Rethinking resource allocation in science
Many funding agencies rely on grant proposal peer review to allocate scientific funding, i.e., researchers compete for funding by submitting proposals that are reviewed and ranked by committees of their peers. Only a fraction of applicants are awarded the requested funds. This system has a long and venerable tradition, but it is increasingly struggling to handle the larger number of applications, suffers from high levels of administrative overhead, may be unreliable in separating successful from unsuccessful projects, and may suffer from bias against innovative ideas, young researchers, and female scientists. We have proposed redesigning funding systems according to a few simple principles, namely, focusing on funding people instead of projects and involving as many scientists in funding decisions as possible. This underpins a proposal for a novel funding system in which every scientist periodically receives an equal, unconditional amount of funding but must anonymously donate a given fraction of everything he or she receives to other scientists of his or her choice. Over time, this simple process will lead to a funding distribution that reflects the entire scientific community, fosters young scientists, and reduces overhead. However, in spite of its simplicity, we must address certain challenges in its implementation such as deciding who participates in the funding system, how to control for conflicts of interest and bias, and how to manage its application. Funding agencies will play a pivotal role in the development and management of this system
Data anomalies and apparent reporting errors in 'Randomized controlled trial testing weight loss and abdominal obesity outcomes of moxibustion'
Randomized Controlled Trials (RCTs) are the best method to determine causal effects for treatments if they are well done and well reported. Good evidence about proposed treatments for obesity is needed, and Hsieh et al. (Biomed Eng Online 17:149, 2018) are to be commended for putting moxibustion to the test. However, careful evaluation of the paper reveals inconsistencies and apparent reporting errors, which raise doubts about conclusions from the study
Gaze behavior and cognitive states during fingerprint target group localization
Background: The comparison of fingerprints by expert latent print examiners generally involves repeating a process in which the examiner selects a small area of distinctive features in one print (a target group), and searches for it in the other print. In order to isolate this key element of fingerprint comparison, we use eye-tracking data to describe the behavior of latent fingerprint examiners on a narrowly defined “find the target” task. Participants were shown a fingerprint image with a target group indicated and asked to find the corresponding area of ridge detail in a second impression of the same finger and state when they found the target location. Target groups were presented on latent and plain exemplar fingerprint images, and as small areas cropped from the plain exemplars, to assess how image quality and the lack of surrounding visual context affected task performance and eye behavior. One hundred and seventeen participants completed a total of 675 trials. Results: The presence or absence of context notably affected the areas viewed and time spent in comparison; differences between latent and plain exemplar tasks were much less significant. In virtually all trials, examiners repeatedly looked back and forth between the images, suggesting constraints on the capacity of visual working memory. On most trials where context was provided, examiners looked immediately at the corresponding location: with context, median time to find the corresponding location was less than 0.3 s (second fixation); however, without context, median time was 1.9 s (five fixations). A few trials resulted in errors in which the examiner did not find the correct target location. Basic gaze measures of overt behaviors, such as speed, areas visited, and back-and-forth behavior, were used in conjunction with the known target area to infer the underlying cognitive state of the examiner. Conclusions: Visual context has a significant effect on the eye behavior of latent print examiners. Localization errors suggest how errors may occur in real comparisons: examiners sometimes compare an incorrect but similar target group and do not continue to search for a better candidate target group. The analytic methods and predictive models developed here can be used to describe the more complex behavior involved in actual fingerprint comparisons
Does (No) Discovery Lead to (ILL) Delivery? Comparing Transaction Logs to ILL requests to Determine the Persistence of Library Patrons
This study looks at known-item searches within a university catalog that come up with a “no results” response to see whether patrons will then place an ILL request for that material and how persistent a user might be in order to obtain something that they want. Catalog search transaction logs were compared against interlibrary loan (ILL) requests placed during the same time frame. Overall, the rate of persistence, or the frequency with which ILL requests were placed when no results were found in the catalog is very low
Alterations in brain neurocircuitry following treatment with the chemotherapeutic agent paclitaxel in rats
