meeting every year; that it was inadvisable for one meeting 
to fix the meeting for the next year; urged that the entire mat- 
ter should be left to the officers. Commissioner Mercer of 
Georgia agreed with what had been said by the members now 
present, but was still firmly in favor of annual sessions. Mr. 
Burnham urged that larger attendance would follow a definite 
policy of regular meetings on dates fixed in advance. Motion to 
change the by-laws was made. Passed. Colonel Acklen re- 
ported the following' resolutions relative to self-hunting dogs 
and quarantine regulations, which were adopted. 
Whereas, The number of useful birds, their eggs and young destroyed 
by self-hunting dogs and eats is enormous; be it 
Besolved, That it is our well-eonsidered opinion that every State 
should speedily enact measures adopted for cheeking this destruction. 
Adopted. 
Whereas, Since the shipment of living useful birds (notably the wild 
turkey, bob-white and other quail, grouse, ducks, pheasants) is becom- 
ing more and more necessary to meet local conditions; and 
Whereas, These species are peculiarly susceptible to various infectious 
diseases of a serious character; be it 
Resolved, That State officials and individuals join with the United 
States Biological Survey in establishing effective quarantine regulations 
whenever and wherever necessary. 
As honorary members of the association Charles E. Brewster, 
Samuel E. Fullerton, W. F. Scott, T. Gilbert Pearson, Col. 
John Pitcher, Dr. T. S. Palmer and D. C. Nowlin were nomi- 
nated and were all duly elected. 
Dr. Kalbfus in discussion elicited the opinion from the Gen- 
eral Counsel that a person once a member was always a mem- 
ber, so long as he conformed to the conditions in the by-laws. 
Mr. Schaeffle of California presented the resolutions relative to 
the sale of game. 
Resolved, That the National Association of Game Wardens and Com- 
missioners go on record at this time as favoring the enactment of legis- 
lation for still further restricting the sale of all wild game in all parts 
of the United States.

ALBANY HOTEL, DENVER, COL., Aug. 29, 1912. 
Meeting called to order at 10.15 A.M. by President T. Gilbert 
Pearson, who introduced, as one who would present to the asso- 
ciation the keys of the city, His Honor Henry Arnold, mayor of 
Denver. In a jocular vein His Honor claimed that the previous 
Democratic organization “ did not leave even a key to turn 
over.” After briefly outlining several important features which 
make Denver an attractive residence city, notable among which 
were free entertainments on Sundays at a cost of $600 each, the 
expenditure of $600 every night for lighting the streets and 
$500 every day for laying the dust, His Honor extended a 
most sincere and hearty welcome to the city. 
Hon. J. H. Acklen of Tennessee responded, speaking feelingly 
of the cordial welcome and of the large ways of doing things in 
the west. He lauded the wise foresight of Colorado in the pas- 
sage of the early game laws in 1867, and in enacting one of the 
most important acts, the so-called “ permissive ” game law. We 
are now all conservators. Public spirit has been awakened; 
every public-spirited citizen is now disseminating information 
for the benefit of all. 
In response to the roll call of States, officially designated dele- 
gates responded as follows: —

The President then introduced Mr. Smith Riley, the district 
forester, who spoke on “ The Relation of Big Game and Sheep 
in the ISTational Forests.” 
Mr. Riley, said in part: — 
Big game are valuable to pleasure parks. In Estes Park sheep and 
deer are numerous. These give far greater value to the parks than if 
used as a sheep pasture. Isolated hunches are now deteriorating by 
interbreeding. New blood is needed. Small bands on the Elk River 
are surrounded by the area used as sheep pastures. The number has 
increased-to 160 head on a small area. In the White River Plateau, 
National Forest, Col., are upwards of 2,000 elk, a good increase. 
Apprehends little difficulty in maintaining them. The mountain sheep 
in Estes Park are very numerous. 
Mr. Thompson, superintendent of Estes Park, applied for 
membership in the association, and said “ Sheep can be seen 
almost any day, sometimes coming within 50 feet of the ob- 
server.” 
Meeting adjourned. 
Meeting called to order at 2 P.M., President Pearson in the 
chair. Commissioner Mercer of Georgia moved the following 
resolutions relative to co-operation between the Canadian and 
the United States authorities for the protection of game birds, 
which was referred to the Committee on Resolutions: — 
Resolved, That we invite the co-operation of the Provinces of Canada 
in the adoption of laws for the uniform protection of migratory birds, 
the common property of the people of the States and of the Provinces, 
and assure our neighbors of the north of a sincere purpose on our part 
to conserve the birds that annually make their homes alternately in 
this country and in that; and further 
Resolved, That a copy of these resolutions be forwarded to the Do- 
minion and Provincial officials in charge of the preservation of birds 
and game. 
Commissioner Mercer spoke on the importance of co-operation 
between the two countries. 
Upon announcement that Commissioner Garfield had been 
summoned home by the sudden death of his wife, Colonel Ack- 
len spoke feelingly of our sympathy with Commissioner Gar-

