Reviewing the Administrative Procedures from a Digital Transformation Approach
State administrative institutions bear the responsibility not only for the exercise of public authority but also for the provision of services to the citizens of a given country. This fundamental function is carried out by administrative institutions at both the local and central levels through a multitude of processes embedded within the formal framework of administrative law, more specifically within administrative procedure. In this sense, the state administration, through a series of closely interrelated procedural actions, seeks to address the needs and legal interests of citizens. In pursuit of greater efficiency and effectiveness in the delivery of public services, significant efforts have been undertaken over the past decades toward the digitalization of administrative procedures. In many contexts, this process has yielded notable achievements in providing faster, cheaper, and more transparent services for citizens. However, countries in transition continue to face numerous challenges in ensuring the efficient and effective implementation of administrative procedures, as well as major shortcomings in legal and structural infrastructure. Against this backdrop, the present study seeks to examine the capacity of administrative institutions in Kosovo to integrate technological advancements for the purpose of improving the quality of service delivery and addressing the legal interests of citizens. Using legal-dogmatic, analytical, and qualitative methods, the research has identified substantial gaps in the application of electronic governance to the protection and fulfillment of citizens’ rights and legal interests in Kosovo
The Role and Importance of Forensic Methods in Criminalistics: The Case of Kosovo
This study explores the role and significance of forensic methods within the field of criminalistics, with a particular focus on the context of Kosovo. In an era where crime is becoming increasingly complex and organized, the application of modern scientific and technological methods is essential in the fight against criminal activity. Forensics, as a key supporting discipline in criminal investigations, assists in the collection, preservation, analysis, and interpretation of physical evidence, thereby making the investigative process more accurate and reliable. The aim of this research is to provide a clear overview of how forensic methods contribute to the identification and resolution of criminal offenses in Kosovo. The paper examines the relationship between criminalistics and forensic science, emphasizing the need for well-trained human resources, advanced technical equipment, and a multidisciplinary approach to investigations. It also addresses the historical development of forensic science both globally and within Kosovo. The study highlights the necessity of improving the technical-scientific capacities of investigative institutions in order to enhance the efficiency of the criminal justice system. Furthermore, it underlines the importance of keeping these institutions aligned with ongoing scientific and technological advancements, ensuring the application of internationally standardized methods in criminal investigations.In conclusion, this research aims to contribute to a deeper understanding of the critical role forensic methods play in evidentiary processes and to offer recommendations for their further advancement and effective adaptation within the specific conditions of Kosovo’s criminal justice system
Compulsory Share of Inheritance and its Infringement
The compulsory share of inheritance and infringement of this share is a matter of special importance for the inheritance law in the Republic of Kosovo. One of the grounds for inheritance is through will. This ground to acquire inheritance or the freedom to draft a will nowadays is accepted in all rights. Every rule has its exceptions. The property disposition is limited in the real law as the contractual freedom is limited in the law on obligations. Similarly, the right-freedom of will is limited in all legal systems. The inheritance law recognizes mechanisms over limitation of disposition though will, the most known and efficient way is the compulsory share. Namely, pursuant to imperative norms it is established that the decedent cannot dispose freely with one share of hereditary property, as it belongs to certain persons despite the decedent’s willingness. Persons who are guaranteed this share of inheritance are called compulsory heirs and they have available appropriate measures to acquire this right on compulsory share, if it is infringed
Motivation for English Language Learning Among Macedonian Academic Staff: Demographic Differences and Key Motivational Drivers
The study investigates the motivation for English language learning among academic staff in North Macedonia, with a focus on demographic differences and key motivational drivers. Drawing on data from 72 respondents across public and private universities, an adapted Attitude/Motivation Test Battery (AMTB) was used to measure both instrumental and integrative motivation. The results reveal that younger academics (\u3c 40) exhibit stronger instrumental motivation linked to career progression and international academic mobility, while female academics report slightly higher integrative motivation emphasizing social and cultural engagement. Academic rank also shapes motivational patterns: full professors demonstrate the highest instrumental motivation, reflecting their focus on research productivity and collaboration, whereas assistant professors show comparatively higher integrative motivation. The most significant motivational drivers were career advancement, participation in study visits, and opportunities abroad, while certification requirements (FCE, IELTS, TOEFL) emerged as less motivating. These findings highlight the need for tailored English language learning support that accounts for demographic-specific motivational profiles and balances both instrumental and integrative dimensions to enhance academic and professional outcomes in higher education
Composing a piece for a new instrument: the case of the Octo – a work in progress
This article intends to describe the compositional approach I have been taking in order to write a chamber music piece for the octo – a new instrument from the electric guitar family, invented by Liburn Jupoli and crafted by Ari Lehtela. The compositional process took an experimental approach that entailed the creation of strategies to compose music for an instrument that is not yet mass produced and which I, as the composer, have never seen in real life and to which not much music has been composed yet, aside from the music composed by its own inventor. The knowledge I gathered about the instrument is based on conversations with its inventor, his own book about the instrument, and recordings he has provided. As I started writing for the instrument, I begun gathering my own reflections about the organological characteristics of the instrument and their impact in the compositional process. This is a work in progress, as later on I will conduct laboratorial work with the instrument and be able to test the music I have created for it
The post-Genre paradigm in composition and performance for the “Liburn Jupolli Ensemble”
