Overview of the First Pathloss Radio Map Prediction Challenge
Pathloss quantifies the reduction in power density of a signal radiated from a transmitter. The attenuation is due to large-scale effects such as free-space propagation loss and interactions (e.g., penetration, reflection, and diffraction) of the signal with objects such as buildings, vehicles, trees, and pedestrians in the propagation environment. Many current or planned wireless communications applications require the knowledge (or a reliable approximation) of the pathloss on a dense grid (radio map) of the environment of interest. Deterministic simulation methods such as ray tracing are known to provide very good estimates of pathloss values. However, their high computational complexity makes them unsuitable for most of the applications envisaged. To promote research and facilitate a fair comparison among the recently proposed fast and accurate deep learning-based pathloss radio map prediction methods, we have organized the ICASSP 2023 First Pathloss Radio Map Prediction Challenge. In this overview paper, we describe the pathloss radio map prediction problem, provide a literature survey of the current state of the art, describe the challenge datasets, the challenge task, and the challenge evaluation methodology. Finally, we provide a brief overview of the submitted methods and present the results of the challenge
Time Optimization of Warehouse Operations Through Industry 4.0 Technology Implementation: Case Study from a Spare Parts Warehouse in the Oil and Gas Industry
This work is a case study approach to optimizing warehouse operations for the oil and gas industry. As companies in the energy industry seek to decrease costs, optimize industrial processes, and achieve higher degrees of sustainability to cut emissions, new automation tools are considered for utilization. The oil and gas industry is under scrutiny from governments, citizens, and activist organizations due to high carbon emissions, and need new initiatives across business areas that can contribute to decreases in emissions without compromising energy supply. This paper presents four different scenario setups of a spare parts warehouse for an offshore oil production installation in the Barents Sea outside the Norwegian coast. The scenarios are created in simulation software according to real-life dimensions. Various automation tools are used in the different scenarios to observe the degree to which time expenditure is affected in each scenario. They are compared according to the average time spent on order picking, consolidation, and shipping. Conclusively, we observe that a combination of few automation tools and a high degree of interoperability make for the most efficient oil and gas spare parts warehouse. For further work, we suggest cost and sustainability analyses
Patients and family attitudes about clinical and research sharing of electronic clinical data
Purpose: To access the attitudes of service users about the sharing of health records for research and
to foster collaboration between municipal health services and the specialist health services in Norway.
Methods: Members (n≈2000) of the Norwegian mental health service users’ organizations (SUO’s),
ADHD Norway, the Autism Association and the Tourette Association, representing Central Norway,
participated in the study, (N=108, 5.4% response rate). Descriptive statistics were used to evaluate
distributions of responses to the questionnaire.
Results: Service users reported being aware that municipal health services collaborate with the specialist
health service (62%), with mental health care in the specialist health service (57%), and child and
adolescent psychiatric services (61%). A large proportion of individuals were aware of the benefits of
sharing their health records (93%), have trust in the use of data by health authorities (81%), and were
willing to share records to benefit fellow patients (84%). Personal experience (69%) and impressions
from mainstream media (55%) had the most influential impact on users’ views of the Health Platform,
an electronic health communication system. A majority of users had a negative perception of the Health
Platform, even though some expect it to become a valuable tool in the future (50%).
Conclusions: Service users are aware of and positive about benefiting others by sharing health records.