Human and animal studies suggest that both traumatic nerve injury and toxic challenge with chemotherapeutic agents involves the reorganization of neural circuits in the brain. However, there have been no prospective studies, human or animal, using magnetic resonance imaging (MRI) to identify changes in brain neural circuitry that accompany the development of chemotherapy-induced neuropathic pain (i.e. within days following cessation of chemotherapy treatment and without the confound cancer). To this end, different MRI protocols were used to ascertain whether a reorganization of brain neural circuits is observed in otherwise normal rats exposed to the taxane chemotherapeutic agent paclitaxel. We conducted an imaging study to evaluate the impact of a well-established paclitaxel dosing regimen, validated to induce allodynia in control rats within eight days of treatment, on brain neural circuitry. Rats received either paclitaxel (2 mg/kg/day i.p; cumulative dose of 8 mg/kg) or its vehicle four times on alternate days (i.e. day 0, 2, 4, 6). Following the cessation of treatments (i.e. on day 8), all rats were tested for responsiveness to cold followed by diffusion weighted magnetic resonance imaging and assessment of resting state functional connectivity. Imaging data were analyzed using a 3D MRI rat with 173 segmented and annotated brain areas. Paclitaxel-treated rats were more sensitive to a cold stimulus compared to controls. Diffusion weighted imaging identified brain areas involved in the emotional and motivational response to chronic pain that were impacted by paclitaxel treatment. Affected brain regions included the prefrontal cortex, amygdala, hippocampus, hypothalamus and the striatum/nucleus accumbens. This putative reorganization of gray matter microarchitecture formed a continuum of brain areas stretching from the basal medial/lateral forebrain to the midbrain. Resting state functional connectivity showed reorganization between the periaqueductal gray, a key node in nociceptive neural circuitry, and connections to the brainstem. Our results, employing different imaging modalities to assess the central nervous system effects of chemotherapy, fit the theory that chronic pain is regulated by emotion and motivation and influences activity in the periaqueductal gray and brainstem to modulate pain perception

‘New media’ information technologies were recently thought to be so intrinsically different from ‘old,’ mass media, technologies that fascism would no longer be possible. Through new media information and communication technologies, the political ‘mass’ was supposedly replaced by the ‘crowd’ or the ‘swarm,’ and an old mass media replaced by a new media serving individual ‘information needs.’ However, extreme right-wing political populism and encroaching fascism today are world-wide phenomena in developed countries, not only despite new media, but partly because of it. How is this possible
A bayesian approach for behavioral public administration: Citizen assessments of local government sustainability performance
Citizens are increasingly critical information-processors, and government performance information has become ubiquitous to the tenants of democratic anchorage and support for public programs. Yet human perceptions of governmental policies and outcomes are increasingly partisan and resistant to updating. Partisan motivated reasoning can lead to inaccurate or biased assessments of both the merit of specific policies and governmental performance. This article presents a case for the use of Bayesian inference for experimental work on information-processing. Combining previous findings with a new experimental design, this study examines whether provision of performance information on local government implementation of federally initiated sustainability efforts ameliorates the partisan motivated reasoning of citizens. Contrary to expectations, the study finds evidence of attitude-strengthening in the face of disconfirming performance as well as suggesting partisan cues may help citizens calibrate their evaluations

Search for Higgs boson pair production in the decay mode at TeV with the ATLAS detector
A search for Higgs boson pair production in the decay mode is performed in the final state using 36.1 fb of proton-proton collision data at a centre-of-mass energy of 13 TeV recorded with the ATLAS detector at the Large Hadron Collider. No evidence of events beyond the background expectation is found. Upper limits on the non-resonant production cross section of 10 pb and on the resonant production cross section as a function of the invariant mass are obtained. Resonant production limits are set for scalar and spin-2 graviton hypotheses in the mass range 500 to 3000 GeV
A dataset of publication records for Nobel laureates
A central question in the science of science concerns how to develop a quantitative understanding of the evolution and impact of individual careers. Over the course of history, a relatively small fraction of individuals have made disproportionate, profound, and lasting impacts on science and society. Despite a long-standing interest in the careers of scientific elites across diverse disciplines, it remains difficult to collect large-scale career histories that could serve as training sets for systematic empirical and theoretical studies. Here, by combining unstructured data collected from CVs, university websites, and Wikipedia, together with the publication and citation database from Microsoft Academic Graph (MAG), we reconstructed publication histories of nearly all Nobel prize winners from the past century, through both manual curation and algorithmic disambiguation procedures. Data validation shows that the collected dataset presents among the most comprehensive collection of publication records for Nobel laureates currently available. As our quantitative understanding of science deepens, this dataset is expected to have increasing value. It will not only allow us to quantitatively probe novel patterns of productivity, collaboration, and impact governing successful scientific careers, it may also help us unearth the fundamental principles underlying creativity and the genesis of scientific breakthroughs
