    STRATEGI PENANGANAN ANCAMAN BIOTERORISME DI INDONESIA PASCA PANDEMI COVID-19

    The Covid-19 pandemic has revived interest in the impact of using pathogens as weapons. Bioterrorism is the intentional release of viruses, bacteria or other agents used to cause disease or death in humans, animals or plants. There is the potential for state-sponsored terrorism against strategic targets and the potential for the use of biological agents in committing crimes that have no political goals but are committed for extortion or revenge. This study aims to analyze the threat of bioterrorism in Indonesia using a qualitative descriptive method. This study involved collecting data from various sources, such as related documents and reports, as well as interviews with relevant experts and stakeholders. The results of the study show that Indonesia is facing a real threat of bioterrorism which can endanger national defense and security as well as public health. Like Covid-19, even though it has been declared a pandemic, Covid-19 can also be called a bioterrorism threat even though it is not fully realized. Through this study, researchers want to show that threat identification in Indonesia still needs to be improved. This also needs to be accompanied by optimizing efforts to prevent and deal with bioterrorism, especially in the aspect of inter-agency coordination and increasing state intelligence capabilities. In supporting these efforts, regulations, human resources, technology and infrastructure need to be prepared as early as possible in order to deal with the threat of bioterrorism

    21st Century Skill-Based Learning (Teacher Problems In Applying 21st Century Skills)

    This article is the result of an analysis of various research articles that apply skills-based learning in the 21st century. One of the similarities between the 2013 Curriculum and the Free Learning Curriculum is the implementation of 21st century skill-based learning. 21st century skills include communication, collaboration, critical thinking and problem solving, and creativity and innovation. In this study, data collection was carried out by collecting the results of research that had been carried out in the form of scientific articles related to 21st century skill-based learning. The samples taken were 10 scientific articles from national journals. Data was collected by identifying the observed variables, through the coding method. Coding is carried out according to the observed variables, namely the problems that occur in the implementation of 21st century skill-based learning in elementary, middle and high schools. Then the data that has been collected is analyzed using descriptive statistical techniques. From the results of the study, there are the same problems faced by teachers in the 21st century skill-based learning process, namely students having difficulty understanding the material in the student's handbook, especially for critical thinking in 21st century learning, the teacher's lack of understanding about the application of 21st century skills. 21 in learning and students have not been able to carry out all the 4C skills of the 21st century but can only implement one or two skills in the learning process

    Exploring the Socioeconomic Status of Adult Children of New Immigrants in Taiwan

    Since the 1990s, Taiwan has witnessed a continuous influx of marriage migrants from Southeast Asian and mainland China and hence a growing number of their children. Given that a significant number of these children have already come of age recently, it might be important to understand how they fare socioeconomically. Accordingly, this study looks into the socioeconomic status of children of new immigrants in early adulthood in Taiwan. Drawing on the Taiwan Social Change Survey data from 2002 to 2020, multiple linear regression results unveil that children of new immigrants are disadvantaged compared to individuals with a non-immigrant background in terms of educational attainment, occupational status, and monthly income. After controlling for parental educational attainment, the only adequate variable available in the data that can be utilized to examine to what extent family socioeconomic status contributes to the disadvantaged socioeconomic situation of children of new immigrants, it appears that parental educational attainment may play a role in the social mobility process of children of new immigrants. Another noteworthy finding is that despite their advantage in educational attainment and occupational status, children of mainland Chinese immigrants earn less per month than children of Southeast Asian immigrants on average, which may require future research to explore plausible factors contributing to this phenomeno

    Adaptation Of Climate Change In Cimangeunteung Village Lebak District In The Framework Of Improving Regional Resilience

    Climate change causes an increase in the incidence of natural disasters which, if not handled seriously, will threaten regional resilience. Lebak Regency is one of the areas in Indonesia which is not spared from the impacts of climate change. In 2019 there were many drought disasters in Lebak Regency, but there was one village that was not affected by drought, namely Cimangeunteung Village. This becomes interesting for further research by researchers. The data was taken based on the results of interviews, observations, and documents using the interactive model qualitative research methods belonging to Miles, Hubermen, and Saldana (2014). The purpose of this study is to determine the impact of climate change on potential disasters in Lebak Regency and to analyze the adaptation efforts made by the people of Cimangeunteung Village. The results of this study are 1) Climate change has caused the number of disasters due to climate change such as floods, droughts and landslides to increase in Lebak Regency. 2) The implementation of fostering climate change adaptation in Cimangeunteung Village is carried out through the activity of creating a waste bank; construction of walls of spring wells; and the formation of the Women Farmers Group. Climate change adaptation activities in Cimangeunteung Village have been well implemented and have succeeded in increasing public awareness in caring for the environment. Routine monitoring by the Lebak local government of Cimangeunteung Village is still being carried out to date

