    THE ROLE OF APPRENTICESHIP JOB TRAINING INSTITUTIONS IN THE COUNTRY ACCORDING TO PERMENAKER NO. 6 OF 2020 IN KARAWANG REGENCY

    Amid the rapidly evolving economic landscape, challenges in the labor market are becoming increasingly apparent. One major issue faced by many graduates of vocational high schools (SLTA/SMK) and universities is the difficulty in obtaining employment that aligns with their skills and expectations. This study aims to examine the role of Job Training Institutes (LPK) in implementing domestic internship programs in accordance with Minister of Manpower Regulation No. 6 of 2020, with a focus on Karawang Regency. Internships are viewed as a strategic solution to enhance workforce competence and competitiveness while simultaneously reducing unemployment rates. This research employs a qualitative approach designed to understand phenomena within their social context, emphasizing in-depth interaction and communication between the researcher and the subjects studied. The method is structured to collect, analyze, and interpret qualitative data. The findings indicate that internship programs contribute significantly to improving participants\u27 skills, expanding professional networks, and creating employment opportunities. However, implementation challenges remain, including limited human resources, weak regulatory oversight, and the prevalence of illegal brokerage practices. Therefore, strong collaboration among the government, training institutions, and industry stakeholders is essential to building a sustainable and regulation-compliant internship ecosystem.Di tengah dinamika ekonomi yang berkembang pesat, tantangan dalam dunia kerja semakin nyata. Salah satu tantangan besar yang dialami oleh banyak lulusan tingkat SLTA/SMK maupun perguruan tinggi adalah kesulitan untuk memperoleh pekerjaan yang sejalan dengan keahlian dan ekspektasi mereka. Penelitian ini bertujuan untuk mengkaji Peran Lembaga Pelatihan Kerja (LPK) dalam penyelenggaraan program pemagangan di dalam negeri sesuai dengan Permenaker No. 6 Tahun 2020, dengan fokus pada Kabupaten Karawang. Pemagangan dipandang sebagai solusi strategis untuk meningkatkan kompetensi dan daya saing tenaga kerja sekaligus mengurangi angka pengangguran. Melalui studi kualitatif, penelitian ini menganalisis regulasi, efektivitas, serta tantangan yang dihadapi oleh LPK, khususnya Monas Edukasi Indonesia, sebagai penyelenggara pemagangan. Dalam penelitian ini peneliti menggunakan metode penelitian dengan pendekatan kualitatif yang bertujuan untuk memahami suatu fenomena dalam kontak sosial secara alami dengan mengedepankan  proses intraksi komunikasi yang mendalam antara peneliti  dengan fenomena yang ingin dibahas. Metode ini juga dirancang untuk mengumpulkan, menganalisis, dan memahami data kualitatif. Hasil penelitian menunjukkan bahwa program pemagangan mampu meningkatkan keterampilan, memperluas jaringan profesional, dan membuka peluang kerja. Namun, pelaksanaannya masih menghadapi hambatan seperti keterbatasan sumber daya manusia, lemahnya pengawasan regulasi, dan praktik percaloan. Diperlukan kerja sama yang kuat antara pemerintah, LPK, dan dunia industri untuk menciptakan ekosistem pemagangan yang berkelanjutan dan sesuai regulasi

    This research has the purpose to: This research is motivated by the absence of a supervision system for oil mining permits and the occurrence of norm shifts in criminal sentencing for unauthorized oil mining offenses, resulting in a lack of clarity in procedures and processes regarding the imposition of criminal sanctions. The issues in this research are as follows: (1) How is the Concept of Criminal Liability in Unauthorized Oil Mining Offenses Framed to Achieve the Welfare of the People? (2) Can the Shift in Norms Regarding the Concept of Criminal Liability in Unauthorized Oil Mining Offenses Contribute to the Welfare of the People? Research Methodology: (1) Normative juridical research type. Analysis of Legal Materials: The obtained legal materials are inventoried and subsequently analyzed qualitatively, providing descriptions of results that prioritize the quality of legal materials. The method of legal material analysis employed is systematic interpretation. Drawing conclusions from the analysis results is conducted using the deductive method, which involves inferring research outcomes from general principles to specific instances. The intended results include discovering a formulation regarding a supervision system for oil mining permits and elaborating on the concept of shifting criminal liability in imposing penalties for unauthorized oil mining offenses, resulting in the lack of clarity regarding procedures and processes for imposing criminal sanctions.     An Islamic Legal Review of the Implementation of Agricultural Partnership-Based Zakat (Mukhabarah)

