Get PDFThe overarching lesson from the impacts of COVID-19 pandemic on Higher Education Institutions (HEIs) is that Africa is poorly equipped in Research Infrastructures (RIs), especially in Virtual RI (VRI) such as data and high-speed internet connectivity, reliable mobile networks and cloud computing facilities that allow for real-time collaboration environments in research, teaching, and learning. Adequate RIs (physical and virtual), which include human resources, modern and fully equipped classrooms are essential to success, especially in the current era of COVID-19 and digital transformations across the globe. This situation is expected to continue, going forward. However, VRIs need to be accompanied by Physical RIs (PRIs). A vital PRI in Africa is electricity, which still poses significant challenge to HEIs in Africa. On this backdrop, this project on Mapping RIs to Enhance the Resilience of Science Systems in Sub-Saharan Africa (SSA), focuses on one overarching goal: to investigate the current RIs landscape, both physical and virtual, in Africa and make recommendations to guide the formulation, implementation and governance of new policies and practices, as well as the revision of existing policies and practices on RIs
Digital new deal for Africa : governance in the age of digitalisation and datafication
No full textThe Digital New Deal for Africa (DND4A) project began in 2020 as the second phase of the IDRC cyber policy Think Tank Initiative, which was called the Africa Digital Policy Project (ADDP). The term 'digital new deal' refers to experimental policy interventions in the globalised processes of digitalisation and datafication required to redress the currently uneven distribution of opportunities and harms arising from these processes. The various research areas in this programme are conceptually united by trying to understand and address the governance challenges arising from the nature of digitalisation and datafication as global public goods. The project developed a ‘rights and risks’ framework to systematically analyse the governance challenges arising from these two processes on the African continent. This framing acknowledges the uneven impact of known harms and the need to mitigate risks differently in rapidly digitalising developing economies and societies

DeepNOVA : a deep learning NOVA classifier for food images
Get PDFAssessing the healthiness of food items in images has gained attention in both the computer vision and the nutrition fields. However, such task is generally a difficult one as food images are captured in various settings and thus are usually non-homogeneous. Moreover, assessing how healthy a food item is requires nutritional expertise and knowledge of the constituents of the food item and how it is processed. In this manuscript, we propose an end-to-end deep learning approach that can detect and localize various food items in a given food image using a customized object detection model. Our approach then assesses how healthy each detected food item is by classifying it into one or more of the four NOVA groups (Unprocessed Food, Processed Culinary Ingredients, Processed Food, and Ultra-processed Food). To train our food item detection model, we used two public datasets and a custom one we created ourselves and which contains images of food taken using wearable cameras. To train the NOVA food classifier, we use the custom dataset we created ourselves and that was manually labeled by expert nutritionists. Our food item detection model achieved a mAP of 0.90 and the NOVA food classifier achieved an average F1-score of 0.86 on test data

No full textNavigating fear and care : the lived experiences of community-based health actors in the Philippines during the COVID-19 pandemic
Get PDFThe activities of community-based health actors are widely recognized as critical to pandemic response; yet there exists a lack of clarity concerning who is included in this ecosystem of action and how these actors experience the complexity of delivering community-level care in the context of a public health emergency. The objectives of this study were (1) to characterize the lived experiences of community-based health actors during the COVID-19 pandemic in the Philippines; and (2) to identify opportunities for further supporting these critical actors in the health workforce. Virtual semi-structured interviews were conducted (January-February 2021) with 28 workers employed by a Philippines-based non-governmental organization (NGO) to explore their lived experiences during the COVID-19 pandemic. Data were analyzed thematically using a hybrid inductive-deductive coding process. informed by Tronto’s conceptualization of an ethic of care. Lived experiences among study participants were shaped by discourses of fear and care, and the interaction between these two affects. Participants reported everyday experiences of fear: NGO workers' fears of contracting and transmitting COVID-19 to others; perceived fear among community members where they worked; and fears around COVID-19 testing, recognizing the personal and social implications (e.g., stigma) of a positive test. Amid fear, participants had everyday experiences of care: care was a powerful motivator to continue their work; they felt supported by a caring organization that implemented safety protocols and provided material supports to those in quarantine; and they engaged in self-care practices. These findings contribute to understanding the ecosystem of actors involved in community-based health care and engagement efforts and the challenges they encounter in their work, particularly in a pandemic context. We highlight implications for civil society organizations charged with protecting the mental and physical well-being of their workers and describe how these actions can contribute to local health systems strengthening.Canadian Institutes of Health Research (CIHR
