    Drivers of disparity : how policy responses to COVID-19 can increase inequalities

    Countries across the world have deployed macroeconomic policies to address the negative economic implications of the COVID-19 pandemic and subsequent lockdown measures. However, these policies can have different outcomes for various segments of the population. This policy briefing assesses the channels through which macroeconomic policy responses in Nigeria and Uganda negatively affect or exclude specific groups, with the aim of resetting policies to achieve more inclusive outcomes that will support economic growth and development in the postCOVID future. It finds that the urban poor and the informal sector are being excluded as a result of the poor coverage of cash transfer programmes and the implementation of policies mostly applicable to the formal sector. Loans to low-income borrowers are not likely to increase despite downward revisions to the monetary policy rate, while importers and poorer households will be the worst hit by exchange rate adjustments in Nigeria. While the middle class and rich are affected by the removal of subsidies in Nigeria, those living in poverty do not benefit from the budget restructuring in Uganda

    Multi-level association rule mining for the discovery of strong underrepresented patterns : the case study of small dairy farms in Tanzania

    Increasing the milk production of small dairy producers is necessary to cover the increase in milk demand in Tanzania. Currently, the population of people in both Tanzania and the world has increased and is predicted to increase more in the year 2050. The use of multilevel association rule mining methods to mine strong patterns among smallholder dairy farmers could help in identifying the best dairy farming practices and increase their milk production by adopting them. This study employed multi-level association rule mining to discover strong rules in three clusters, resulting in three levels of rules in each cluster. These three clusters were high, medium, and low milk producers. Rules were obtained for feeding practices, milk production, and breeding and health practices. These rules represent strong patterns among smallholder dairy farmers that could help them improve their dairy farming practices and have a gradual increase in milk production, from low to medium and from medium to higher milk production. Smallholder dairy producers would be provided with recommendations on their dairy farming practices, using rules based on the cluster to which they belong that could help them achieve higher milk production.Swedish International Development Cooperation Agency (SIDA

    This policy brief outlines the economic impact of the COVID-19 pandemic in Benin. We focus on the monetary and fiscal policy implemented by the government of Benin and the Central Bank of West African States. Government and the bank acted rapidly to contain the spread of the virus to minimize any adverse economic consequences. Fiscal policy took the form of cash transfers and subsidies for households and firms. Monetary policy expanded liquidity through banking and microfinance institutions. A portion of liquidity was specifically allocated to the agricultural sector to ensure food security. The expansion in liquidity increased consumer prices, which increased the cost of living and could potentially increase poverty. Future fiscal policy should better target those households most impacted by the price increase

This means that members of the public miss out on major updates and news which emanate from such big international meetings. To address this issue, MESHA sought financial support from IDRC to grant a few journalists to cover the COP27 in person and virtually.     From April 2019 to October 2022, the GDS Program has been investigating and advancing gendered design through 20 grant-awarded projects with scholars at institutions across the global souths. The Program aimed to contribute to more inclusive technological designs in science, technology, engineering, the arts and math by building capacity in gendered design and innovations to address challenges and biased perceptions predominantly faced by women in low- and middle-income countries (LMICs). The gendered design approach brings diverse and critical perspectives to the design process to reshape how we identify design challenges, the process to address them, the solutions to these challenges, as well as the reach of their benefits
