No full textΤο παρόν άρθρο ασχολείται με το θέμα της αλγοριθμικής εκτίμησης αντίκτυπου κατά τη χρήση τεχνολογιών τεχνητής νοημοσύνης, και την εφαρμογή της στην Ελλάδα, με βάση το περιεχόμενο του πολύ πρόσφατα δημοσιευμένου νόμου, του Ν. 4961/2022. Συγκεκριμένα, στο άρθρο αναλύεται ο μηχανισμός αυτός, αξιοποιώντας όλα τα στοιχεία που μας δίνει σήμερα η διεθνής βιβλιογραφία σε συνδυασμό με τις επιμέρους νομοθετικές προσπάθειες κάποιων χωρών και απαντώνται ερωτήματα όπως: Πώς ορίζουμε την αλγοριθμική εκτίμηση αντικτύπου; Υπάρχει νομοθετική ρύθμιση για αυτήν; Προβλέπεται και αν ναι με τί όρους σε χώρες του εξωτερικού; Τί θέση παίρνει η Ευρωπαϊκή Ένωση πάνω στο ζήτημα και τι προβλέψεις έχει κάνει έως τώρα; Ποια είναι η πιθανή εξέλιξη της; Η ανάλυση αυτή βρίσκει αναφορά στον πρόσφατα θεσπισμένο και ακόμη πιο πρόσφατα (αρχές του 2023) εφαρμοζόμενο ελληνικό νόμο 4961/2022, στις προϋποθέσεις που τίθενται για την εφαρμογή της αλγοριθμικής εκτίμησης αντικτύπου στη χώρα μας, τη σύγκριση με νομοθεσίες του εξωτερικού και της Ε.Ε., την έντονη κριτική που συνάντησε ο νόμος πριν τη ψήφιση του και τελικά τα συμπεράσματα που βγαίνουν σε σχέση με τον πολυπόθητο έλεγχο των αλγορίθμων της τεχνητής νοημοσύνης και πώς μπορεί αυτός να επιτευχθεί διασφαλίζοντας ταυτόχρονα την προστασία ανθρωπίνων δικαιωμάτων και ελευθεριών αλλά και την ανεμπόδιστη αξιοποίηση της ΤΝ

No full textΤο παρόν άρθρο εξετάζει συγκριτικά δύο διεθνή θεσμικά νομοθετήματα προστασίας προσωπικών δεδομένων: τον Γενικό Κανονισμό Προστασίας Δεδομένων (GDPR) της Ευρωπαϊκής Ένωσης και τον Νόμο για την Προστασία Προσωπικών Πληροφοριών (PIPL) της Λαϊκής Δημοκρατίας της Κίνας. Παρά το γεγονός ότι το δεύτερο παρακολουθεί στενά στην γενική ιδέα και την διάρθρωση το πρώτο, αυτό που μπορεί να αποδειχθεί από την λεπτομερή αντιπαραβολή των διατάξεών τους είναι ότι το γενικότερο ιδεολογικο-πολιτικό υπόβαθρο επηρεάζει καίρια και τα δύο: το κινεζικό νομοθέτημα προστατεύει τα προσωπικά δεδομένα των ατόμων πρώτιστα σε συνάρτηση με την εθνική ασφάλεια, και υπ' αυτήν την έννοια υπολείπεται του ηθικοπολιτικά φιλελεύθερου, ανθρωποκεντρικού χαρακτήρα του Eυρωπαϊκού Kανονισμού

The Spacing System and Probability Attractors: A Visual Analysis Methodology for Qualitative Systems Research
No full textAnalysis of qualitative systems with scientific methodologies is limited because of the inherent difficulties of transforming qualitative data into measurable real number quantitative data. An adaptation of a nonlinear complex chaos system methodological tool, Ruelle and Taken’s Theorem Protocol (RTTP), substitute’s probabilities of occurrence for realnumbers, allowing research into whole qualitative systems instead of analyses of parts of a system, which is how qualitative analysis has been done. It allows the function of a qualitative system, the way the parts of the system work together as an integral whole, to be probed,defined, visualized and manipulated in visual 3- and 4-dimensional space, as nonlinear complex systems are probed. This methodological tool is called a probability attractor and it transforms qualitative description into quantitative description, by one derivative, which study hadn’t been possible. Relationships between and among operations within a system can be studied with this methodology because it allows them to be visually tracked in space and time. It also allows heuristic developmental and comparative studies in the areas of teaching,learning, diagnostic and remedial tracking of systems, and their pathologies, as well as evolutionary development of social science systems such as psychology, political science, economics, linguistics, and sociology development. Studies of the component of Spacing,physical breaks from the formal work of learning, in the dialectical method of learning used in the Early Socratic Dialogues and in Matthew Lipman’s contemporary philosophical novels for children, have provided a way to focus on learning processes that partial texts alone mayobscure. This article demonstrates how the component of Spacing is integral to learning and how an adaption of chaos theory methodology may become a useful research tool to studylearning and other social science systems.Keywords: spacing systems, probability attractors, visual analysi
Academic Skill Learning and the Problem of Complexity: II. Underdeveloped Mental Action, Its Role in Students who Struggle as Their Formal Education Begins, and Evidence from Kodàly Music Training for Opportunity to Address This Problem
No full textLongitudinal evidence reviewed here associating Kodàly music training that begins at school entry with significant improvement in academic progress in students who struggle at mathor verbal language skill or both is difficult to fully explain by improved attitude, classroom behave or, overlap of information to be learned or demographic differences. Patel (2008) hasproposed overlap in organization of processing by the brain of musical and verbal language that could be involved, but the Kodàly evidence extends to impact on mathematics as well. I propose here that, more generally, the impacts have to do with how the complex system ofour brain addresses the complex variety of skill each of us must develop. At the heart of the problem of many struggling students can be underdeveloped capability for what I term mentalaction, i.e. for manner of engaged thinking, which becomes increasingly necessary if school learning is to advance.
