Film Policy under MERCOSUR: The Case of Uruguay
No full textAbstract: This paper explores the cultural dimensions of regional integration that could result from the regional trade pact of the Latin American Southern Cone called MERCOSUR. The aim of this study is to understand whether cultural industries such as film can be aided by state policies that work to erase borders between neighbouring countries and to facilitate interchange and trade through regional integration. Despite grassroots mobilization by filmmakers, this cultural dimension of MERCOSUR has not been realized in any material fashion. This research explores the various reasons for the failure of this policy. The Uruguayan film industry serves as a case study of some of the obstacles to cultural integration. Résumé : Cette étude explore les dimensions culturelles d'une intégration entre pays dans le Cône sud latino-américain pouvant résulter d'un accord d'échange régional du nom de MERCOSUR. Le but de cet article est de comprendre si des industries culturelles comme le cinéma peuvent bénéficier de politiques d'état dont le but est d'effacer les frontières entre pays voisins et de faciliter ainsi les échanges de biens et services et la communication entre pays. Malgré un appel de mobilisation de la part de cinéastes, la dimension culturelle de MERCOSUR ne s'est pas réalisée de manière concrète. Cet article explore les diverses raisons de cet échec. L'industrie du film uruguayenne sert d'étude de cas pour recenser certains des obstacles à l'intégration culturelle
Silences and Lies: How the Industrial Fishery Constrained Voices of Ecological Conservation
No full textAbstract: In combination with historical research, this paper uses interviews of fishers, fishery workers, scientists, and Canadian Department of Fisheries and Oceans (DFO) enforcers and observers to recount the communication processes that occurred before the 1992 collapse of the cod fishery in Atlantic Canada. As the fishery industrialized over the course of the twentieth century, those who worked in the industry became increasingly segregated. Distinct discursive realms emerged, among them "fishers' vernacular," "scientific language," "product talk," and DFO's "official word." There was little dialogue between the groups and little collective opposition to the overfishing. DFO's "official word" claimed that the stocks were strong despite protestation to the contrary from several fishers' groups and DFO's own scientists. The outcome for the region was economically and ecologically devastating.

No full textAbstract: This paper offers a new definition of mass communication, one that embraces the Internet and its capacity to allow communication between individuals on a mass scale; decentralized broadcasting by means of the Web; and the traditional, centralized media of mass communication such as broadcasting and newspapers. It argues that such a redefinition affirms public access and relegates centralized broadcasting to a more appropriate, particular type of mass communication. It also discusses other redefinitional literature that focuses on the mass/interpersonal communication dichotomy. The paper is intended both to redefine and to encourage discussion of the significance of changing, modern communication technology. Résumé : Cet article propose une nouvelle définition de la communication de masse qui inclut : Internet et sa capacité d'assurer la communication entre individus à une échelle de masse; la radiodiffusion décentralisée que permet le Web; et les médias centralisés traditionnels de la communication de masse comme la radiodiffusion et les journaux. L'article soutient qu'une telle redéfinition permet de mettre de l'avant l'idée d'accès du public et relègue la radiodiffusion centralisée à un type particulier de communication de masse, ce qui semble plus approprié. Il discute aussi d'autres écrits proposant des redéfinitions portant sur la dichotomie « communication de masse/communication interpersonnelle ». Le but de l'article est à la fois de redéfinir la signification de technologies de communication modernes et changeantes et d'encourager la discussion de cette signification
Exploring Sociocultural Evolution: Intensive Modality and the Promise of the Third Sector
