Benefits and difficulties of Electronic Government Procurement (e- GP); an analysis of Local Government Engineering Department (LGED), Thakurgaon
This dissertation is submitted in partial fulfillment of the requirements for the degree of Masters in Procurement and Supply Management, 2018.Cataloged from PDF version of dissertation.Includes bibliographical references (page 24).Ministry of Planning took initiative to bring all government purchases under similar process
known as electronic government procurement (e-GP). The traditional manual system of
procurement has enough scope of corruption and irregularities. Even during submission of tender
the tenderers have to face threats from criminal persons. There are vested quarters behind the
criminal who control the procurement activities. People are to suffer for such unwanted events.
For resolving the issues, government introduced e-GP system in 2011 for procurement in Roads
and Highway Department (RHD), Bangladesh Water Development Board (BWDB), Rural
Electrification Board (REB) and Local Government Engineering Department (LGED). e-GP uses
unique web portal for conducting procurement activities of government agencies with
transparency and accountability. In this system procuring entity and bidder both can save time
and money.
Electronic government procurement is nothing but an updated and real time internet based
system for procurement of Goods, Works and Services using public fund. The efforts of
government should be appreciated for digitizing the public procurement involving approximately
1500 billion development budget every year.
This research investigates the e-GP system through the eye of Local Government Engineering
Department. There are a lot of factors either making obstacle or benefitting the procurement
process through e-GP in LGED. The questionnaire survey discovered many interesting factors.
Respondents cited bitter experience of traditional paper procurement system. A lot of
impediments have been observed such as inadequate training and misunderstanding about the
system, insufficient capability of CPTU server, ill trained contractor encompassing all
stakeholders.
Respondents suggested a lot of steps to be taken for future improvement in e-GP system.
Training to be imparted to various stakeholders should be innovative and interactive in nature.
The suggested training was consisted of online and offline. Some respondents recommended to
improve the interface of the website making a bit more user friendly. If the recommendations are
taken into practice, 100% coverage of all government procurement through e-GP is possible
effectively and efficiently.Md. Manjur Alam ProdhanM. Procurement and Supply Management

The bank offers a wide range of products and services which includes Deposits and Advances Products, Personal Banking, Corporate Banking, SME Banking, Internet Banking, Mobile Banking, Agent Banking etc. CAMEL Rating System has been followed to analyze the financial performance of the Bank. Therefore, ratios such as capital adequacy, leverage ratio, percentage of classified loans, net profit margin, earning per share, return on equity etc. are calculated to obtain an overall view of its financial performance. The report also consists a comparative analysis between the banks-Dutch-Bangla Bank, Eastern Bank and Southeast Bank to find out the current position of the bank in the industry. From the financial analysis, it can be said that Dutch-Bangla Bank has not performed up to the mark in the year 2016 due to the overall unstable condition in the banking sector. From the comparative analysis, it is evident that the bank has to improve itself in some areas to be more competitive in the market. Increasing profitability is one of the essential ways to improve their position. Again, the bank needs to focus on the increasing expenses and swelling non- performing loans.Lamia IslamB. Machine learning approach for face recognition from 3D models generated by multiple 2D angular images
This thesis is submitted in partial fulfillment of the requirements for the degree of Bachelor of Science in Computer Science and Engineering, 2018.Cataloged from PDF version of thesis.Includes bibliographical references (pages 53-56).We propose machine learning approach for face recognition from 3D models generated by multiple 2D angular images that recognizes faces from multiple angle of a 3D face model. Though, many works on identifying faces from 3D have already been done, there are many spaces to update, improve and contribute more features on previously done researches. However, this research includes SFM algorithm which is a combination of SIFT detector, Approximate Nearest Neighbors (ANN) algorithm and RANSAC algorithm to reconstruct 3D from multiple RGB images. Again, it includes AdaBoost Learning algorithm which was used to train model to recognize faces. Besides, we used Local Binary Pattern Histogram (LBPH) which is an effective texture administrator, marks the pixels of a picture by thresholding the area of every pixel. Finally, the System successfully recognizes faces which are deviated up to 60°angular deviation respectively to left and right (total: 120°). Additionally, it gives an accuracy of 80% to 100% depending on angular deviation of up to from 0°to 60°. Nevertheless, the rate of accuracy of our proposed system is reversely proportional to the Angular Deviation.Moinuddin MahmudShegufta MehzabinSabrina Jahan ProvaB. Computer Science and Engineerin
