    Activities of the All-Russian Research Institute of Agrochemistry are outlined in the field of the development of interstate, state, and branch certified reference materials for the composition of soils, forages, foods, and raw materials used in the certification of analytical procedures, verification and calibration of measuring instruments, and intralaboratory tests, as well as in the organization and fulfillment of interlaboratory comparison tests within the framework of the metrological support of Russia agrochemical service. It is shown that the All-Russian Research Institute of Agrochemistry has developed the system of metrological supply of analytical work, which is based on the methodology of the development and application of certified reference materials for the composition of soils and plant products, and applied it in the laboratories of Russian agroindustrial complex.Дан краткий обзор деятельности ВНИИ агрохимии в области разработки межгосударственных, государственных и отраслевых стандартных образцов состава почв, кормов, пищевой продукции и продовольственного сырья, применяемых для аттестации методик, поверки и калибровки средств измерений, внутрилабораторного контроля, организации и проведения межлабораторных сравнительных испытаний в рамках метрологического обеспечения агрохимической службы России. Показано, что на основе методологии разработки и внедрения стандартных образцов состава почв и растениеводческой продукции ВНИИ агрохимии создана и внедрена в лаборатории агропромышленного комплекса система метрологического обеспечения качества аналитических работ

    Actuality of the research. Development of standard samples (SS) of food colour content continues to be relevant to enhance safety and quality of food products, additives and other micro-ingredients as well as to deal with import substitution. Work objective. The objective of this work is to develop SS for the basic substance and toxic elements in the most frequently used in food technologies synthetic food colours: Tartrazine E102, Yellow Quinoline E104, Azorubine E122 and Ponseau 4R E124. Research techniques. Mass fraction of colour in the samples was determined by spectrophotometry as per 320502013 GOST Standard; colour samples for toxic elements were evaluated according to 26929-94 GOST Standard; content of lead and cadmium was determined by atomic absorption analysis defined in the GOST 30178-96, arsenic -by calorimetry as per GOST 26930-94, mercury - by flameless atomic sorption spectrometry according to MU № 5178-90, homogeneity and shelf life - in conformity with RMG 93-2009, GOST 8.531-2002 and Р 50.2.031-2003. Results. SS for the content of four food colours were developed based on the research findings.     Trends in development of reference materials (RMs) in Russia, in particular in the regulation and standardization, are described. As of December- 2015, Fifteen statutory and regulatory acts are valid in Russia in that field. The main principles of these acts to be harmonized with international requirements are discussed. Four interstate standards (for CIS country) based on ISO Guide 30, ISO Guide 31, ISO Guide 34, ISO Guide 35 are developed and issued in 2016 to harmonize activities in the RMfield. The main trend in the national and interstate standardization in the RM field is the harmonization with international RM documents (OIML, ISO). In 2015 190 new approved pattern certified reference materials (CRMs) of composition and properties of substances and materials were developed in Russia. The majority of new patterns of CRMs were developed for metallurgical, oil producing, refining and gas enterprises. Also CRM development for clinical diagnosis, pharmaceutics, ecological monitoring and production safety are still requested..     In order to manage the quality of OJSC "MMC "Norilsk Nickel" products the Centre of Certified Reference Material Development has developed and is currently successfully implementing a system of operations provision with interstate and state certified reference materials of nickel, cobalt and copper composition. The system wholly corresponds to modern metrological requirements. The Centre of Reference Materials Development, fulfilling leading function in the field of state certified reference material production and supply to the Company's operations, aims its activity both at the development of new types of certified reference materials in the form of metals and at widening the range of synthetic oxide certified reference materials. Developed for the first time, metallic state certified reference materials of nickel, cobalt composition with certified mass fractions of oxygen, hydrogen, nitrogen, sulfur and carbon were put into practice of the Company's analytical services work. Certified reference material use provides the possibility to take into account requirements of some consumers to the quality of nickel and produce by OJSC "MMC "Norilsk Nickel" and also helps to raise competitive ability of the products on the world metals market. Over recent years the Centre fulfilled the work on the development, certification in established order, approval and entering into the State Register twenty five types of state certified reference materials. Certified reference materials are intended for fulfillment of the analysis of chemical composition of nickel, cobalt and copper in terms of their conformity with both national and international standards
