The Extraterritorial Application of the Convention on the Rights of the Child - Individual Communication : L.H. et al. versus France
Get PDFIn the 2010s, Islamic extremists established the “Islamic State” (the “State”) in Iraq and Syria. The “State” used social networking services and other means to attract people from Europe and North Africa, who became “citizens” of the “State”. The “State” lost power due to the international community’s unified response. Parents who had become citizens of the “State” were captured by Kurdish forces in northern Syria. These parents were detained in Kurdish-controlled camps along with their children, who had either been born in Syria or taken there by their parents from Europe.
This article discusses and explains the case of a communication made by the grandparents of such children to the Committee on the Rights of the Child, in which they requested France to allow their grandchildren to return to their country. The Committee on the Rights of the Child decided that the Convention could be applied even extraterritorially as France had the capacity and authority to return these children to France. This decision is unique in that it differs from the requirements for the extraterritorial application of human rights treaties that have been accepted in the past. Nevertheless, there are also concerns that applying human rights treaties to matters over which the governing party has no practical control could result in a weakening of the treaties system.departmental bulletin pape
A Study of Shigekazu Nakane ― Soseki Natsume’s Stepfather（2） : From the teacher in Niigata Prefectural Medical School to Official German translator
Get PDFShigekazu Nakane, Soseki’s stepfather, learned German language from German doctors at the Igakko (now the Faculty of medicine, University of Tokyo), dropped out the Igakko in the second grade of Yoka, and got a position at Tokyo Shojakukan (now the National Diet Library) in 1875. His original goal was to be a government bureaucrat by learning ‘German’.
But Nakane lost his employment because Tokyo Shojakukan got excluded from national institutions by the government’s convenience. Then he got a new job at Niigata prefectural hospital and medical school in 1877.
This essay mainly focuses on Nakake’s life in Niigata Prefectural Medical School days, studies his achievements, and relates in detail.
And then, Nakane resigned from the school and came to Tokyo in 1881, got a post as an employee of ‘Dajoukan,’ the central part of the Meiji government, in 1882. He engaged in German translation.

Get PDF日本の少子高齢化問題と女性の高い教育水準にもかかわらず低いジェンダー平等ランクを背景に、女性の労働力参加とデジタル化を推進する国家的な取り組みが進められている。本稿では、2015年から2025年の間に日本の女子大学（高等教育機関の約10%を占める）がこれらの社会的要請にどのように適応してきたかを検討する。フェミニスト理論を枠組みとし、70以上の大学のデータを対象とした質的内容分析を通じて、（1）キャリア準備とリーダーシップを強化する専門的およびデジタル重視のプログラムの導入、（2）デジタルツールを含む生涯学習およびキャリア支援サービスの拡充という2つの戦略を明らかにした。これらの大学は国家目標に貢献しているが、資源不足、デジタル格差、内向き志向の若者などの課題が残る。本稿は、ジェンダー平等と生涯学習の推進における女子大学の役割を浮き彫りにし、政策、大学運営、将来の研究に向けた方向性を提案する。departmental bulletin pape

Performance Assessment in Maternal Nursing Education : Development of a Preliminary Newborn Bathing Rubric
Get PDF本稿は、沐浴技術習得を目的としたパフォーマンス評価ツール「沐浴ルーブリック」の初期案を作成し、その作成過程で得られた改善点や方向性を考察した教育実践の報告である。
対象科目の概要と学生の特性を踏まえ、学習課題、評価尺度、評価観点、評価基準を設定して沐浴ルーブリックを作成した。その後、学生1 名を対象に予備的インタビューを実施し、表現や構成に関する意見を収集した。結果、評価基準の明確化が一貫性と公平性の向上に寄与し、学習者へのフィードバックの質を高めるとともに、自己評価能力や学習意欲を促進することが示唆された。一方で、過度に明確な評価基準が柔軟な発想を妨げる懸念や、評価が単なる結果提示に終始する可能性も指摘された。
ルーブリックは、評価基準の強調に偏らず、柔軟に運用することが求められる。今後は、授業での適用を通じて信頼性や妥当性を検証し、主体的な学びを支える評価ツールとして改良を重ねる必要がある。departmental bulletin pape
Costumes handed down through the Yatsushiro Matsui family : Regarding the donations in 2023
Get PDFIn 2023, a total of 12 pieces of costumes made in the Edo period were donated to our museum. These are costumes for men and women of the feudal lord class, said to have been handed down by the Matsui family of the Yatsushiro clan of Higo, and are in very good condition. They are also valuable pieces whose origins are believable. Our museum has a relatively large collection of costume for men and women of the feudal lord class, but none of them reveal their origins. The 12 pieces donated this time are thought to be part of a series of costumes handed down by the Matsui family of the Yatsushiro clan held at the Mirainomori Museum of the Yatsushiro Municipal Museum, and by observing these together, we can learn about the actual state of coustume for feudal lords in the late Edo period, which is very important.
In this paper, I will first introduce the details of the costumes handed down by the Matsui family of the Yatsushiro clan that was donated, in order of men and women, and then, together with the collection of the Mirainomori Museum of the Yatsushiro Municipal Museum, we will provide an overview of the entire picture of the women's clothing handed down by the Matsui family of the Yatsushiro clan, analyze the contents, and aim to grasp the actual state of the clothing life of feudal lord women in the Edo period.departmental bulletin pape
