Implementing public procurement of green innovations: Does structural alignment matter?
This study contributes to the theory and practice of public procurement by examining the role of structural alignment in the implementation of public procurement of green innovations. Structural alignment is defined as the coherence and harmonization between strategic aspects of an organization. The organizational aspects examined in this study are strategic goals, structural and control mechanism, and adequacy of resources. The study draws on secondary survey data collected from 379 public-sector organizations in Norway. The analysis was conducted using a novel approach that combines partial least squares structural equation modeling and necessary condition analysis. There is a positive and significant relationship between strategic goals and structural and control mechanism; between structural and control mechanism and adequacy of resources; and between the adequacy of resources and the attainment of public procurement of green innovations. The findings support the structural alignment hypothesis in that the presence of strategic goals results in the implementation of the public procurement of green innovations if structure, control, and adequate resources are in place. Finally, the results show that strategic goals are a necessary condition for enacting a corresponding structural and control design and that structural and control design are a necessary condition for allocating resources, which are themselves a necessary condition for the increased implementation of the public procurement of green innovations.publishedVersio
Acute effects of different loading protocols upon performance and kinematics of 180 degrees change of direction
This study examined the acute effects of different loading protocols on 180° change of direction (COD) performance in eleven male handball players. Participants performed a 10-0-5 COD test under seven conditions: without an external load, and with 3, 6, and 9 kg loads applied under two modes—assisted into the COD and resisted out of it and resisted into the COD and assisted out of it. While total COD time was not affected (p = 0.098; η2 = 0.16), significant phase effects were observed (p < 0.001; η2 ≥ 0.55). Loading protocols significantly influenced velocity, acceleration, and their distances from COD (p < 0.001; η2 ≥ 0.37). Significant phase effects were observed for all step kinematic variables (p ≤ 0.037; η2 ≥ 0.67), except contact time, and significant interaction (phase*condition) effects for all variables (p ≤ 0.004; η2 ≥ 0.08), except for step frequency. Assisted-resisted protocols increased deceleration demands through higher COD entry velocities, displaying fewer but longer steps in the acceleration phase and greater steps taken during the deceleration phase. Resisted-assisted protocols decreased deceleration demands due to lower COD entry velocities, displaying shorter, but more steps taken in the acceleration phase, and fewer steps taken in the deceleration phase. These findings suggest that assisted-resisted and resisted-assisted loading protocols can be used to selectively overload specific phases of COD performance.publishedVersio
Practical vocational training on the internet: A case study of vocational teachers’ teaching practice during the covid-19 pandemic
The purpose of this article is to develop knowledge about the experiences of technical vocational education and training teachers in Norway during the covid-19 school closures in the spring and autumn of 2020. Data has been obtained through an electronic questionnaire with open, text-based answers. 18 vocational teachers participated in the survey, which shows that the closure had major consequences for vocational students in the technological education programs. The home school’s narrow framework conditions made it difficult to replace the school’s practical workshop and hands-on training. The study shows that the closure has triggered major differences in how vocational training was carried out. While some students only participated in digital home school, other students were able to have more practice in firms and enterprises than in ordinary school life. Excluded from school, training firms, and leisure activities, many students felt lonely and passive and some were eventually in danger of dropping out of school. The study shows that the vocational teachers took extensive responsibility and worked hard to find relevant and practical tasks for their students in the crisis that arose. One-to-one conversations between teacher and student as well as a close school-home collaboration became decisive for the students' experience of social and professional belonging.publishedVersio
Fra ide til handling. Snublesteiner på veien mot det samskapte samfunn
I artikkelen retter vi oppmerksomheten mot samskapingsutfordringer i en kommunal kontekst. Datamaterialet stammer fra praksis og prosesser i et læringsnettverk som ble etablert mellom kommune, næringsliv og frivillig sektor i en mellomstor norsk by. Formålet med læringsnettverket var å utvikle en modell for samskaping som kunne bidra til bedre folkehelse. Vi fant at samskaping på tvers av sektorer krever både strukturell fleksibilitet (tilpasningsdyktig organisasjonsstruktur), materiell fleksibilitet (mulighet til å hente inn eller allokere tid og ressurser) og immateriell fleksibilitet (kulturell og relasjonell tøyelighet). Et viktig hinder for alle fleksibilitetsformer er at ressursknapphet fremtvinger prioritering av kjernevirksomhet, noe som her blant annet skyldtes gjeldende lovverk. Samskapingsbegrepet fremsto også som «ullent» for partene og ble dermed en ytterligere barriere i dette samskapingsprosjektet.publishedVersio
