Jakob Scavenius som kirkens minister 1880-1891
In 1880 Jakob Scavenius (S.), a fairly young conservative politician and very eager supporter of the cause of national defense, became Minister of Ecclesiastical Affairs and Education in the government of his cousin J.B.S. Estrup. The government had come into office in order to break up the growing opposition party Venstre that demanded cabinet responsibility since it had gained the majority in the Lower House. Estrup leaned on the majority in the Upper House, elected by wealthy voters. S. took an interest in several areas of his ministry but not especially in the church. If I cannot get good laws passed, fortunately we can keep the laws that we have, he wrote to his old teacher C. Lind, who had become bishop in Jutland. The years of S. as minister until 1891 were some of the politically most eventful years in the history of Denmark, and also for the church it was a dramatic period. A popular rising - strongly marked by Grundtvig - had its heyday and demanded that its followers should be able to gather freely around their priests across the parish borders of the National Church, actually greater freedom than could be achieved in the National Church. In the late 188O’es the Home Mission became leading. It was a centrally governed revival movement mostly consisting of vicars. They and a growing number of lay missionaries reached new circles of the population. Often they were quite inconsiderate to the vicars in whose parishes they were preaching. S. more or less gently tried to curb both parties. The majority of the vicars felt pressed between the two loud revival movements. They united to encourage the minister to establish a church management where their opinions should be heard too. This was assented to by the bishops even though they did not agree on a special management. S. intervened and administratively established (it was impossible by law) a church council with the bishops and a professor of theology and one of law as members who »as a rule« were to be heard. The Grundtvigians protested, called it an infringement that would limit freedom. S. had thought that the council could forward moderate reforms, they were necessary if the National Church were to be maintained. But the bishop council was more conservative than he was and feared the Lower House and a chuch system built on the basis of all the members of the National Church. The tough conflict in the middle of the 188O’es, when the government tried to curb the opposition and govern without the Lower House, prevented legislation. In 1888 S. succeeded in passing a law about chuch assessment in Copenhagen. The immigration to the city from the country created large new districts for the lower classes where there were almost no churches. But that law mainly contributed to paying the debts of the few churches that had been built in the 1870’es and for the repairs of old churches, almost nothing for new churches. S., however was able to get government grants for new churches in the country, in growing provincial towns or newly cultivated areas where churches were needed. By appointments of vicars S. has been accused of favouring persons that he knew. This investigation shows that this was not the case. But as other ministers he tried to oppress the opposition and did not refrain from dismissals or intimidation of electors. Towards 1890 some vicars in Copenhagen felt it impossible to work in the huge parishes and eager lay people critizised even more severely also the vicars because they put up with the unreasonable conditions. A strong opinion - supported by the bishop of Copenhagen - caused the minister to set op a commission to look into all the problems. In the 1890’es the growth of the Social Democratic Party caused moderate members of the parties Højre and Venstre to approach each other, and Estrup was to experience that forces in his own party demanded action even though the cause of national defense might suffer for it, i.e. the fortification of Copenhagen which Venstre opposed. But that precisely was S.’s main political goal and his conduct against the attempt at a high political agreement in 1891 was to cost him his ministerial office. Attacks on his private morals and his flirtation with cultural leftist forces only facilitated his resignation. The church had lost a gifted and enterprising minister. Contemporary Textile Art: Membranes of Relation
