Turvallisempaa tilaa ja rohkeampaa kuvataideopetusta ja -koulutusta
Turvallisemman tilan periaatteilla on pyritty vahvistamaan yhdenvertaisuutta suomalaisissa yliopistoissa 2010-luvulta alkaen. Tämä artikkeli perustuu kehittämistyöhön kahdessa suomalaisessa kuvataidekasvatuksen koulutusta antavassa yliopistossa: Aalto-yliopistossa ja Lapin yliopistossa. Tutkimusaineistona on ryhmähaastattelu, jonka avulla on tunnistettu turvallisemman tilan periaatteisiin liittyviä haasteita ja mahdollisuuksia taiteen yliopisto- ja kouluopetuksessa. Haastatteluaineisto asetettiin vuoropuheluun kirjoittajien ammatillisten reflektioiden kanssa ja jäsennettiin traumainformoidun pedagogiikan teemojen avulla. Oppimis- ja taidekäsitykset vaikuttavat turvallisemman tilan periaatteisiin ja kokemuksiin. Pedagogiset valinnat luovat turvallisempaa ja rohkeampaa tilaa. Turvallisemman tilan voidaan nähdä ilmenevän kuvataidekasvatusalan yliopistokontekstissa politiikkana, opetuksen toteutumisena ja sisältöjen muotoutumisena. Kuvataideopetuksen käytännöt turvallisemmaksi tilaksi yliopistoyhteisöissä mallintavat yhdenvertaista ja rohkeaa kuvataideopetusta kouluihin ja taidekasvatuksen laajalle kentälle
Civic education and learning through placemaking in Sápmi
This essay describes how civic education can occur through arts-based methods such as placemaking. The meaning of placemaking has a connection to the tradition of cultural geography and with the sense of place. Art can be a method for civic education. Art can create a platform for discussion, building connections, expressing opinions and exchanging views with others. Studying geography in an urban environment:student teachers’ learning experiences with technology-assisted outdoor education
Technology-assisted outdoor education refers to activities in authentic environments where digital technology and media support learning, even without the teacher's physical presence. In this study, used the Seppo platform to implement technology-assisted outdoor education for primary school teacher students in a geography pedagogy course. Seppo enables teachers to create learning assignments on GPS-based maps and the assignments open when students reach specific locations. In the course, students independently completed geography research tasks in an urban environment. The aim of the study was to investigate teacher students´ learning experiences with technology-assisted outdoor education. The study is qualitative case study and data was collected through open-ended questions after the outdoor education and by using the students' learning assignments. The data analysis method was content analysis. The results indicate that technology-assisted outdoor education enhanced students' technological pedagogical content knowledge, especially content knowledge, pedagogical content knowledge, and technological content knowledge in geography education field. Access to justice in public procurement:improving judicial review through lean thinking, proactive law and legal design
The ultimate goal of the public procurement remedies system is to effectively enforce procurement rules and ensure that tenderers can appeal against contract awards and other decisions as efficiently and quickly as possible. In Finland, multiple measures have been taken to make the public procurement appeal system more effective, but studies show that reforms have made it more difficult and less attractive to appeal. The current system does not adequately provide access to justice to economic operators and the conventional approach to reforms has not done the job. To radically improve the public procurement remedies system, we discuss the integration of lean thinking, proactive law and legal design to improve access to justice in the public procurement appeal system. Lean thinking, traditionally used in manufacturing, focuses on efficient value creation and continuous improvement, helping streamline processes and improve the quality of justice. Proactive law aims to create legal frameworks that prevent problems before they arise, promote positive outcomes and create opportunities and value. Legal design combines legal thinking with design thinking to make legal systems, including processes, policies and documents, more user-friendly, understandable, transparent and accessible. We identified the following dimensions that integrate these three approaches: proactivity, continuous improvement, user-centricity, multi-professional collaboration, streamlining processes and design dimensions. As a result, we argue that the integration of lean thinking, proactive law and legal design offers promising avenues to improve the efficiency and efficacy of the existing public procurement appeal system. However, to move forward, additional data and empirical studies are needed to further evaluate the current situation, test the integration and assess their impact on existing challenges.</p
On the Jurisdictional Situations of Arctic Large Marine Ecosystems
The Arctic Council has identified and delineated 18 large marine ecosystems (LMEs) to provide a basis for the implementation of the ecosystem approach to management (EAM) in the Arctic. However, the ‘natural boundaries’ of these LMEs largely misalign with the ‘artificial boundaries’ established under the United Nations Convention on the Law of the Sea (UNCLOS). This raises the question of how EAM could be effectively implemented across diverse and multiple jurisdictions of the Arctic LMEs. By visualising the so-called jurisdictional situation of all 18 Arctic LMEs, this food-for-thought article highlights the inequitable and delicate position that the zonal approach of UNCLOS creates for the protection of Arctic LMEs
