The New Media Landscape in Bulgaria
Abstract:
This article situates the dynamics of the mass media transformations in
post-totalitarian Bulgaria in the context of the political and economic
conditions specific to the country. After an initial period of
proliferation of numerous party and independent publications, the highly
liberalized press market has entered a process of concentration. The
political parties represented in parliament have established themselves as
the only decision-making authority as far as the functioning of the national
radio and television institutions and licensing of private broadcasters are
concerned.

Cet article situe les transformations médiatiques de la Bulgarie
post-totalitaire dans le contexte des conditions politiques et économiques particulières à ce pays. Après une période initiale où prolifèrent de nombreuses publications partisanes et indépendantes, le marché de la presse hautement libéralisé entame un processus de concentration économique. Les partis politiques représentés au Parlement s'établissent comme la seule autorité pour la prise de décisions en ce qui a trait au fonctionnement des institutions nationales de radio et de télévision et l'octroi de permis aux radiodiffuseurs privés
Trade Integration and Communication Networks in Latin America
Abstract: Over the last few years, academic discussions about the state of communications in the Americas, particularly those discussions taking place in the northern part of the continent, sometimes slide into one or more of the following misunderstandings: the provincialist view, which considers the entire hemisphere to be involved in a single process of trade liberalization, like the NAFTA; the overly simplified view, which assumes that the southern countries are a homogeneous group, from the point of view of cultural and technical vistas; the belief that there has been no effort to integrate these countries' communications; and the globalist view, which aims at forgetting the profound peculiarities which radically differentiate American communications from those of the rest of the world. Keeping in mind these traps and dangers, in this presentation I would like to specify that there exist not one but many processes of trade liberalization affecting the Americas; introduce a view of the internal complexity and heterogeneity of the region; enumerate prior Latin American attempts at communications integration, looking at materials and goals; and present three peculiarities which differentiate the region from the rest of the world. Résumé: Depuis quelques années, les discussions académiques sur les communications dans les Amériques, particulièrement celles ayant lieu dans la moitié nord de ces continents, s'empêtrent parfois dans un ou plusieurs des quatre malentendus suivants: la perspective "provincialiste", qui croit que l'hémisphère entier est en train de s'engager dans un seul grand processus de libéralisation d'échange, à l'instar de l'Accord de libre-échange nord-américain; la perspective simpliste à l'excès, qui suppose que les pays du Sud sont homogènes, tant du point de vue culturel que technique; la croyance qu'il n'y a eu aucun effort d'associer les communications dans ces divers pays; et la perspective "globalisante", qui oublie les particularités profondes qui rendent les communications nord- et sud-américaines radicalement différentes de celles du reste du monde. Tenant compte de ces pièges et dangers, nous aimerions dans cet article spécifier qu'il n'existe pas qu'un seul processus de libéralisation d'échange touchant les Amériques, mais bien plusieurs; souligner la complexité interne et l'hétérogénéité de la région; décrire des tentatives antérieures en Amérique latine d'intégrer les communications, en se concentrant sur matériaux et objectifs; et présenter quelques unes des caractéristiques qui distinguent cette région du reste du monde
Walter Ong's Paradigm and Chinese Literacy
Abstract: Oral residues in Chinese written tradition were maintained by the ruling authorities for the facilitation of correct moral education of the masses, and propagated largely through the traditional learning methodology. When an overwhelming web of ideological control was tailored through the production and dissemination of standardized written texts, oral residues and restricted literacy acted as the agents for the maintenance of the established educational system and social order. This article applies and extends Ong's thesis of nine general features of oral mentality to the China example and explores the social impact of oral residues in a literate society. It concludes, through the study of China's case, that the social dynamics of communication technologies are determined not by the functions of the technologies, but by how the technologies are socially organized. Résumé: Les autorités dominantes maintinrent des vestiges oraux dans la tradition d'écriture chinoise pour faciliter l'éducation morale correcte des masses, et propagèrent ces vestiges en grande partie par la méthode d'apprentissage traditionnelle. Quand les autorités mirent en place un réseau de contrôle idéologique envahissant en produisant et en disséminant des textes écrits standardisés, les vestiges oraux et un alphabétisme restreint aidèrent à maintenir le système éducatif et l'ordre social établis. Cet article se rapporte à la thèse de Walter Ong sur les neuf caractéristiques générales d'une mentalité orale et l'applique à l'exemple chinois, tout en explorant l'impact social de vestiges oraux dans une société alphabète. L'article conclut, en faisant une étude du cas chinois, que les dynamiques sociales des technologies de communication sont déterminées non par les fonctions de ces technologies, mais par comment celles-ci sont organisées socialement
A Social History of Canadian Telecommunications
Abstract:
To appreciate the implications of recent government and regulatory decisions advancing competition in certain local network and long-distance telecommunications services, new regulatory and pricing mechanisms, and even an entirely new legal framework, it is necessary to recover the historical origins of the regulatory concepts and industry structures that are being deregulated out of existence, or said to be altered by technological
circumstances and economic imperatives. The purpose of this paper
is to reconstruct the historically specific, mainstay categories of the Canadian telecommunications system, such as private and public ownership, the split jurisdictional legal structure, the regulated natural monopoly concept, and other key regulatory principles. Furthermore, in order that the history of telecommunications policy can be considered on terms not reducible to economic imperatives, technological innovation or a discourse saturated with technical and legal jargon, this study considers the active role of labour unions and other social forces in shaping the early Canadian telecommunications regulatory environment.

Des décisions gouvernementales et réglementaires récentes ont mené à: la concurrence dans certains réseaux locaux et certains services de
télécommunications de longue distance; de nouveaux mécanismes de réglementation et d'ajustement des prix; et même un système législatif
complètement nouveau. Pour bien saisir les implications de
ces décisions, il faut étudier les origines historiques des concepts réglementaires et des structures industrielles que la déréglementation est en train de faire disparaître, ou que dit-on des circonstances technologiques et des impératifs économiques sont en train de transformer. L'objectif de cette étude est ainsi de reconstituer les composantes fondamentales et historiquement spécifiques du système canadien de télécommunications, telles que la possession publique et
privée, la structure législative divisée, le concept de monopole naturel réglementé et d'autres principes réglementaires de base. En outre, afin
de considérer l'histoire des politiques en télécommunications
d'un point de vue qui ne se réduit pas aux impératifs économiques,
à l'innovation technologique ou à un discours saturé de jargon légal et technique, cette étude tient compte du rôle actif qu'ont joué les syndicats et d'autres forces sociales à former l'environnement réglementaire initial
