The Single Market at the Crossroads of Space Policies: Procurement and Innovation
This paper aims to connect innovation procurement (IP) in Europe, particularly in relation to
mission-oriented innovation and the Sustainable Development Goals, with an analysis of the
space sector, especially in view of the direction recently taken by the European Union (EU), the
interactions between public and private actors, new competitive dynamics, and economic planning
in this field.
The analysis begins by introducing the new EU space programme and examining the
principles that underpin it, with particular attention to the available financial instruments. It will
then present critical analyses on two fronts. On the one hand, it will argue that the space sector
serves as a prime testing ground for IP. Public sector-driven innovation is expected to have a
considerable impact on the growth and development of the European economy. On the other
hand, it will offer some critical remarks concerning the inherently ‘innovative’ role of public
procurement in shaping the future of European space policies, given the latest market and
geopolitical dynamics. The paper will conclude with an examination of concrete cases: the
development of the IRIS2 infrastructure and a procurement case-law involving the new EU
Agency for the Space Programme (EUSPA)
Il fattore tempo nella regolazione digitale: RegLag e RegTech
Quale sia il momento più efficiente per regolare nuovi fenomeni è una domanda rimasta senza ri- sposta, protagonista del cd. dilemma di Collingridge; tuttavia, la questione si complica se si aggiun- ge l’ulteriore fattore della scarsità della risorsa tempo. La velocità a cui la cd. rivoluzione digitale corre, infatti, rende assai complesso il compito del legislatore di riuscire a contemperare interessi contrastanti, favorendo il progresso e tutelando i diritti fondamentali, nella cornice di un dialogo asincrono tra regolazione e sviluppo. Il divario temporale tra i tempi dell’innovazione e quelli della regolazione dà vita ai cd. Regulatory Lag. L’obiettivo che il presente scritto si pone è dunque quello di esaminare il problema del fattore tempo nella regolazione digitale, sul fronte dei fattori critici e degli elementi innovativi in grado di rappresentare possibili soluzioni.When is the right time to regulate emerging technologies? This remains an open que- stion, encapsulated by the Collingridge Di- lemma. The challenge becomes even greater when we consider the scarcity of time as a resource. The accelerating pace of the Digi- tal Revolution makes it increasingly difficult for lawmakers to balance competing intere- sts, such as supporting innovation while pro- tecting fundamental rights. Towards earned citizenship: How nationalism and neoliberalism reshape citizenship in Western countries
The Future of Education: reframing skills and learning in the age of artificial intelligence
The introduction of artificial intelligence (AI) into education is fundamentally transforming learning models, skill
requirements, and labor market dynamics. This study explores how AI adoption is reshaping education, focusing on the
skills needed to address AI-driven changes. Through interviews with CEOs and educational experts, the research
highlights the challenges and opportunities in both educational and professional contexts, emphasizing the importance
of balancing hard and soft skills and promoting continuous learning. Using co-occurrence analysis with T-Lab software,
the study uncovers how AI is altering learning models, data management, professional training, and cross-sector
partnerships. The findings provide practical insights for educational institutions and businesses to better align curricula
and learning approaches with emerging market demands, thereby supporting the workforce's adaptive capacities
Gender and the Automation of Public Law: The Start of a New Conversation
Administrative law and digital government scholarship devote scarce attention to gender. Recent debates on the regulation of AI and digital government have focused predominantly on human-centered perspectives, disregarding the importance of gender in defining the human element or implicitly assuming the gender neutrality of the debate. Yet, gender is a relevant dimension of automated government which if overlooked, may lead to the exclusion of many citizens. This has proven to be particularly detrimental to women, whose needs, socioeconomic circumstances, and biological differences are either invisible to public decision-makers or are regarded with suspicion as ‘deviations’ from a male or gender-neutral pattern. For example, recent scandals on the automation of social welfare (e.g., Robodebt in Australia and the Dutch Childcare Benefits Scandal) affected predominantly women, especially single mothers. This invisibility of gender is exacerbated when digitalization and automation replicate stereotypes, patriarchal approaches to the role of women in society, and longstanding dynamics of power and inequality.
Drawing on interdisciplinary scholarship including feminist and gender studies, this paper explains why gender should be more closely considered in the regulation of AI in the public sector, digital government, and automated decision-making
Il pacchetto “Omnibus”: un’analisi delle principali modifiche alla CSRD e alla CSDDD
Il contributo analizza il pacchetto legislativo “Omnibus”, presentato dalla Commissione europea nel febbraio 2025 con l'obiettivo di rafforzare la competitività delle imprese europee attraverso la razionalizzazione e semplificazione del quadro normativo sovranazionale in materia di sostenibilità. In particolare, l'attenzione è rivolta alle proposte di modifica della disciplina sulla rendicontazione di sostenibilità (CSRD) e sulla due diligence ambientale e sociale (CSDDD), con un focus sul rinvio dei termini di attuazione (già formalizzato con la direttiva 2025/794/Ue), nonché sulla prevista riduzione degli obblighi normativi sia sotto il profilo delle imprese interessate, sia con riguardo all'estensione e al contenuto degli adempimenti richiesti (COM(2025) 81)
The separation of powers and the administrative branch in the European Union
The interpretation of the principle of separation of powers in the EU has developed a distinct character through the principle of institutional balance. The Court of justice (CJEU) has played a central role in assessing and overseeing this principle. This article examines how the EU’s understanding of the separation of powers has shaped the functioning of its administrative branch. Specifically, it focuses on how the CJEU has applied the principle of institutional balance through the so-called non-delegation doctrine, which restricts the delegation of powers to EU administration. It argues that the CJEU’s interpretation has affected the theoretical understanding of administrative powers, ultimately hindering the development of a robust framework to ensure the accountability of discretionary powers exercised by administrative bodies not explicitly outlined in the EU treaties