Land, nature and culture in Finnish Lapland
The late French sociologist Bruno Latour criticised contemporary global environmental discourses and geopolitical practices for being disconnected from the land, the basis of life, and suggested landing on the earth as a way to reconnect with the land and the politics concerned with it. He proposed taking a closer look at the multiple relationships which people have with land beyond current techno-rational governance practices. The cases from Finnish Lapland exemplify the diversity of land relationships as different practice-based land cultures, in order to problematise the binary distinctions between natural and cultural in rural and urban landscapes, and to show the central role governance plays at different levels in establishing and maintaining this separation through binary thinking in Finnish land cultures
Support Factors and Mechanisms for Civil Servants’ Digitalization Readiness
This study investigates organizational support factors and mechanisms that enable civil servants' digitalization readiness in municipal technical services. We define civil servants' digitalization readiness as an individual's ability and preparedness to utilize devices, software, digital materials, and remote work in their public organization duties. Despite increasing digitalization in public administration, there is limited understanding of how civil servants experience and perceive organizational support in the digitalization context, particularly in the technical sector, where digital transformation significantly impacts service delivery. Empirical data was collected through individual thematic interviews with civil servants in land use planning and construction supervision in 11 Finnish municipalities. We identified two mechanisms enabling civil servants’ digitalization readiness: (1) organizational resource mechanism, where socio-technical resources (e.g., infrastructure, peer support, IT support, and data management) affect work capabilities, and (2) creative digital tension mechanism, which activates through drivers including peer examples, skills assessments, state legislation, and perceptions of usefulness. Creative digital tension emerges as civil servants recognize gaps between current and desired capabilities, motivating learning and utilization of technologies. Our primary contribution to public administration literature is developing a conceptual framework for understanding organizational support mechanisms for civil servant digitalization readiness in municipal service production digital transformation.</p
Cross-border protection of adults:what could the EU do better?
On 31 May 2023 the European Commission published two proposals on the protection of adults. The first proposal is for a Council Decision to authorise Member States to become or remain parties to the Hague Adults Convention “in the interest of the European Union.” The second is a proposal for a Regulation of the European Parliament and the Council which would supplement (and depart from, in some respects) the Convention’s rules. The aim of the proposals is to ensure that the protection of adults is maintained in cross-border cases, and that their right to individual autonomy, including the freedom to make their own choices as regards their person and property is respected when they move from one State to another or, more generally, when their interests are at stake in two or more jurisdictions. This paper analyses these EU proposals, in particular as regards the Regulation, and suggests potential improvements
Revisiting the Hossa-Värikallio Rock Painting:Towards a Theory of a Sámi Cosmological Landscape
Research at the Hossa-Värikallio rock painting which is the largest rock art location in north-east Finland has brought into focus a multitude of different figures that are dancing and thus, linking the site with a prehistoric shamanistic séance. The comparative research presented below has been undertaken in order to help broaden and strengthen earlier research undertaken by the author at the site in terms of bringing into focus additional parallels between certain figures and those illustrated within landscapes on Sámi noaidi drums from the seventeenth-century and other rock art landscapes in Finland
Researching "with" Through Practice-Research Methodologies
Stemming from the Harawavian term “becoming-with”, the transformation of the preposition “with” into a hyphenated postposition when building new theories from phrasal verbs is an emergent phenomenon within academic discourse. “-with” is often used to indicate more considered, reciprocal, and relational methods of doing research. In this paper, I extend these ideas to consider “with” as the dynamic praxis of withing in order to further address issues related to multispecies ethnography and more-than-human ethics in the contemporary moment. In doing so, I aim to strengthen connections between the arts and the social sciences by showing how a pragmatic and creative practice-research methodological framework could be beneficial for social science researchers undertaking their knowledge inquiries with more-than-human communities