    Pidoli Dolok Village in Panyabungan Subdistrict, Mandailing Natal, is predominantly an agricultural area where most residents depend on farming as their main source of income. The village benefits from major water sources, including the Aek Pohon River and irrigation from the Batang Gadis River, which support its agricultural activities. Within this context, the practice of mukhabarah—a form of agricultural partnership—has emerged, with a commonly agreed profit-sharing ratio of one-third for the landowner and two-thirds for the cultivator. This study aims to examine the implementation of zakat in such mukhabarah partnerships and to evaluate its conformity with Islamic legal principles. Employing a descriptive qualitative approach, this field research gathers primary data through observations and interviews with farmers, landowners, religious leaders, and other stakeholders, while secondary data are obtained from classical Islamic texts and relevant literature. The findings reveal that while the contractual elements of mukhabarah align with Islamic jurisprudence, the practice of zakat within these agreements does not fully meet the requirements of Islamic law regarding nishab. Therefore, there is a need for increased education and awareness to ensure zakat practices in agricultural partnerships are in accordance with Islamic principles.Desa Pidoli Dolok di Kecamatan Panyabungan, Kabupaten Mandailing Natal, merupakan wilayah yang mayoritas penduduknya bergantung pada sektor pertanian sebagai sumber penghasilan utama. Desa ini memiliki akses terhadap sumber air utama, termasuk Sungai Aek Pohon dan sistem irigasi dari Sungai Batang Gadis, yang sangat menunjang aktivitas pertanian masyarakat. Dalam konteks ini, berkembang praktik mukhābarah—yaitu bentuk kerja sama pertanian—dengan sistem bagi hasil yang umum disepakati, yakni sepertiga untuk pemilik lahan dan dua pertiga untuk penggarap. Penelitian ini bertujuan untuk mengkaji pelaksanaan zakat dalam kerja sama pertanian mukhābarah tersebut serta menilai kesesuaiannya dengan prinsip-prinsip hukum Islam. Dengan menggunakan pendekatan kualitatif deskriptif, penelitian lapangan ini mengumpulkan data primer melalui observasi dan wawancara dengan para petani, pemilik lahan, tokoh agama, serta pihak terkait lainnya. Adapun data sekunder diperoleh dari literatur klasik Islam dan pustaka relevan lainnya. Hasil penelitian menunjukkan bahwa unsur-unsur akad dalam mukhābarah telah sesuai dengan ketentuan fikih Islam. Namun, pelaksanaan zakat dalam kerja sama ini belum sepenuhnya memenuhi syarat-syarat hukum Islam, terutama terkait batas minimal wajib zakat (nisab). Oleh karena itu, diperlukan peningkatan edukasi dan kesadaran masyarakat agar praktik zakat dalam kemitraan pertanian dapat berjalan sesuai dengan prinsip-prinsip syariah

    Analysis of the Implementation of Public-Private Partnership (PPP) for the Lhok Guci Project from the Perspective of Environmental Law and Spatial Planning

    Indonesia, as a developing country, continually strives to improve the quality of life and prosperity of its people by enhancing various aspects ranging from health to economics. However, these efforts are hindered by inadequate infrastructure, which is crucial for the smooth distribution and implementation of government plans, thus impacting the overall standard of living and prosperity. Infrastructure needs in Indonesia can be categorized into economic and social infrastructure. Social infrastructure pertains to facilities designed to meet basic human needs, such as education and healthcare services, while economic infrastructure facilitates economic activities within a region, including roads and ports. Financing these infrastructural developments is a challenge, often necessitating innovative approaches like the KPBU scheme, where public-private partnerships play a significant role. The KPBU scheme has been instrumental in Indonesia\u27s infrastructure development, as seen in projects like the Lhok Guci Irrigation System in Aceh Barat, Aceh Province. However, challenges arise, particularly concerning land acquisition and environmental compliance. The KPBU\u27s success depends on adhering to environmental, social, and governance (ESG) principles, ensuring energy efficiency, gender equality, human rights protection, and legal compliance. Analyzing the Lhok Guci project within the ESG framework reveals its alignment with environmental goals and legal regulations. While land acquisition remains an issue, planned actions ensure compliance and minimal legal repercussions. Effective implementation strategies, such as thorough planning, environmental assessments, and legal approvals, are essential for successful KPBU projects.In conclusion, the KPBU model, when executed with environmental and legal considerations, can be successful in Indonesia, as demonstrated by the Lhok Guci project.     Changes to the composition of the foundation\u27s organs should be based on a meeting of the supervisors or determined otherwise based on the foundation\u27s articles of association. This is to provide certainty for foundations to carry out legal actions, both internally and externally. However, in practice there are also changes in the composition of organs that are not in accordance with the regulations in Article 28 in conjunction with Article 32 in conjunction with Article 44 of Law Number 28 of 2024, an amendment to Law Number 16 of 2001 concerning Foundations, hereinafter referred to as the Foundation Law. This of course can trigger development due to legal flaws as found in the case of the Banjarmasin High Court Decision Number 83/PDT/2022/PT BJM, the dispute in the a quo decision was triggered by changes to the foundation\u27s organs which resulted in a meeting which may not have decided. cessation of foundation organs. Therefore, the aim of this research is to analyze the results of legal changes to foundation organs that are not based on supervisory meetings or based on the provisions of the foundation\u27s articles of association. As well as, analyzing legal protection for administrators who are dismissed from their positions based on meetings that do not have the right to make dismissal decisions. This doctrinal legal research collects secondary data through literature study, which is then analyzed qualitatively. From the results of the analysis, it can be explained that the legal consequences of changes to the foundation\u27s organs that do not comply with the provisions as found in the case of the a quo decision are that the legal consequences of changes to the composition of the foundation\u27s organs that are not based on a meeting of supervisors or provisions in the Articles of Association are invalid and null and void by law. because changes to the composition of the foundation\u27s organs are part of changes to the articles of association regulated in article 18 of the Foundation Law. As for legal protection for administrators who are dismissed from their positions based on meetings where decisions are not appropriate, preventive legal protection is carried out in the realm of administrative, civil and criminal law which gives rise to The obligation to pay compensation by the Defendant to the Plaintiff as the injured party and dispute resolution arise from the existence of repressive legal protection through the courts

