Comparison of Policy Stances on Capital Flows by the OECD and the IMF : Case Studies of Macro-prudential Measures with Capital Flow Management
Get PDF論文Article2008年の世界的金融危機を受け、個々の金融機関の健全性の確保のみならず、金融システムのリスクの状況を分析・評価しつつ、その安定を確保するマクロプルーデンス措置（MPM：Macro-prudential Measures）が重視されてきている。その中で、銀行の自己資本比率規制、外国為替取引規制、金融機関の検査等の事前的措置を活用すれば、金融機関の破綻を未然に防止できると期待される。本稿では、それらが国境を越えた（居住者・非居住者間）資本移動の管理を伴う場合、主要な措置事例を取り上げ、資本移動自由化規約（CLCM）という多国間条約を有する経済協力開発機構（OECD）と、政策助言や融資を通じて金融市場の安定化に努める国際通貨基金（IMF）の2つの国際機関が、それらをどのように捉えているかを分析する。これを踏まえ、資本移動における両者の役割や課題を検討すると同時に、両者のあるべき関係性について提言を行う。さらに、この中で、2016年4 月から開始したOECDでのCLCMの見直しの議論にも言及する。Macro-prudential measures (MPMs), which aim at stability of the financial system by analysis and assessment of its risks as well as soundness of each financial institution, have been regarded as important policy tools since the global financial crisis in 2008. In particular, precautious measures are expected to prevent financial institutions from bankruptcy in advance by regulation of capital adequacy ratios, regulation of foreign exchange transactions and inspection of them. This paper analyses how two international organisations perceive such MPMs with capital flow management between residents and non-residents using some main case studies, which are the OECD (Organisation for Economic Cooperation and Development) with of the Code of Liberalisation of Capital Movements (CLCM) as the multilateral treaty, and the IMF (International Monetary Fund) trying to stabilise financial markets through policy advices and loans. Then it examines their roles and problems in the field of capital flows, and makes suggestions for a desirable cooperation between both. Get PDF論文Article本稿は、生命保険契約の締結過程で生起する諸問題について、生命保険募集段階における苦情処理や紛争解決手続の事案を精査して考察することにより、相互扶助に基づく生命保険の特性を踏まえた契約者保護に資する解決規範を追求するものである。
本稿が取り扱う生命保険契約の締結過程の法規制では、保険業法等に基づく法規制が整備されている。また、各自治体の消費生活相談窓口（消費生活センター等）での苦情処理手続や裁判外紛争解決手続（金融ADR 等）、民事裁判手続（一般民事訴訟）に係る傾向等に鑑みれば、保険募集段階に関する事案が多数を占めており、近時、高齢者を中心に保険商品の意向確認や理解が不十分・困難な事案が増加傾向にある。そこで、本稿では、生命保険募集段階の紛争実態を的確にとらえた事実認定・事実確認に基づいて、適正かつ妥当な解決規範の構築を目的として、紛争の背景となる実態や経験則等に関する検討と考察を行い、それらを踏まえ、紛争解決のあり方を提起している。This paper examines the issues arising in the process of concluding a life insurance contract by examining the cases of complaints and dispute resolution procedures at the insurance application stage. Economic impact and consumer behavior of ROCK FESTIVAL : Case of FUJI ROCK FESTIVAL 2015
Get PDF論文Articles本稿では、FUJI ROCK FESTIVAL 2015の経済的影響について考察した。現在、日本の音楽業界は大きな変化を遂げている。CDの販売量は減少しているが、音楽祭は250カ所以上で開催されている。音楽祭は盛んになり、音楽業界だけでなく地域の発展のためにも重要な位置を占めるようになった。フジロック2015の会場で、来訪者の居住地域と来訪者の購買行動について調査アンケート調査を実施し、221の有効回答を得た。経済波及効果金額は、主催者消費および、交通費、宿泊費などの来訪者消費から算出し、フジロック2015の経済波及効果は約150億円であった。これらの結果から、フジロック投資利益率は高く投資効率の良いイベントであること、来訪者消費行動に関しては初心者の訪問者よりも多額の消費傾向があることが明らかになった。また、ロックフェスティバルの構成要素を分析し、フジロックの優れた部分を明らかにした。今後、観光学の枠組みで、ロックフェスティバルを研究する必要があり、さらなる成長の為には地方自治体の関与が重要となるだろう。This paper examines the economic impacts of FUJI ROCK FESTIVAL 2015. Japanese music industry is undergoing big changes now. The sale amount of CD is decreasing, but music festival is hold over 250 places. The music festival has grown, it has become an important position not only for the music industry but also for community development.We conducted a questionnaire survey at the FUJI ROCK FESTIVAL 2015 venue and got an effective response of 221. Survey was conducted on customer's residential area and customer's purchasing behavior. Economic impact calculated when used resources such as promoter spending, visitor spending, transportation expenses, accommodation fees, etc. The results indicate, that the effects of the music festival on economic impact are about 15 billion yen. The return on investment of FUJI ROCK FESTIVAL is high, it is an investment efficient event. FUJI ROCK FESTIVAL repeater will do more purchasing action than the beginner visitor. Analyzed the components of the rock festival, clarified the excellent parts of FUJI ROCK FESTIVAL. From now on, it is necessary to analyze the visitors of the rock festival in the framework of tourism studies, and the involvement of local governments is important for further growth.departmental bulletin pape

