Hope and dispossession:Strange bedfellows in Indigenous-state relations
No full textThis article investigates the dynamics between hope and dispossession in the relations between Indigenous peoples and states. These relations, historically marked by colonial interventions, boast hopeful developments ranging from the recognition of rights to truth and reconciliation processes. Drawing on critical hope scholarship and research on contemporary colonialism, this article delves into the question of reconciliation and the (allegedly) reorganised Indigenous-state relations. Engaging with the state continues to be, in many ways, problematic for Indigenous peoples whose hopes often clash with those of the state. Even though experiences from completed truth and reconciliation processes around the world have been fraught with foundational shortcomings, the shortcomings have not discouraged Indigenous peoples from initiating and taking part in reconciliation. Embracing this global trend, three Nordic countries – Finland, Sweden and Norway – have each embarked upon a truth and reconciliation process with the Sámi people. Utilising the recent Nordic processes as reference points, this article reveals how states employ hope to govern their relations with the peoples, an aspect that has been neglected to date. In particular, it highlights how the element of time (integral to hope) and the clash of parties’ disparate hopes are key to understanding power asymmetries in these relations

No full textMetsän määritelmä (2024) on kokeellinen lyhytdokumentti, joka alkaa metsän virallisesta määritelmästä. Pian sen kertojaäänet ja aistillinen kuvamateriaali kuitenkin houkuttelevat katsojan ristiriitaisille ajatuspoluille, joista ei lopulta muodostu yhteistä ääntä, ehjää mielikuvaa tai etenkään yhtä metsää.Sukeltaessaan ihmisen ja metsän yhteiseen elollisuuteen lyhytelokuva herättää outoja kysymyksiä vailla yksinkertaisia vastauksia: mitä me aistimme pimeän metsän varjoissa – tai tutussa ja lempeässä metsässä? Voiko metsä kuulua perheeseen ja miten jakaa kehollista olemassaoloa puiden kanssa? Entä onko metsän ei-inhimillistä luonnetta lopulta mitenkään mahdollista tavoittaa?Metsän määritelmä ei ole tiede-elokuva, mutta sitä voi kutsua tieteestä inspiroituneeksi lyhytelokuvaksi. Erityisesti sen käsikirjoitukseen ovat vaikuttaneet humanistisen ympäristötutkimuksen ajatusvirtaukset, jotka pohtivat ihmiskeskeistä ajatusta toimijuudesta. Metsän materiaalinen maailma on aktiivinen, täynnä päättymättömiä prosesseja ja sotkuisesti kietoutunut inhimilliseen todellisuuteen. Metsän määritelmä etsii keinoja esittää tällaista metsää audiovisuaalisen kerronnan keinoin.Näyttely perustuu Kristiina Koskisen (TaT, MMM) tutkimustyöhön Lapin yliopiston taiteiden tiedekunnassa. Koskinen on perehtynyt väitöskirjassaan luonnon audiovisuaaliseen esittämiseen ja väitöksen jälkeisessä tutkimuksessaan erityisesti elokuvallisiin metsiin. Metsän määritelmän dokumentaarisuus ei kytkeydy ajatukseen toden tallentamisesta, vaan perustuu subjektiivisiin kokemuksiin. Meillä ei ole pääsyä sellaiseen metsään, joka väistäisi näkökulmasidonnaisuuden ja kaiken sen, mitä emme tunne tai ymmärrä. The film’s unruly voiceovers each narrate the forest from their own perspective. Together with the sensory images and forest sounds, they lead the viewer down conflicting paths, refusing to offer a singular, cohesive perspective or a definitive portrayal of the forest.The film explores the shared existence of humans and forests, raising questions without simple answers: what do we sense in a dark, shadowy forest – or a familiar, benevolent one? How can we share corporeal existence with trees? And is there any way to reach the nonhuman nature of a forest?Although not a scientific film, Definition of Forest could be described as a short film inspired by research. In particular, the script has been influenced by environmental humanities and theories challenging human-centered ideas of agency. The forest is not a passive background but active matter, full of ongoing processes and tangled entanglements with the human world. Definition of Forest seeks how to present such a forest through audiovisual narration.Rather than recording and representing reality, Definition of Forest emerges from the fragmentary, subjective experiences of being in a forest. We have no access to a forest outside our own perspective, nor to all that remains unknown or incomprehensible. Matkailuliikkumisen tulevaisuus ja kehittäminen:tulosraportti: FIT ME! Foreign Individual Travelers’ hospitality and Mobility Ecosystem
No full textFIT ME! -hanke (Foreign Individual Travelers’ hospitality and Mobility Ecosystem) kehitti ratkaisuja yksilömatkailun saavutettavuuden ja matkaketjujen sujuvuuden parantamiseksi harvaan asutuilla alueilla, erityisesti Lapissa ja Saaristossa. Hankkeen tavoitteena oli luoda digitaalisiin ratkaisuihin perustuvia palvelukonsepteja ja liiketoimintamalleja, jotka tukevat kestävää ja vaivatonta matkailua. Keskeisiä teemoja olivat fygitaalinen asiakaskokemus, matkailijan matkan suunnittelun haasteet sekä älykkään matkailuliikkumisen ekosysteemin rakentaminen. Hankkeessa kehitettiin muun muassa rikastettu reittiopas, matkailuliikkumisen kokonaishallinnan malli ja vaikutusarviointikehikko, jota testattiin Apukka Shuttle Bus -palvelussa. Tulokset korostavat monitoimijayhteistyön, dataintegraation ja digitaalisten palvelujen merkitystä matkailun saavutettavuuden ja asiakaskokemuksen parantamisessa. Raportti esittää suosituksia ekosysteemipohjaisesta yhteistyöstä ja digitaalisten matkakumppaneiden kehittämisestä tulevaisuuden matkailuliikkumisen tueksi.<br/

No full text“This month we were delighted to be joined by Tom Royer who is a Visiting Researcher at the Arctic Centre and a Doctoral Researcher at the Faculty of Law at University of Lapland. Tom’s work revolves around commercial space ports in the arctic from a more-than-human perspective. This work combines critical legal studies, multispecies justice, and extractivism. These space ports are hubs where commercial spacecraft are stored, worked on, launched, and re-entered (sometimes whole, sometimes not). The Arctic is not a new venue for commercial space activities, with some ports having a more than 50-year history. This is partially because satellites orbiting the poles can circle the globe in a single day. Tom opens a whole world to us in relation to commercial space ports and gives us a lot of food for thought in terms of impacts of these operations. Tom would like to make sure listeners are aware that everything he says during the episode is his own critical interpretations rather than simple factual statements. While his arguments map onto existing critical literature, they are still his own interpretation of his and, therefore, stand as supported analytical claims. Want to learn more about Tom’s work?