    Ahmadiyya is a sect that was opposed by the MUI through a Fatwa in 2005 and the goverment with SKB No. 3 of 2008 with the hope that the Ahmadiyya Congregation and the opponents understand each other and resolve the chaos. But in reality, between 1998 and 2018, violence still occurred. This study aims to describe the role of the NTB National Unity and Politics Agency (Kesbangpol) in resolving the Ahmadiyya Congregation conflict to achieve national security. This study uses a qualitative research methodology. The subject and object of research are the Province of NTB, conflict, and conflict resolution carried out by the NTB Kesbangpol through direct interviews and documentation. The results of this study indicate that the NTB Kesbangpol made various role, namely: (1) Before the conflicts, focused on meeting with Belief Monitoring Team, Religious Leaders, Community Leaders and Ahmadiyya Congregation to detect and discuss conflicts and also establish forums to coordinate and SKB socialization. (2) During the conflicts, focused on stopping violence in collaboration with the police and localizing the Ahmadiyya congregation to a safer place. (3) Post-conflict, focused on preparing facilities, infrastructure, fullfiling human rights, and forming an Early Alertness Program to minimize similar conflicts from reoccurring. The role played by the NTB Kesbangpol has shown negative peace and positive peace. However, the Ahmadiyya Congregation conflict has not been fully resolved, so the Kesbangpol of NTB must establish a Working Group for the Acceleration of Conflict Management and engage in massive community education about the SKB.Pada tahun 2005, MUI mengeluarkan fatwa yang mengklaim bahwa keyakinan Ahmadiyah menyimpang dari ajaran Islam, yang mendukung penilaian ini. Pada tahun 2008, pemerintah pusat menerbitkan Surat Keputusan Bersama Tiga Menteri (SKB). Dengan  dikeluarkannya undang-undang ini, pemerintah berharap Jemaah Ahmadiyah dan lawannya dapat memahaminya dengan baik dan mengakhiri pertumpahan darah saat ini. Padahal, antara tahun 1998 hingga 2018, Jemaah Ahmadiyah di wilayah Nusa Tenggara Barat (NTB) mengalami sejumlah peristiwa kekerasan. Tulisan ini bermaksud untuk mendeskripsikan peran Kesbangpol NTB dalam menyelesaikan konflik Jemaah Ahmadiyah guna mewujudkan keamanan nasional. Penelitian ini menggunakan metodologi penelitian kualitatif. Subjek dan objek penelitian adalah Provinsi NTB, konflik, dan penyelesaian konflik yang dilakukan oleh Kesbangpol NTB melalui wawancara langsung dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Kesbangpol NTB melakukan berbagai upaya untuk mencapai perdamaian negatif dan positif sesuai dengan Teori Perdamaian Johan Galtung dan bermitra dengan sejumlah instrumen untuk mencapai keamanan nasional. Peran-peran yang dilakukan terbagi dalam tiga rangkaian waktu, yaitu sebelum, ketika, dan pasca-konflik. Sebelum konflik, peran difokuskan pada pembangunan perdamaian antara Jemaah Ahmadiyah dengan para penolak (perdamaian jangka panjang).     Improving High School Students' Short Story Reading Outcomes With CIRC Model Assisted Image Media

    The low learning outcomes of students’ reading comprehension of SMAN 4 Serang City are influenced by many factors, including the use of learning models and learning media. This study aims to determine the increase in students' ability to read short stories through the CIRC model assisted by media images. This research is a classroom action research using two cycles. Following the Kemmis and McTaggart model, this  model is based on a spiral cycle consisting of four components, namely: planning, implementation, observation, and reflection. The research subject were 42 of class XI IPA-2 at SMAN 4 Serang City in the even semester of the 2021/2022 academic year. Determination of the research sample using purposive sampling methods with a random technique. Data on students’ reading ability were collected using a  reading comprehension test. Data were analyzed descriptively qualitatively. The result showed that the learning model applied has been empirically proven to improve student learning outcomes by reading student stories. From tests that has been carried out for two cycles, it was found that there is a very significant difference between the pretest results and the posttest results. The average value of the final test results, namely after learning using the Cooperative Integrated Reading And Composition (CIRC) learning model and the image media developed, has increased significantly compared to the average value of the initial test results, namely before the developed learning model. So it can be concluded that learning using the Cooperative Integrated Reading And Composition (CIRC) type learning model and serial image media has been proven through a series of tests to improve student learning outcomes for grade XI students of SMAN 4 Serang City

