    No full text
The purpose of this paper is to analyze and evaluate the implementation of OECD principles and practices for Corporate Governance in Public Enterprises in Kosovo, as well as to present the divergences of Corporate Governance between Central Public Enterprises and Local Public Enterprises. The study is based on primary and secondary data, where the latter are findings from overviews and reports of international organizations. Was used qualitative research methods, through interviews and the comparison method in order to identify the advantages and disadvantages of the CG in Public Enterprises with different ownership. The findings and results show that in Kosovo there is a low application of the OECD principles and there is a marked lack of entrepreneurs in the leadership of Public Enterprises. The legal loopholes and large debts of Enterprises to TAK have been identified as the main weaknesses of the CG. Public Enterprises in Kosovo are important for the local economy as they number about 10,152 employees or about 3.1% of the total employees in Kosovo. The only success we can mention is the separation of ownership from control, as among the fundamental issues of the CG. The study concludes that the differences between Central and Local PEs lie in the reporting and monitoring process, where Central PEs are monitored by Unit for Monitoring Public Enterprises and report to the Assembly of Kosovo, while Local NPs de facto have no monitoring, but only report to the Municipal Shareholders

    No full text
This study examines Feminist Foreign Policy (FFP) in the European Union (EU). It aims to define FFP and assess the EU\u27s stance on it. Key findings include: There isn\u27t a clear definition of FFP, but it generally involves including women and girls in foreign policy and empowering them in decision-making. Although some EU member states like Sweden and France have adopted feminist foreign policies, the EU itself seems unprepared for a comprehensive FFP. The current geopolitical climate poses challenges, but there is still room for progress. Adopting an FFP at the EU level could lead to a more peaceful world, ensuring equal rights and opportunities for everyone, regardless of gender, age, ability, race, or sexual orientation. This conclusion underscores the need for continued efforts toward gender equality within the EU and the potential benefits of a unified feminist approach to foreign policy

Combating self-disinformation – developing the global network of knowledge cells

    No full text
.A leading researcher at MIT has described disinformation as one of the greatest threats to humanity. The international community and, as far as we are concerned, the European Union and NATO member states, would do anything to suppress disinformation. The results, as many believe, are questionable. The biggest problem is that the categorization as disinformation is mostly interest-based . In our opinion, there are also gaps in the research on the mechanism of disinformation. According to our research, the situation is further complicated by the emergence of the phenomenon of self-disinformation. Its “victims” are political actors who believe their own disinformation, which is directed against parties with opposing interests. Self-disinformation goes hand in hand with the rapid spread of emotional politics and the behavior of politicians as influencers. We approach this situation from three angles. The first is to re-clarify the content and context of such forgotten basic concepts as signal, data, information, meaning-signalsymbol, system, coordinates of existence, etc.). Here we must admit that our method is the transformative research approach that helps to bring order to the swirling theories on a philosophical and logical level. The second point is the role of disinformation in the development of belief systems. The third point is the liberation and totalization of disinformation. In the era of the globalization of AI technology, we need to examine the potential role of AI in both the creation and suppression of self-disinformation. Based on the above analyzes, we come to a surprising conclusion: the political elites, unable to reform themselves and wandering in the purple fog of self-disinformation, will be led back to the right path by the masses armed with a global network of knowledge cells