Get PDF論文Article本研究は、陸上競技の講義分析から、科学的トレーニングの実践及び学生の意識変化の究明を試みたものである。
今日、大学体育の教育現場において、体育に対する学習意欲を高めることは重要な課題となっている。一方、大学保健体育科目の開講は、これまでの設置基準で定められた必修科目から、各大学の自主的な判断に委ねられている。このような動向は、これまでの大学教育における必修科目としての保健体育の重要性や必然性が十分に検討されてこなかったことに起因している。本研究の動機は、このような現在的な課題も視野に入れつつ、それらの課題を現場レベルに対象化しようとするところにある。
そこで本研究では大学講義における実践例を検証し、学生の意識の変化を可視的に捉えることを目的とした。本稿では、必修科目として位置づけられている陸上競技の講義を対象とし、分析を試みた。
本講義で行った50M測定において、指導後の全ての学生に記録の向上が見られた。これは、陸上競技の科学的知見を用いた指導による記録の向上と捉えることができる。また学生達の講義を通じた『達成』が認められた。This study is an attempt to examine the practice of scientific training and changes in students’ attitudes from an analysis of an athletics course.
Nowadays, a major challenge in the educational field of university physical education is increasing the motivation for physical education. On the one hand, as the university course on health and physical education is a compulsory course prescribed by the Standards of Establishment until now, it is entrusted to the independent decisions of each university. This trend is due to the fact that the importance and necessity for health and physical education which has been a compulsory course in university education so far,
has not been adequately studied. The motivation of this study is to take into consideration these current challenges and make them the target of study.
Therefore, this study examines examples of practices in a university course and aims to visually capture changes in students’ attitudes. This paper targets the athletics course that is positioned as a compulsory subject and attempts an analysis of the same.
In the 50M measurement conducted in this course, an improvement in records was observed in all the students after mentoring. This can be considered an improvement in records due to mentoring conducted using scientific knowledge of athletics. Get PDF論文Articleイグナツィ・ヤン・パデレフスキ（1860-1941）は19 世紀から20 世紀初頭にかけて欧米で活躍したポーランドのピアニスト・作曲家であり、ポーランドを独立に導いた功労により独立ポーランドの初代首相になった政治家でもある。パデレフスキが解釈版として編纂したショパンの楽譜は、2010 年にヤン・エキエルが編纂した原典版が完結するまで唯一の全集版だったこともあり、現在においても定番的価値が堅持されている。また、パデレフスキによる演奏の音源は、ピアノロールおよびシェラックレコード（78 回転レコード）から始まって、ヴァイナルレコード（33 回転レコード）そしてCD にまで引き継がれており、一世紀以上経った現在でも世に求め続けられている人気は並大抵ではない。
本研究では、シェラックレコード音源をMIDI データ化することにより、聴感では判断できないような音楽の微細な情報を数値化し、定量的に分析する方法を考案したのでこれを報告する。またその方法によって、パデレフスキなどの歴史的名ピアニストたちの音楽的表現を数値で捉えて、客観的に分析することに一応の成功を収めた。パデレフスキのような空前絶後の偉大なピアニストの音楽的表現の核心を見つけて示すことは、ピアノのあらゆる学習者にとって有益であると我々は考えている。Ignazzi Yang Paderewski (1860-1941) was a Polish pianist/composer who was active in Europe
and America from the 19th century to the early 20th century and was also a politician who became the first Prime Minister of Independent Poland by his service of leading Poland to independence. The musical score of Chopin compiled by Paderewski as an interpretation edition is still a standard now. That was because it was the only full version until the original edition compiled by Jan Ekier was completed in 2010. Also, the sound source of the performance by Paderewski started from piano rolls and shellac records (78 rpm records), has been taken over to vinyl records (33 rpm records) and CDs, and the popularity of the sound source that has been wanted for more than a century is not unusual.