They trust the health authorities, however, have negative attitudes about the Health Platform, apparently
based on personal experiences and media influence. However, service users can see the potential
usefulness of the Health Platform in the future
Noise pollution from Arctic expedition cruise vessels: understanding causes, consequences and governance options
Significant increase in shipping in the Arctic has caught international and national attention. The rising
presence of touristic expedition cruise vessels might describe a special case for noise as a marine
pollutant while they seek exclusive opportunities to experience the Arctic first-hand. This
interdisciplinary study develops a conceptual framework to investigate context-specific vessel noise
cause-effect dynamics and how this knowledge can assist policymakers and industry in increasing
environmental safety. The study comprehensively reviews noise-emitting activities from Arctic cruise
expeditions and potential adverse consequences for Arctic endemic marine mammals. It further
discusses governance options for mitigating these consequences. Internationally, legal adaptations in
the shipping conventions MARPOL and SOLAS should recognise noise as harmful energy. This could
facilitate the uptake of noise-level-based certification schemes in the Polar Code. These legal actions
can be strengthened by extended collective self-governance and through introducing economic
incentives at the port level

Avhandlingens tema er konsultasjoner mellom storting og regjering i utenrikssaker. Gjennom slike konsultasjoner gis Stortinget informasjon om en sak som Stortinget ikke har til behandling eller inviteres til å fatte vedtak i. Dermed gis Stortinget anledning til å drøfte og kontrollere regjeringens foreløpige standpunkt, samtidig som regjeringens rett til å styre i utenrikssaker ivaretas. Disse konsultasjonene har vært gjennomført i over 100 år, og sikrer Stortingets involvering i flere av vår tids viktigste utenrikssaker. For eksempel besluttet regjeringen 28. februar 2022 å donere våpen til Ukraina «[e]tter konsultasjoner med Stortinget». Konsultasjonene har i dag tilsynelatende en uavklart rettslig stilling. Denne avhandlingen behandler de rettslige spørsmål disse konsultasjonene reiser, herunder om og i hvilken grad det stilles rettslige krav til konsultasjonene og gjennomføringen av dem

Plasmids affect microindel mutations in Acinetobacter baylyi ADP1
Plasmids can impact the evolution of their hosts, e.g. due to carriage of mutagenic genes, through cross-talk with host genes or as result of SOS induction during transfer. Here we demonstrate that plasmids can affect the level of microindel mutations in the host genome. These mutations are driven by the production of single-stranded DNA molecules that invade replication forks at microhomologies and subsequently get integrated into the genome. Using the gammaproteobacterial model organism Acinetobacter baylyi, we show that carriage of broad host range plasmids from different incompatibility groups can cause microindel mutations directly or indirectly. The plasmid vector pQLICE belonging to the incompatibility group Q (IncQ) and replicating by a characteristic strand displacement mechanism can generate chromosomal microindel mutations directly with short stretches of DNA originating from pQLICE. In addition, results with the IncP plasmid vector pRK415 (theta replication mechanism) show that the presence of plasmids can increase microindel mutation frequencies indirectly (i.e., with chromosomal ectopic DNA), presumably through plasmid-chromosome interactions that lead to DNA damages. These results provide new mechanistic insights into the microindel mutation mechanism, suggesting that single-stranded DNA repair intermediates are the causing agents. By contrast, the IncN plasmid RN3 appears to suppress host microindel mutations. The suppression mechanism remains unknown. Other plasmids in this study (belonging to IncA/C2, IncW, pBBR incompatibility groups) confer ambiguous or no quantifiable mutagenic effects
Knowledge and support for AI in the public sector: a deliberative poll experiment
We are on the verge of a revolution in public sector decision-making processes, where computers will take over many of the governance tasks previously assigned to human bureaucrats. Governance decisions based on algorithmic information processing are increasing in numbers and scope, contributing to decisions that impact the lives of individual citizens. While significant attention in the recent few years has been devoted to normative discussions on fairness, accountability, and transparency related to algorithmic decision-making based on artificial intelligence, less is known about citizens’ considered views on this issue. To put society in-the-loop, a Deliberative Poll was thus carried out on the topic of using artificial intelligence in the public sector, as a form of in-depth public consultation. The three use cases that were selected for deliberation were refugee reallocation, a welfare-to-work program, and parole. A key finding was that after having acquired more knowledge about the concrete use cases, participants were overall more supportive of using artificial intelligence in the decision processes. The event was set up with a pretest/post-test control group experimental design, and as such, the results offer experimental evidence to extant observational studies showing positive associations between knowledge and support for using artificial intelligence