    Humanistic Theological Approach In A Political Conspiracy Nai Meko Comunity

    The Nai Meko people are the Atoin Meto people who have experienced a winding and complicated history. To study the nuances of faith possessed by the Nai Meko people, the author uses an anthropological approach and aspects of the lives of the people they live. So the purpose of this writing is a contextual effort to read the quality of faith of the Nai Meko people within the framework of the political conspiracy that was experienced during the Portuguese and Dutch colonial periods. The method used in this study is a qualitative method with interview techniques and documentation studies. The interesting thing that exists in the lives of people and the people of Nai Meko every day is, even though they are a society that has been under pressure because of conspiracy politics, they believe in the Most High according to their original religious concept, and they are very deeply rooted in the Catholic faith, so they don't drifting in fatalistic attitudes and lifestyles. In order to maintain harmony in society, the people of Nai Meko develop a dialogical dialogue between the Christian faith and the notion of the Divine by the indigenous religions. It turns out that a theological approach as well as a humanistic pastoral approach is very much needed, so that humans and local communities can be directed to the right and civilized path. Another thing that needs attention is civilized social communication to harmonize two interests, between the Catholic faith and the original religious faith

    Indonesian Diplomacy in Resolving the Southern Thailand Conflict in Maintaining Regional Security Stability

    This article tries to see the role of Indonesian diplomacy in resolving the South Thailand conflict. This article describes the efforts made by Indonesia to maintain security and stability in the Southeast Asian region. The Southern Thailand conflict has been going on for 14 years since 2004. This study used a qualitative method, collecting data using in-depth interviews with Sanusi and Hazmi, as Chairperson and Former Chairperson of the Indonesian Pattani Student Association. This long-running conflict has had many impacts on the people of Southern Thailand. Indonesia has several times been a facilitator in resolving the South Thailand conflict. In addition, various assistance from Indonesia through Nahdatul Ulama and Muhammadiyah, such as educational scholarships for children, building schools, or Islamic boarding schools, sent teachers to teach. The hope is that even though the conflict is not over, the children of Southern Thailand can still get their right to education, and the security stability of the Southeast Asian region will be maintained

    Meningkatkan Motivasi Belajar dan Hasil Belajar Tematik Siswa Kelas Lima melalui Model Quantum Teaching