This article examines the concept of post-genre composition for the “Liburn Jupolli Ensemble,” an approach that aims to transcend the traditional boundaries of musical genres through the combination of experimental, electroacoustic, and orchestral practice techinques. Rather than treating genre as a fixed category and the interaction/creative practices are not bound by one format of performance, composition and notation. The article proposes a new model where interactions between musician and composer are treated accordingly to the genre the instrumentalist is accomodated with. With musicians that read notation, the use of classical notation, with musicians that dont read music the use of graphic scores, sound painting, suggestive notation and direct musical cues that are composed while the musician works with the composer in the studio etc. This form of “composition as an interactive network” draws on principles inherited from compositional and music making practices in the 20th and 21st century where practice and technology become intertwined. Examples as afformentioned include a hybrid of Walter Thompson Sound painting, chance music, graphic notation, John Zorn game-pieces and “Cobra”, file-Card / Fragmented Composition , conducted imporvisation on top of a already composed musical layer or a already composed musical form from 2-3 or more layers, Layered / Staged Process Composition, Gesture-Augmented Graphic Score “Liburn Jupolli Ensemble” serves as a performative laboratory where acoustic instruments, synthesizers, and digital interfaces create a new collective language unbound by formats that make up genres, and unbound by genres that define a certain combination within the works themselves, within the structure of an album and within the collaborative effort of musicians. The article documents the development of this practice, compositional examples, and its impact on the concept of “interaction as a genre” in 21st century music
Combating disinformation by democratic states through digital diplomacy
In the digital age, misleading and inaccurate information spreads easily, with the aim of deliberately misleading and influencing target populations, causing costly consequences. One of the main benefits of digital diplomacy is its usage by democratic states to combat disinformation, the exploration of which is the purpose of the study. To conduct the research, qualitative methods were applied, namely case studies and document analysis. The main findings show that disinformation is being cultivated mainly in authoritarian states, which aim to increase uncertainty about global events. Meanwhile, democratic states make ongoing efforts to implement laws on digital strategies to combat it. Government institutions and diplomatic missions with limited resources find digital diplomacy useful to respond to, anticipate, and prevent disinformation campaigns that damage the state’s image. The implications of the research are that digital diplomacy tools are also used to spread it, bringing complications in international relations that require careful management
Promotion of Sexual Health as a Component of Overall Health System Sustainability – Literature Review
Sexual health represents a fundamental dimension of individual and social wellbeing. However, it is often undervalued in healthcare policies, affecting the capacity of health systems to remain sustainable and resilient to challenges such as demographic changes, health crises, and cultural stigmatization. Aim To examine the role of promoting sexual health as an integrative component of health system sustainability, by identifying best practices and the challenges that hinder its implementation. Methodology A review of the literature published in scientific databases (PubMed, Scopus, Web of Science) during the period 2010–2025 was conducted. Articles, reports from international organizations, and policy guidelines related to the promotion of sexual health and its impact on the sustainability of health systems were included. Results The review revealed that integrating sexual health into public policies and health programs improves access to services, reduces the burden of sexually transmitted diseases, and contributes to gender equality. Moreover, countries that have implemented sustainable strategies for the promotion of sexual health report more resilient health systems in times of crisis, as well as broader community engagement in healthcare. The main barriers identified include lack of resources, social stigmatization, and insufficient cross-sectoral integration. Conclusions The promotion of sexual health is a key element in building sustainable and resilient health systems. Its inclusion requires an integrated approach that brings together policies, education, clinical services, and communities. Investment in this area not only improves individual and collective health but also strengthens the capacity of systems to respond to long-term challenges
Evaluating Expanded Uncertainty in Medical Laboratory Measurements: Enhancing Diagnostic Accuracy
Accurate measurement is the foundation of reliable diagnostic testing in medical laboratories. The concept of expanded uncertainty quantifies this variability, expressing a confidence interval within which the true value of a measured quantity is expected to lie. In the context of clinical diagnostics, understanding and minimizing this uncertainty is critical to ensure that physicians make decisions based on dependable data. In medical laboratories, the precision and reliability of diagnostic measurements are fundamental to ensuring effective patient care. This study investigates the concept of expanded uncertainty in measurement, an essential parameter that quantifies the range within which the true value of a measurement lies. By identifying and analyzing various sources of uncertainty, including instrument calibration errors, environmental influences, reagent variability, and operator performance, this research aims to improve understanding of how these factors collectively impact diagnostic accuracy. Emphasis is placed on statistical approaches for calculating expanded uncertainty and the implementation of quality assurance protocols that mitigate measurement errors. The findings contribute to establishing standardized methods for uncertainty evaluation, ultimately enhancing the credibility, reproducibility, and diagnostic value of laboratory test results
Comparison of volatile aroma compounds between flowers and leaves of Sambucus nigra from Kosovo
Sambucus nigra is a very popular and important medicinal and aromatic plant that is widely used for medicinal, nutritional, and cosmetic purposes. The chemical composition of the volatile aroma compounds was defined in the dried flos and dried leaves of Sambucus nigra, The plant material was collected in six different localities in Kosovo. The analysis was performed using gas chromatography–mass spectrometry (GC/FID/MS) on an HP5-MS column, equipped with an automated headspace (HS) system. 0, 3 g plant material (flower or leaf) was put in sealed vials, heated (80 ͦ C), and the gas phase was investigated. The results revealed that the flowers contained a higher variety of volatile compounds compared to the leaves. The predominant compound in all flower samples was menthol, followed by myrcene and benzaldehyde. The leaf samples were primarily characterized by the presence of menthol and benzaldehyde. Notably, leaf sample S5 exhibited a significantly lower menthol content (1.81%)