In this study, we devised a method to analyze quantitatively the fine information of music which cannot be judged by auditory sense by converting sound source on shellac records into MIDI data. By using this method, we succeeded in objectively analyzing the musical expression of the greatest pianists in history such as Paderewski as numerical values. We believe that finding and disclosing the core popularity of an unprecedented great pianist like Paderewski will be beneficial for every learner of the piano.departmental bulletin pape

Get PDF論文Article近年、欧米諸国や日本が直面している、代議制民主主義の機能不全、有権者の政党離れ、市民の政治参加の退潮、政治的無関心などの「民主主義の失敗」状況のなかで、いかに政治空間をより多様な人々にたいして開き、民主主義そのものへの不信を払拭するかが政治的課題になっている。理念としての民主主義は、すべての人々による主体的な政治参加と自己を支配する秩序形成（集団的な自己支配）である。政治の現実にかかわる人間とはだれなのかを問うことは、民主主義において重要なテーマである。本稿は、現代の民主主義論における政治主体の再構成の条件を考えるための、ひとつの視座を提示した。また、本稿は、政治主体にたいする懐疑論を大衆社会状況における課題として捉え、思想史の文脈から整理した。さらに、言語論的転回とミシェル・フーコーによる近代的主体概念批判を取り上げ、哲学史的位置づけのなかでの主体の懐疑論について検討を加え、1990年代以降の新しい「市民社会論」に位置づけられる、エルネスト・ラクラウとシャンタル・ムフの「ラディカルな民主主義論」を批判的に検討した。本稿は、ラクラウとムフの「ラディカルな民主主義論」が、西洋中心主義とシニシズムとのあいだで、大衆社会状況のなかで浮かび上がった政治主体にたいする懐疑論にふたたび逢着することを指摘した。The purpose of this paper is to provide one viewpoint for considering the conditions of the reconstruction of political subject in contemporary democratic theory. Skepticism about political subjects has been developed as a matter of mass society in the early 20th century in the fields of social and political thought. In mass society, political subjects who are rationalists with well-educated and property, which the premise of modern democracyhad presupposed, have been lost, and the way in which the subjects of political practice are concerned is not a premise of politics but a political problem. In this paper, I point out that “the radical democracy theory” of Ernesto Laclau and Chantal Muffe, which rely on post-modern philosophy, will reunite with skepticism of the problem of political subjects posed by mass society between Western-centered and postmodern cynicism. Mass society theory is totally a thing of the past, academic arguments rarely being done. Get PDF論文Articleアメリカのチェンバリスト、ブレドリ・リーマンが2005 年に『アーリー・ミュージック』誌で発表した論文は、斯界に大きなセンセーションを巻き起こした。バッハがいかなるやり方で鍵盤楽器を調律していたのかは長らく不明であったが、われわれが頻繁に目にする《平均律クラヴィーア曲集》第1 巻の序文に記された渦巻模様こそ、その方法を示すものだ、というのである。加えてリーマンは、三種類の渦巻が５度の調整の度合いを具体的に表わすとし、「バッハ調律」の姿をきわめて鮮明に描き出した。こんにち、いわゆる古楽の世界では、それが定説となっている感がある。しかし、実際に「バッハ/ リーマン調律」で演奏してみると、多少なりとも違和感を覚えない人はいないであろう。本論は、それを再検討し、三種類の渦巻が示すであろう５度の調整の度合いを修正することによって、より快適な「バッハ調律」を提案するものである。Bradley Lehman’s article in the “Early Music” (2005) made huge waves internationally in the world of music, especially of harpsichord and pipe organ. The exact temperament used by J. S. Bach has been unclear for a long time. Lehman claims that the key to the mystery has been hidden in the spiral diagram at the title page of “Das wohltemperierte Clavier” manuscript (1722). He regards three different kinds of spiral diagrams as intervals of narrowed 5ths: it could clear the tuning system used by Bach. Sadly, Bach/Lehman temperament is not comfortable.