No full textAbstract: This paper seeks to articulate some of the frames, conditions, and alternatives for sociocultural evolution in the new millennium. Two frameworks are applied to this task: Francis Fukuyama's interpretation of historical process and Ervin Laszlo's concepts of intensive and extensive evolutionary modalities. In the context of the dynamics of the global economy, the paper considers the need to improve contemporary democracy, the role of artists in this struggle, and the importance of social networks and trust in underlining the functioning of society and economy. It also contemplates the possibilities of the voluntary sector as a realm where fiduciary arrangements give way to community bonds, and considers whether a social economy model could become an alternate institutional framework for civilizations in transition. Résumé: Cet article cherche à articuler certains des cadres, conditions et possibilités d'une évolution socioculturelle au début de ce nouveau millénaire. Pour accomplir cette tâche, il a recours à deux approches théoriques: l'interprétation de processus historiques de Francis Fukuyama et les concepts de modalités évolutionnistes intensives et extensives d'Ervin Laszlo. Dans le contexte de la dynamique de l'économie mondiale, cet article considère le besoin d'améliorer la démocratie contemporaine, le rôle des artistes dans cette tâche, et l'importance de réseaux sociaux et de confiance pour le fonctionnement de la société et de l'économie. L'article contemple aussi les possibilités du bénévolat, qui pourrait remplacer des arrangements fiduciaires par des liens communautaires, et se demande si un modèle d'économie sociale pourrait devenir un cadre institutionnel de remplacement pour les civilisations en transition
Trends in Canadian Newspaper Coverage of International News, 1988-2000: Editors' Assessments
No full textAbstract: Between 1988 and 2000, a series of comprehensive surveys were administered to the editors of Canada's daily newspapers, in order to obtain their views concerning Canadian news reportage of international events. The 1995 data demonstrated an editorial perception of a marked decline in the quality and quantity of international news coverage. The 2000 data pointed to a partial recovery. Canadian editors, however, remain convinced that it is only in local news reporting that newspapers have a comparative advantage over other mass media. This study acknowledges the reversal that may have occurred following the events of September 11, 2001; the series will resume with the aim of charting editorial perceptions following those events. Résumé : Entre 1988 et 2000, on fit remplir une série de sondages détaillés par les éditeurs de quotidiens canadiens, afin d'obtenir leurs points de vue sur le reportage canadien d'événements internationaux. Les résultats de cette recherche ont démontré que les éditeurs percevaient un déclin marqué dans la qualité et la quantité de la couverture d'actualités internationales. En revanche, les données de 2000 indiquent une remontée partielle. Les éditeurs canadiens, cependant, demeurent convaincus que c'est seulement dans la couverture d'actualités locales que les journaux ont un avantage par rapport à d'autres médias. Cette étude reconnaît le revirement qui a pu avoir lieu après les événements du 11 septembre 2001; la série reprendra avec le but de mesurer les perceptions d'éditeurs suivant ces événements
Global Governance, Global Culture, and Multiculturalism
No full textAbstract: A pivotal change has occurred: the great national cultures no longer govern the circulation of culture worldwide. True, the larger nation states still maintain their "cultural diplomacy" machinery (though continually reducing the related expenditures), but their influence on the circulation of culture is next to negligible. High-powered economic mechanisms actually dictate the rules of the game. Hierarchical, central culture-peripheral culture relationships have been replaced by global culture-local culture relationships, with local cultures here standing for any identity-based culture (national, regional, etc.). This paper points out five responses of local cultures to globalization, factoring in both internal and international concerns, and in conclusion addresses the fragility of culture-related issues and the long road ahead toward maturation of a global consciousness. Résumé: Un changement clé a eu lieu: les grandes cultures nationales ne dominent plus la circulation de la culture dans le monde. Il est vrai que les plus grands états-nations maintiennent leur machinerie de « culture diplomatique » (en réduisant cependant les dépenses qui s'y rapportent), mais leur influence sur la circulation de la culture est devenue presque négligeable. De puissants mécanismes économiques fixent couramment les règles du jeu. Les rapports hiérarchiques entre culture centrale et culture périphérique se sont fait remplacer par des rapports entre culture mondiale et culture locale. Dans ce contexte, on entend par culture locale toute culture identitaire (nationale, régionale, etc.). Cet article indique cinq réponses à la mondialisation de la part de cultures locales tout en tenant compte autant de problèmes internes qu'internationaux et, pour conclure, commente sur la fragilité de questions culturelles et le long chemin à parcourir jusqu'à l'avènement d'une conscience globale