    Based on a preliminary study conducted in class V of UPT SDN 04 Siparayo, it was observed that teachers were not optimizing the use of learning models, which resulted in a decrease in students' learning motivation and low learning outcomes. Teachers tended to still use conventional learning models. This study aims to determine the effect of using the Quantum Teaching model on students' motivation and learning outcomes. The steps of the Quantum Teaching model are: (1) grow, (2) experience, (3) name, (4) demonstrate, (5) repeat, and (6) celebrate. Students experience enjoyable learning and find it easier to understand the subject matter. This study is an experimental study with a quasi-experiment design in the form of a pretest-Post-test non-equivalent group design. Data were obtained from quantitative research results. The results showed that the level of learning motivation of students taught with the Quantum Teaching model was higher compared to students taught with conventional learning. Furthermore, for learning outcomes, students taught with Quantum Teaching model obtained higher average scores compared to students taught with conventional learning. To see the effect of the Quantum Teaching model on students' motivation and learning outcomes, a One-Way ANOVA test was conducted, which obtained a higher F-value compared to the F-table, is an F value of 4.098 is greater than the tables F value of 3.555 at a significance level of 0.05 This indicates that there is an influence of using the Quantum Teaching model on students' learning motivation and outcomes. The application of the Quantum Teaching model in learning has a positive impact on students' motivation and learning outcomes. When learning using the Quantum Teaching model, students are seen to be motivated to participate in learning and their learning outcomes also improve. Therefore, the use of the Quantum Teaching model has a significant effect on students' motivation and learning outcomes.Berdasarkan studi pendahuluan yang dilakukan di kelas V UPT SDN 04 Siparayo, diamati bahwa para guru tidak mengoptimalkan penggunaan model pembelajaran, yang mengakibatkan penurunan motivasi belajar dan hasil belajar yang rendah bagi siswa. Para guru cenderung masih menggunakan model pembelajaran konvensional. Penelitian ini bertujuan untuk menentukan pengaruh penggunaan model Quantum Teaching terhadap motivasi dan hasil belajar siswa. Langkah-langkah dalam model Quantum Teaching adalah: (1) tumbuh, (2) mengalami, (3) menyebutkan, (4) mendemonstrasikan, (5) mengulang, dan (6) merayakan. Siswa mengalami pembelajaran yang menyenangkan dan merasa lebih mudah memahami materi pelajaran. Penelitian ini merupakan penelitian eksperimen dengan desain quasi-experiment dalam bentuk pretest-post-test non-equivalent group design. Data diperoleh dari hasil penelitian kuantitatif. Hasil penelitian menunjukkan bahwa tingkat motivasi belajar siswa yang diajarkan dengan model Quantum Teaching lebih tinggi dibandingkan dengan siswa yang diajarkan dengan pembelajaran konvensional. Selain itu, untuk hasil belajar, siswa yang diajarkan dengan model Quantum Teaching memperoleh skor rata-rata yang lebih tinggi dibandingkan dengan siswa yang diajarkan dengan pembelajaran konvensional. Untuk melihat pengaruh model Quantum Teaching terhadap motivasi belajar dan hasil belajar siswa, dilakukan uji One-Way ANOVA, yang menghasilkan nilai F yang lebih tinggi dibandingkan dengan F-tabel. Hal ini menunjukkan adanya pengaruh penggunaan model Quantum Teaching terhadap motivasi belajar dan hasil belajar siswa. Penerapan model Quantum Teaching dalam pembelajaran memiliki dampak positif terhadap motivasi belajar dan hasil belajar siswa. Ketika belajar dengan menggunakan model Quantum Teaching, siswa terlihat termotivasi untuk berpartisipasi dalam pembelajaran dan hasil belajar mereka juga meningkat.     This study raised the issue of the deed of binding sale and purchase of land handed down to the heirs of the buyer but the certificate and deed that has been approved by the notary was lost and a few years later there are parties who recognize that the object of land owned by the buyer has changed hands without the knowledge of the first buyer. The case is contained in the Supreme Court Decision No. 685/Pdt.G / 2020 / PN Mdn. The problem arises starting from Jan Willem Roeloffs as Plaintiff I and Pieter Roeloffs as plaintiff II intends to take care of the deeds he has related to the purchase of agricultural land covering an area of 2891 m2 located in Jaranguda Village, Simpang Empat District, Karo Regency, which his late parents did by borrowing the name of an Indonesian citizen, namely on behalf of Betty Boru Saragih as described in title certificate No. 88 dated November 7, 1995 and in the binding sale and purchase by the second party who has completed the payment of the purchase price to the First party of Rp. 10.000.000, - (ten million rupiah) by using deed of sale and purchase No. 6 dated January 12, 2001 as proof of receipt of payment by the First party. However, on September 16, 2006, the plaintiffs ' father died so that the obligation to take care of the Certificate of property rights number 88 dated November 7, 1995 an Betty Boru Saragih fell on the plaintiffs. On February 3, 2007. the plaintiffs asked the notary on behalf of Haji Marwansyah Nasution to take care of and reverse the name of property rights Certificate Number 88 dated November 7, 1995 on behalf of Betty to be on behalf of the plaintiffs by submitting the original document in 2012, there is someone who claims to be the owner of property rights Certificate Number 88 dated November 7, 1995 an Betty Boru Saragih based on The Binding Of Sale and Purchase With Tigor Manurung described in The Binding Of Sale and purchase with the right to repurchase number 228 dated September 23, 2011 made before notary Martua Simanjuntak SH. With these events, The plaintiffs objected and were aggrieved because according to the plaintiffs the original documents submitted to notary Haji Marwansyah Nasution had been abused by the Haji Marwansyah Nasution and Notary Martua Simanjuntak SH by issuing power of Attorney No. 68 dated November 30, 2010 from Betty Boru Saragih to Tigor Manurung made before Notairs Haji Marwansyah Nasution which was used as the basis for the sale and purchase of Tigor belongs to no. 88 dated November 7, 1995 as a result of the actions of Notary Haji Marwansyah Nasution and his team along with Notary Martua Simanjuntak who reversed the name of the Certificate of property rights No. 88 dated November 7, 1995 an Betty Boru Saragih became an Hotman Simanjuntak without the consent and without the knowledge of the plaintiffs who had the original land certificate, the plaintiffs filed a lawsuit against the defendants as stated in Supreme Court decision number 685/Pdt.G / 2020 / PN Mdn. In the decision, the panel of judges granted the plaintiff's claim I and II in part and sentenced the defendant to pay forced money (dwangsom) after this decision has permanent legal force
