Blue justice: A survey for eliciting perceptions of environmental justice among coastal planners’ and small-scale fishers in Northern-Norway

Ocean-based economic development arising from an increasing interest in the ‘blue economy’ is placing ecosystems and small-scale fisheries under pressure. The dominant policy response for dealing with multiple uses is the allocation of coastal space through coastal zone planning (CZP). Recent studies have shown that the rush to develop the blue economy and regulate coastal activity can result in social injustices and the exclusion of less powerful and unrecognized groups (e.g., small-scale fishers, women, Indigenous peoples and youth). To achieve a primary goal of the 2030 sustainable development agenda to “leave no one behind”, it is important to understand the implications of coastal planning and development for these groups. Here, we present a social survey protocol for examining perceptions of justice related to small-scale fisheries (SSF) in the context of the blue economy in coastal areas. Specifically, we designed the survey instrument and sampling protocol to assess whether decisions about the use of the coastal zone over the last five years have i) followed principles of good governance, ii) recognized fishers’ knowledge, culture and rights and iii) been attentive to impacts of changed coastal zone use on fisheries. The survey will engage coastal planners (N = app. 120) and fishers (N = app. 4300) in all the coastal municipalities (N = 81) in Northern-Norway. The sampling protocol is designed to ensure representation of different sectors of society, including those defined by gender, age, ethnicity and occupation (e.g., small-scale fishers, large-scale fishers, coastal planners).publishedVersio

Exploring the relationship between Airbnb and traditional accommodation for regional variations of tourism markets

The relationship between Airbnb-based and traditional accommodation is mainly documented for key tourist destinations with a large tourism sector, while there is almost no evidence on this for other destinations. This article focuses on regional variations in the relationship between Airbnb-based and traditional accommodation across primary and secondary tourist destinations in Norway. Through an exploratory cluster analysis and a panel vector autoregressive (PVAR) model with forecast error decomposition of shocks (unobserved effects), it finds evidence of spillovers from Airbnb-based accommodation to traditional accommodation in secondary destinations. The demand for traditional accommodation is positively affected by Airbnb demand in the long run. Interestingly, a smaller effect is found with the supply-side of regional tourism markets in the Norwegian secondary tourist destinations. The growth of Airbnb may, thus, spur growth in the general tourism sector in such less frequented destinations.publishedVersio

Developing a training program for collaborative practices between criminal justice and mental health services : the gap between intentions and reality

The main aim of the present chapter is to contribute to an elaboration of central issues and possibilities for developing a training programme to improve collaboration between the criminal justice system (CJS) and mental health services (MHS). A theoretical framework rooted in social innovation (SI) and communities of practice is used to reflect upon the gap between initial plans and real time practice and the learning that took place. Three episodes from the EU funded project named COLAB are presented and analysed.publishedVersio

Regional policies for green growth. Nordic experiences

Regional councils find many roads to green growth The report discusses policies for green growth of a number of regional (or county) councils in Finland, Norway, and Sweden. These policies, which vary in scope, in ambition, and in degree of place-basedness, provide fertile meeting grounds for policy traditions for decarbonization of public services through public procurement and for innovation oriented growth initiatives. They mostly succeed maneuvering within constraints given by existing industrial structure and by inconsistencies in national and international policies, by leaning on second generation innovation system capabilities (correcting for market and systems failures) built over time. The more experimental initiatives involving a stronger directionality seem to benefit from place-based leadership in transforming both institutional settings and socio-cognitive orientations towards what it means to be green and to grow at the same time. Towards the end, we also discuss some challenges ahead, given that all regions are not equally well equipped for these transitions as the ones in our sample, and also given that the policy cases in our sample only to a smaller degree have addressed the heavier systemic restructurings required for successful transitions towards sustainability. Coordinated monitoring is recommended for systematic learning.publishedVersio

Facilitating understanding of ex-prison service users needs : the utility of Q method as a means of representing service user voices in service development

Novel approaches are needed if the voices of prisoners as service users are to be heard in service development and organisational learning. In this chapter we introduce Q methodology and suggest how this research method can be applied in order to reveal the views of service users in contact with the criminal justice system. We illustrate this by describing the development of a set of Q statements used to elicit the perspectives of ex-prisoners’ experiences of service provisions in an UK mentorship organisation. We discuss how Q methodology can be applied to capture ex-prison service users’ views in research, in therapy or in dialogues between service user and mentor, as well as in including service users’ voices in service development.publishedVersio

    Kritisk viktig, men samfunnsøkonomisk ulønnsomt

Psychometric properties of the German version of the Perception of Interprofessional Collaboration Model-Questionnaire (PINCOM-Q)

Objective: The Perception of Interprofessional Collaboration-Model Questionnaire (PINCOM-Q) measures professionals’ perceptions of interprofessional collaboration in the field of child and youth mental health. The aim of this study was to validate the PINCOM-Q in a sample of German child welfare and child and youth mental health professionals. Methods: The PINCOM-Q was translated into German and its underlying factor structure was examined using exploratory and confirmatory factor analysis. Results and discussion: Findings from this study suggest four factors (Interprofessional Climate, Conflict, Role Expectancy and Shared Goals, and Motivation) capture the concept of perceptions of interprofessional collaboration between child welfare and child and adolescent psychiatry. Conclusion: The use of PINCOM-Q (German) can be recommended as a research tool, investigating professional groups working with children and young people with multiple and complex needs. Keywords: child welfare, child and adolescent psychiatry, interprofessional collaboration, validation, measurementpublishedVersio
