Dalla tutela del giocatore al primato del gettito: il Terzo settore come presidio costituzionale della salute pubblica
Negli ultimi anni, la regolazione del sistema italiano del gioco d’azzardo si è progressivamente spostato dal principio di tutela della salute al primato del gettito fiscale, segnando una regressione delle politiche pubbliche in materia. Il contributo ripercorre l’evoluzione normativa e istituzionale del settore, dalla stagione inaugurata con il c.d. “Decreto Balduzzi” alle più recenti scelte legislative, che hanno ridimensionato gli strumenti di prevenzione e monitoraggio del fenomeno. In tale quadro, la ricerca evidenzia come la tensione tra finalità fiscali e tutela della salute imponga di rileggere il ruolo del Terzo settore quale presidio costituzionale e fattore di riequilibrio del sistema.
Alla luce dell’art. 55 del Codice del Terzo settore e del principio di sussidiarietà orizzontale di cui all’art. 118 Cost., lo scritto intende mostrare come gli ETS operino quali infrastrutture di prossimità capaci di ricomporre il nesso tra salute pubblica e responsabilità collettiva
Time-Optimal Anti-Sloshing Trajectory Planning for Multiple Liquid-Filled Containers Subject to SCARA Motion
This paper develops algorithms for planning time-optimal pick-and-place trajectories for multiple cylindrical containers filled with liquid and simultaneously transported by a robot. The considered trajectories comprise 3D translations combined with a 1D rotation about the vertical direction, i.e. SCARA motions. The presented approach minimizes the execution time, while ensuring that the liquid surface within each container remains below an imposed threshold throughout the motion. Two types of optimal trajectories are studied: one optimizes the motion law along a given path, the other optimizes both the path and the motion law. Extensive simulations identify the most efficient optimization setup, whereas experiments validate the approach. The data sets of all simulated and experimental motions are distributed through an external repository

Probabilistic corrosion hazard maps for reinforced concrete infrastructure in coastal regions
The development of probabilistic corrosion hazard maps for reinforced concrete infrastructure exposed to airborne chlorides in coastal regions is addressed in the present work, with special attention to bridges. The methodology developed in this study consists of three steps. Initially, spatial distribution, construction year, and main features of the existing infrastructure are examined together with the general characteristics of the study area. The second step deals with the elaboration of relevant environmental data, including the direction and height of sea waves, sea salinity, temperature, relative humidity, rainfall, speed and direction of wind, and chloride deposition rates. Corrosion hazard maps are obtained next, wherein the corrosion current density is selected as an intensity measure. Particularly, they are elaborated for an assigned probability of exceedance given the exposure time window and concrete mixture. The presented methodology is applied to develop probabilistic corrosion hazard maps for reinforced concrete bridges exposed to the marine atmosphere at Oahu Island (Hawaii, United States). For this case-study, it is also discussed the correlation between the actual condition rating of the existing concrete bridges and the estimated corrosion hazard levels
Analyzing financial markets dynamics: a statistical equilibrium framework for stocks and cryptocurrencies
In this article, we study the stochastic structure of cryptocurrency rates of returns as compared to stock returns by focusing on the associated cross-sectional distributions. We build two datasets. The first comprises forty-six major cryptocurrencies, and the second includes all the companies listed in the S&P 500. We collect individual data from January 2017 until December 2022. We then apply the Quantal Response Statistical Equilibrium (QRSE) model to recover the cross-sectional frequency distribution of the daily returns of cryptocurrencies and S&P 500 companies. We study the stochastic structure of these two markets and the properties of investors’ behavior through bear and bull trends. Finally, we compare the degree of informational efficiency of these two markets

Human neuroglobin and H64A distal variant: how mutation and pH affect the heme pocket
Neuroglobins (Ngbs) are low spin heme proteins, with His64 and His96 residues bound to the distal and proximal positions of the heme iron, respectively. His64 must be displaced to allow the ligation of exogenous molecules to the heme, thus regulating ligand binding. In fact, in the absence of the distal His, at physiological pH, the protein becomes high spin in both the ferric and ferrous states. However, the variant undergoes a pH-dependent coordination/spin state transition to a hexacoordinated low-spin species at alkaline pH, featuring Lys67 as the distal endogenous ligand. Here, we have investigated the effect of pH
on the wild-type (WT) protein and the distal H64A variant of human Ngb in solution by a combination of UV–Vis electronic absorption, Magnetic Circular Dichroism and resonant Raman spectroscopies. In the WT protein, only a vinyl substituent conformational change is observed with increasing pH, due to the strong stability of the bis-histidyl heme coordination. Conversely, in the H64A variant alkaline pH induces a major structural rearrangement of the active site with the distal coordination of Lys67 to the heme, a change in the strength of the hydrogen bonds of the propionate groups and a conformational rearrangement of one vinyl substituent. We propose that these findings are due to the modifications in the E-helix as a consequence of Lys67 deprotonation in both the WT and the variant. These results provide further details at the molecular level on the fundamental role of distal residues for heme binding within the active site and protein stability
Novel 3.3V RF-LDMOS in 16nm FinFET with the best RF and reliability trade-off enabling integrated Watt-level power amplifiers in connectivity SoC
A novel FinFET-based LDMOS device with a
breakdown voltage of ~ 11 V and a record RF performance,
with fMAX ~ 240 GHz and fT ~ 60 GHz, is presented. The device
is composed of a thick gate oxide in the channel and two
uniquely-connected dummy gates in the drain extension to
optimize the electric field for reducing the device degradation
due to hot carrier injection. The device reliability is further
improved by using a baseline mask to partly block the P-well
implant for smoothening the doping profile at the channel-drift
junction. The device concept has been intensively assessed by
TCAD, and fabricated in a 16nm FinFET node. A 5.5 GHz
power-amplifier utilizing this novel LDMOS has been
designed and taped-out on the same silicon. On-wafer
measurements have been done to characterize DC, RF and
reliability of these new devices. The measured characteristics,
both on device and circuit level, confirmed the breakthrough
RF performance and robustness of this new LDMOS compared
to state-of-the-art LDMOS in FinFET processe