    The Role of Government Public Relations in Digital Media in Building a Positive Image of the Central Sulawesi Provincial Government

    This study aims to analyze the role of government public relations in utilizing digital media to build a positive image of the Provincial Government of Central Sulawesi. In the digital era, government public relations hold a strategic responsibility to deliver accurate, transparent, and relevant information to the public. However, various obstacles such as limited human resource capacity, the spread of misinformation, and digital infrastructure disparities often reduce the effectiveness of communication. This study employs a qualitative approach with a case study method, involving in-depth interviews, digital media content analysis, and observations of public relations practices in the region. The findings reveal that the use of digital media by the public relations of the Provincial Government of Central Sulawesi still faces challenges in terms of consistency in information delivery and issue management on social media. Nevertheless, there is significant potential to improve the government’s image through better-planned, collaborative, and inclusive digital communication strategies. This study provides recommendations to enhance human resource capacity, expand digital infrastructure reach, and strengthen response mechanisms to negative information on social media.     Free Lunch Policy Analysis: A Comparative Study of Law and Economics in Japan, China, and India

    This study analyzes the implementation of free lunch policies in three Asian countries: Japan, China, and India. The free lunch policy is necessary to improve child health, support educational participation, and reduce the economic burden on families. Through a comparative case study approach, this research evaluates the implementation, successes, and challenges of the policy in three countries. In Japan, the institutionalized free lunch program significantly reduced family expenditure and increased parental productivity, contributing to social welfare. China implemented the policy to reduce economic disparities in rural and urban areas, showing improvements in children\u27s nutritional status and the financial well-being of low-income families. The research method used is by analyzing policy documents and reviewing the literature. The results show that the free lunch policy not only directly benefits children\u27s health and Education but also significantly positively impacts the economy of families and communities. This finding confirms that the free lunch policy can improve the community\u27s economic welfare. The study concludes the successful implementation of the free lunch policy in each country.     This study explores the intersection of students, entrepreneurship, and empowerment through a case study of the humane entrepreneurship strategy implemented at Bahrul Maghfiroh Islamic Boarding School in Malang City. In response to the increasing need for economic independence and the cultivation of entrepreneurial spirit among students, Bahrul Maghfiroh has developed a unique approach that integrates ethical business practices with educational goals. This research employs a qualitative case study method, gathering data through interviews, observations, and documentation analysis. Findings reveal that the boarding school adopts a humane entrepreneurship model characterized by prioritizing student welfare, ethical management, and community engagement, while fostering practical entrepreneurial skills. Through various business units and training programs, students are not only educated in Islamic knowledge but are also equipped with real-world business competencies, contributing to their personal development and future economic resilience. This study highlights how humane entrepreneurship can serve as a powerful tool for student empowerment in Islamic educational institutions, offering a sustainable model for other boarding schools seeking to combine education, character-building, and economic independence

    Movie posters not only serve as promotional tools but also as visual communication media that convey deep messages related to the themes and values presented in the film. The poster for Tuhan Izinkan Aku Berdosa is particularly interesting to analyze due to its complex use of visual elements and text in representing moral conflict, sin, and redemption. This study aims to identify and analyze the meanings of icons, indexes, and symbols in the film poster using Peircean semiotics. The research employs a qualitative descriptive method with a Peircean semiotic analysis tec nique, which classifies signs into three main categories: icons, indexes, and symbols. The findings reveal that the iconography of the main characters’ faces reflects inner conflict and emotional turmoil, the color index and character positioning depict a spiritual journey and moral value opposition, while the symbolism in the title and golden color represents the moral paradox emphasized in the film. In conclusion, the Tuhan Izinkan Aku Berdosa poster is not merely aesthetic but also rich in meaning, allowing for diverse interpretations among audiences.
