This book addresses one of the key issues of our time, the process of sustainable transition in modern, industrial societies, by looking at the dynamics associated with this objective at the decentralised local level in South Korea.
The creation of eco-cities is a crucial aspect in the ongoing urbanisation of East Asia, and this book investigates specific examples of Korean local governments embarking on the path towards sustainable urban development and assesses their achievements. Making use of a wide range of sources and data collection methods, the book studies two diverse cases in great depth: Suwon City and Jeju Province. By systematically comparing the aims, strategies and decision-making processes in these two examples, the book illuminates the relative roles played by local leaders, central government, civil society representatives, and even international organisations.

An experiment on outcome uncertainty
We report the evidence of a multi-stage lab experiment on individual decision making under ambiguity, where the latter is characterized by the (partial or) absence of information on some monetary values in the support of the lottery distributions. This complements the standard treatment of uncertainty where decision makers know the monetary prizes, but probabilities are uncertain. We use both a structural and a non-structural approach when analyzing subjects' behavior under risk, compound risk, and outcome ambiguity. Our main finding is that subjects are risk-averse and ambiguity lovers in that they evaluate more optimistically uncertain payoffs under ambiguity compared to compound risk. We also study how subjects evaluate scenarios with uncertain outcomes: 60% of choices are consistent with the Expected Utility paradigm, while 40% of them are better described by a heuristic we label as "na & iuml;ve," in which the order of integration of Expected Utility is reversed (that is, they first form a point estimate of the uncertain payoffs, and then they evaluate the lotteries' expected utility). Finally, we also find that risk and ambiguity aversion are positively correlated

Il trasporto pubblico non di linea: criticità, vuoti regolatori e anacronismi del legislatore
Il contributo si propone di esaminare criticità e anacronismi nella regolazione del trasporto pubblico non di linea, mettendo in luce i vuoti regolatori che lasciano spazio a meccanismi di fatto deregolamentati, come l’esistenza di un mercato secondario delle licenze Taxi, ed evidenziando il carattere a tratti irragionevole di alcune differenziazioni normative tra operatori di settore. In particolare, si vuole in questa sede dimostrare la sostanziale fungibilità dei servizi offerti dalle due categorie di operatori economici del settore, Taxi e NCC, concorrenti in quello che la Corte costituzionale ha definito un “mercato unico”, e dunque verificare l’attuale necessità dell’imposizione di obblighi di servizio pubblico in capo ad uno solo tra questi. Si sottolineerà, da ultimo, la necessità di ripensare la regolazione di un settore “in continua evoluzione”, adeguandolo a nuove necessità e forme del servizio.This paper aims to examine the weaknesses and critical issues in the Italian regulation of the non-scheduled public transport sector. In particular, it focuses on the regulatory gaps that enable informal and unregulated practices, such as the existence of a secondary market for taxi licences, and on the often unreasonable distinctions made between taxis and NCCs. The paper also questions whether it is still appropriate to classify the non-scheduled public transport sector as a public service, given that the current obligations imposed exclusively on taxis appear to be inherently fulfilled by the market itself and its operators. Finally, it argues for a rethinking of the regulatory framework to better respond to the challenges of a rapidly evolving mobility landscape

Il volume affronta i temi dello sfruttamento del lavoro e del "caporalato", collocandoli nel quadro più ampio del problema del punire e delle trasformazioni del diritto penale, sempre più caratterizzato da una crescente ibridazione tra strumenti repressivi, regolatori e preventivi. Lo sfruttamento lavorativo è letto come fenomeno sistemico e globale, intrecciato ai modelli produttivi e di consumo della contemporaneità, che impone risposte non solo punitive, ma fondate sulla prevenzione, sulla responsabilizzazione delle imprese e su un approccio integrato tra saperi giuridici ed extragiuridici. Attraverso una prospettiva storica, comparata e costituzionalmente orientata, la monografia mette in luce contraddizioni, limiti e potenzialità del quadro normativo italiano, proponendo una visione del diritto penale come tassello - necessario ma non esclusivo - di un più vasto programma di tutela volto a restituire dignità al lavoro e legalità alle filiere produttive
