to human rights, the main issue raised is its lack of efficacy. One possibility is neglected: the questioning of the prevailing conception of human rights. From this assumption, which also serves as a justification, the present article has as objective the mapping of the critical theory in human rights’ context, having the dialectic method as framework. The problemthat guides the research is, therefore, why do human rights in its traditional form work on paper only, remaining empty promises? In what way can the critical theory of human rights work on the effectiveness, or lack thereof, of these rights? By affirming the necessity of this critic, an epistemological alternative to the traditional theory is proposed through the exploration of the possibilities of the critical theory of human rights as a new referential, now closer to the concrete reality of human struggles and reactions, with the opposition of these two theories.O principal problema levantado quando o assunto é direitos humanos diz respeito à sua falta de eficácia. Uma possibilidade é pouco explorada: o questionamento da própria concepção dominante dos direitos humanos. A partir desse pressuposto, que serve também de justificativa, o presente artigo tem como objetivo o mapeamento da teoria crítica no contexto dos direitoshumanos, estruturando-se sob o método dialético. O problema que norteia a pesquisa é, então, por que os direitos humanos pensados tradicionalmente não saem do papel e permanecem promessas vazias? De que maneira a teoria crítica dos direitos humanos pode atuar na efetivação desses direitos? Com a afirmação da necessidade dessa crítica, propõe-se uma alternativa epistemológica à teoria tradicional dos direitos humanos, explorando, pela oposição entre as duas, as possibilidades da teoria crítica dos direitos humanos como um novo referencial, dessa vez, mais próximo da concretude da realidade das lutas e reações humanas
ATORES, PROCESSOS E DIFERENÇAS CONCEITUAIS NOS DEBATES SOBRE “SOCIEDADE CIVIL GLOBAL”
Full text linkThis paper intends to show a recent diversification in the IR literature on the debates about the idea of a “global civil society”, which follows to some extent the receding expectations on the globalization processes and governance mechanisms. Throughout this paper, we present the definitions that have set the debate after the end of the Cold War, as well as some problematic questions pointed by the critical theoretical perspectives (specially about the legitimacy and power of the actors of civil society, and about the possibilities of emancipation and/or domination inside these arenas of transnational articulations). Finally, we propose that the idea of a “global civil society” can be best understood considering the distinction of two broad dimensions of non-state political action beyond national borders, with diverse interests and strategies (hegemonic/top-down and counterhegemonic/bottom-up) that could either complement or oppose each other.O artigo aponta que a discussão sobre a emergência de uma “sociedade civil global” – dominada pelas perspectivas liberais na década de 1990 - se diversificou na última década e, em certa medida, refletiu o retrocesso das expectativas em torno dos processos de globalização e mecanismos de governança. Ao longo do texto, apresentam-se as definições que estabeleceram os termos do debate no pós-Guerra Fria e apontam-se algumas problematizações que surgiram a partir de vertentes teóricas mais críticas (a legitimidade e o poder dos atores da sociedade civil e o potencial de emancipação e/ou dominação contidos nestas arenas de articulação transnacional). Propõe-se que a ideia de uma “sociedade civil global” pode ser mais bem entendida a partir da distinção de duas grandes dimensões de atuação política não-estatal além das fronteiras nacionais, com interesses e estratégias diversas (hegemônicos/top-down e contra-hegemônicos/bottom-up), que podem se complementar ou se contrapor