The chairman of the Committee on Resolutions moved a vote 
of thanks to Commissioner Shinn and to the local committee, to 
W. L. May, Samuel Evans and R, E. Eollett for their respect 
tive contributions to the success of the convention. Mr. Schaef- 
fle of California presented the invitation of his State to meet 
there in 1915. Commissioner Mercer of Georgia followed with 
an invitation to meet in Atlanta. Commissioner Miles of In- 
diana said that Indianapolis had already extended an invitation, 
which the speaker seconded most cordially. President Acklen, 
resuming the chair, then called upon Commissioner Shinn of 
Colorado, who spoke interestingly, giving personal reminis- 
cences of the development of the work in Colorado since its 
inception in 1899. He said in part: — 
The capacity of the nine hatcheries is 14,000,000 trout; $60,000 is 
now invested in these hatcheries. The best hatcheries do not exceed 
$2,500 for construction. The spawn is taken from the lakes. When 
referring to the difficulties of transportation in the country, he spoke 
of a certain road as “ not only not passable, but not even jackass-able.” 
A few deer and antelope are kept in captivity at the Denver hatchery. 
The antelope in general seek the high open ground, but the deer the 
shade. The appropriation last year was $17,050. Receipts from li- 
censes amounted to $35,533, less 25 per cent, of the license money, 
which goes for collecting. The licenses are sold by agents, county clerks 
and sportsmen’s stores. Hunters are now paying attention to stocking 
the streams. He suggested a combination of the hunting and the fish- 
ing licenses. In Colorado there are 6,000 miles of trout waters. There 
were put out last year 11,000,000 trout fingerlings in addition to those 
furnished by the United States Bureau of Fisheries; 20,000,000 in the 
past two years, using an automobile for the transportation of the trout. 
Eyed eggs are shipped successfully to Japan, with a loss of less than 
15 per cent. Only a few grizzly bears are now left in Colorado; there 
are many black bears. There is no close season on bears. Mr. Riley 
made the statement that about thirty bears were killed in the State of 
Colorado last year. The cost of collection of licenses is 10 per cent. 
In Oregon County officers get no additional pay for collecting license 
money. In Kansas more licenses are sold by the clerks for increasing 
the commission. Wardens in Colorado sell licenses and take no com- 
mission. Judge Beaman of Colorado confirmed this. 
Dr. Palmer complimented Commissioner Shinn. He said in 
part: “ License legislation is recent. Colorado, through Judge 
Beaman’s efforts, was one of the pioneers. At that time 25

per cent, was not excessive. Later tlie States have reduced 
the cost of collection to 10 per cent., which was a fair compen- 
sation. The existing condition is no reflection upon Colorado.” 
Commissioner Phillips of Pennsvlvania was introduced, and 
jokingly imposed upon Dr. Kalbfus, secretary of the Board, the 
duty of reading his paper. Incidentally, in the discussion, it 
was elicited that last year in Pennsylvania over 600 black bears 
were killed. The increase in bears is due to a close season and 
to preventing the use of steel traps. Undoubtedly they may 
in time become a serious menace by killing sheep and pigs, and 
frightening children. 
GAME PROTECTION' IN PENNSYLVANIA. 
Through the adoption of a constructive game preserve policy, white- 
tailed deer in Pennsylvania, according to the best estimates obtainable, 
are almost doubling in number every year, and wild turkey and ruffed 
grouse, the greatest game birds on earth, and other birds and animals 
native to this State, are increasing rapidly, while the million acres of 
State forest reserve, on which a few years ago wild life was almost 
extinct, are being gradually made into the greatest hunting and recrea- 
tion grounds ever contemplated for the benefit of the people of any 
State. 
Some twenty years ago the thinking sportsmen of the State of Penn- 
sylvania, becoming alarmed at the rapid disappearance of wild life 
generally in this State, awoke suddenly to a realization of the fact that 
if it was to be saved to posterity immediate action was necessary to 
secure its protection and preservation. It was recognized that in order 
to attain results, a head, to direct and guide the efforts of the sports- 
men, was necessary. After considerable agitation, in 1895, by an act 
of Legislature, the Game Commission was created, empowered to collect 
data, and to recommend, legislation relating to the subject of game and 
wild bird preservation, and to enforce such laws as might be enacted. 
The commission was to consist of six sportsmen, appointed by the Gov- 
ernor, who were to serve the State without remuneration in any way. 
The commission was particularly fortunate in the first appointments, 
as the men appointed were enthusiasts on the subject of wild life con- 
servation; besides, they had had considerable experience in protecting 
birds and animals upon lands under their control. Soon after taking 
office, the commissioners realized that in order to accomplish results 
something more than good game laws and their enforcement was neces- 
sary, as while this might take care of the game left in the State, no 
provision was made for increasing the supply. 
Having in mind the magnificent results achieved by the federal gov- 
ernment through the establishment of national parks and game refuges
