Adaptive Lasso and group-Lasso for functional Poisson regression
No full textHigh dimensional Poisson regression has become a standard framework for the analysis ofmassive counts datasets. In this work we estimate the intensity function of the Poissonregression model by using a dictionary approach, which generalizes the classical basis ap-proach, combined with a Lasso or a group-Lasso procedure. Selection depends on penaltyweights that need to be calibrated. Standard methodologies developed in the Gaussianframework can not be directly applied to Poisson models due to heteroscedasticity. Here weprovide data-driven weights for the Lasso and the group-Lasso derived from concentrationinequalities adapted to the Poisson case. We show that the associated Lasso and group-Lassoprocedures are theoretically optimal in the oracle approach. Simulations are used to assessthe empirical performance of our procedure, and an original application to the analysis ofNext Generation Sequencing data is provided.nonnonouirechercheInternationa
European Competition Policy Modernization: From Notification to Legal Exception
No full textCouncil Regulation (EC) 1/2003 came into force in May 2004 and replaced the mandatory notification of agreements by a regime of ex post monitoring. This paper shows that ex post monitoring is the optimal audit regime when the competition authority's probability of error is low. On the other hand, the notification system becomes optimal when the competition authority's probability of error is high. The paper also shows that block exemptions and black list (regimes of per se (il)legality) should be implemented when the agreements’ expected welfare impact is very high and very low, respectively.nonouirechercheInternationa

La polémique s’enfle jusqu’en France où les plus grands écrivains pourtant ont travaillé à partir de faits divers. Tourné en 1966, le « film réaliste » (et surtout politiquement engagé) adapté par Richard Brooks relance les débats sur les relations entre réalité et fiction. Depuis 2005 enfin, une adaptation en bande dessinée et deux films de long métrage ont eu pour ambition de dévoiler les ressorts de la construction de l’œuvre de Capote.Of a true story that took place in 1959, Truman Capote made a best-selling “faction” that soon faced both criticism from a legal standpoint and attacks from the literary world. No full textLes comités d’hygiène, de sécurité et des conditions de travail traitent un spectre de questions de santé au travail de plus en plus large et disposent de droits potentiellement puissants pour peser sur la prévention des risques professionnels dans les entreprises. Mais leur influence reste très contingente car elle repose fondamentalement sur la qualité des processus de délibération qui s’y déploient. Prenant appui sur une enquête menée sur les risques cancérogènes, mise en regard avec d’autres études récentes, cet article montre que, loin d’être données, les connaissances nécessaires à la pratique de représentation sont une ressource à construire à travers les échanges permis par l’instance, avec l’employeur comme avec les acteurs institutionnels. Surtout, le sens et la place donnés à la forme spécifique de savoir portée par les représentants des salariés façonnent des modes de fonctionnement très contrastés de l’instance.Health, safety and working conditions committees deal with an increasingly broad spectrum of issues concerning health at work. They have rights that are potentially powerful regarding the prevention of occupational risks in the workplace. However, their influence remains very contingent, because it depends on the quality of the process of deliberations. Using a survey of carcinogenic risks and comparing it with other recent studies, this article shows that – far from automatically existing – the knowledge, which is necessary to have in order to carry out one’s function as a representative, is a resource that needs to be built through discussions with the employer and institutional actors – as is authorised by the body. A methodological framework for critical analysis of management innovations
No full textTo detect management innovations requires investigation methods. These have not been discussed yet. Therefore, these methods should be used to determine the innovative nature of a management object (a practice, posture, structure, process, etc.). Our article aims to propose a methodological approach for characterizing the nature of a management innovation. In other words, we try to answer the question: what methods should be followed for the detection and the characterization of management innovations?Our work is an exploratory study. It is based on the study of a French insurance group with a cooperative status. This group practices a so-called “management without objectives” for decades. Is this type of management practice a management innovation? By trying to answer to this question, we have built a methodological framework that we present in this paper.Our paper will be structured as follow. First, a literature overview leads us to identify existing methods for qualifying management innovation. Then, our case study will be presented. We especially focus on the origin and characteristics of “management without objectives”. Truthful Many-to-Many Assignment with Private Weights

Given n agents and m tasks, a mechanism is truthful if no agent has an incentive to misreport her values on the tasks (agent a i reports a score w ij for each task t j ). The one-to-one version of this problem has already been studied by Dughmi and Ghosh [4] in a setting where the weights w ij are public knowledge, and the agents only report the tasks they are able to perform. We study here the case where the weights are private data. We are interested in the best approximation ratios that can be achieved by a truthful mechanism.