The premise of the article is that textile art has been ignored as a contributor to art historical thinking. At the same time, in recent years, we have seen how textile - whether weaving, embroidery, appliqué, and more - has gained a foothold on the contemporary art scene. This schism has inspired the article, which first briefly presents its topic through a historical review of the status of textile works in the history of art, then introduces to the concepts of ‘relationscapes’ and ‘minor gesture’, developed by Erin Manning, to be applied on a discussion of current textile works by artists Anne-Sofie Overgaard, Kari Steihaug, and Anne Cathrin November Høibo. It is the article’s aim to demonstrate how the activation of spatial relations between the artworks and viewers should be included in art historical thinking as minor gestures questioning art historical judgements in which painting has hitherto been the dominant art form.The premise of the article is that textile art has been ignored as a contributor to art historical thinking. Developing an Open Educational Resource on Creative Commons licences in scholarly publishing: A case study from Umeå University Library
This paper describes a project undertaken at Umeå University Library to develop an open online course aimed at helping researchers navigate the publishing landscape. The course focuses on key considerations when publishing and sharing research under a Creative Commons licence. The project aimed to create a resource that could complement existing email support and outreach activities at the library and serve dual functions as a streamlined resource for busy researchers seeking an introduction to the topic and as a reference for researchers with specific questions. It was designed to be intuitive and use interactive elements like videos and scenarios, while text sections were kept short and in plain language. The course was developed using a methodological step-by-step framework based on Constructive Alignment. The framework was created at Umeå University Library and designed specifically for librarians with limited pedagogical training. Key challenges in the project included creating interactive and engaging content, avoiding lengthy text sections, and ensuring the course fulfilled its dual purposes. Based on our experiences from the project, we recommend that similar projects use a pedagogical framework to guide content development and course design, involve pilot users in testing the course, and carefully consider how open for reuse they want the resource to be, both in legal and technical terms
Fællesskabets tjener eller national interessevaretager? EU-formandskabet i teoretisk belysning
Forskningen om det roterende EU-formandskab har ikke afklaret, om formandskabet er en rent praktisk rolle, eller om det giver mulighed for at påvirke Ministerrådets beslutninger. I denne artikel prøver vi at komme sagen lidt nærmere ved at anlægge et teoretisk perspektiv. Vi vurderer EU-formandsrollen ud fra henholdsvis rationel institutionalisme og sociologisk institutionalisme. Undervejs inddrager vi Lissabon-traktatens betydning for EUformandskabet, fx indførelsen af en fast formand for Det Europæiske Råd. Vores konklusion er, at det er forkert at betragte EU-formandskabet som en rent praktisk rolle, men at der samtidig er grænser for, hvor indflydelsesrig posten er. 
Forberedelse af det danske EU-formandskab i 2025: En monumental opgave i København og Bruxelles
Selvom et EU-formandskab blot varer seks måneder, har forberedelserne til Danmarks overtagelse d. 1. juli 2025 varet flere år, både i København og Bruxelles. I denne artikel fremlægger vi først den sparsomme forskning på området, der grundlæggende inddeler forberedelsen i langsigtet planlægning og en intensiv slutspurt. Dernæst zoomer vi ind på de lang- og kortsigtede forberedelser i både Bruxelles og København. Artiklen giver således et indblik i den logistiske, organisatoriske og politiske planlægning af det danske EU-formandskab og understreger, at en god forberedelse er essentiel for at kunne afvikle et succesfuldt formandskab
Et EU-formandskab i høj søgang
Når Danmark fra 1. juli 2025 for ottende gang overtager EU-formandskabet, sker det i en brydningstid præget af krig i Europa, global handelsuro og et udfordret transatlantisk forhold. Artiklen sætter fokus på de afledte udfordringer for Europa, som formandskabet skal navigere efter, samt hvordan EU-repræsentationen i Bruxelles og ministerierne i København forbereder sig på at levere på de politiske fastlagte ambitioner. Artiklen argumenterer for, at Danmarks evne til at sætte retning og skabe kompromiser vil blive afgørende i lyset af det store pres for at træffe hurtige europæiske beslutninger i fællesskab
Et demensvenligt retssystem?
Hvordan skaber man et samfund, hvor mennesker med demens og deres pårørende føler sig forstået og involveret, og hvor mulighederne for at deltage i samfundet og nyde de samme rettigheder – lige meget om man har demens eller ej – er ens for alle? Det spørgsmål er væsentligt for begrebet ”demensvenlighed”, der siden dets udspring i Japan i starten af 90’erne har været omdrejningspunkt i demensindsatser globalt og nationalt. WHO fastsatte i 2017 en global målsætning om, at halvdelen af alle WHO’s medlemslande i 2025 skulle have mindst ét initiativ, der arbejder for et demensvenligt samfund..
